You may have to drill it with the core bit and then come back with smaller bits and drill the center section in several places and follow that with a chisel to clean it out.

Try using a normal spade bit. Go slow, pour on the water, and resharpen as needed. It shouldn't take too much to only go an inch deep and it will be a heck of...
