can't raise outboard

I need some ideas as to how to raise an old 150 suzuki(heavy darn
thing)...I opened the manual knob but it has been on the boat so long
it is froze---I tried using a jack to get it to move---nope...I can't
pull the boat with it down...need sugestions asap...thanks...
