I will be giving a multi-media presentation this coming Tuesday,
November 1 at the University of Arizona for the Tuesday night series
called Voices of Opposition.

This presentation will focus on how the March 11 Japanese
earthquake and tsunami began the world's worst nuclear accident. I
will explain how nuclear energy, coal & fracking are opposing solar
and other renewables and energy efficiency. I will cover how the
latter comprise the best strategy for energy cost stability, for
national security, water conservation, civil liberties protection, etc.

I will cover vulnerabilities of the nuclear plants on the
Missouri River that were surrounded by flooding over much of the
summer. And I will present a short fast-paced film on the history of
nuclear energy.

Issues of energy costs and environmental preservation will be
discussed as well as what can be done to steer our culture and
individuals toward sound energy solutions.

There will be a Q&A session afterward.

I do not doubt that the earth is in fact getting warmer... That my friend is a
fact...

I do deny that the earth has feelings or that it thinks in any way...

I deny that science needs any kind of faith...
I do NOT believe in science, as science IS NOT a belief system!!!

I do not see the proposed carbon tax as anything other then a tax on the people.
Businesses will go on doing business and it just be added to the price of doing
buisness and paid for by the consumer (you and I) wile the traders will make a
ton of money for nothing...

I know that the whole feeling and panic is being used to manipulate people into
making bad choices in life that they have not thought out to there final ends
i.e. Nuclear power in a short term bandaid that will hurt us far more latter
on...

Time to stop all the touchy feely bs and solve the problem.

Multi-national corporations such as GE are not beholden to the United States. 
They go where the capital goes.  Corporations are created by government and we,
the people, through our government have the right to change the way in which we
grant corporate charters.  I propose we decrease the limitation of liability
from the investment of the investor to 1 and 1/2 times the investment of the
investor.  That is, if a corporration makes a bonehead move and pollutes the
entire gulf mexico say, the investors will not only lose their investment if the
corporation goes bankrupt, they will also be collected from another 1/2 of their
investment from their personal bank accounts.

Why I Remain a Global-Warming Skeptic

Searching for scientific truth in the realm of climate.

Last month the Berkeley Earth Surface Temperature Project released the findings of its extensive study on global land temperatures over the past century. Physics professor Richard Muller, who led the study, heralded the findings with a number of controversial statements in the press, including an op-Ed in this newspaper titled "The Case Against Global-Warming Skepticism." And yet Mr. Muller remains a true skeptic—a searcher for scientific truth. I congratulate Mr. Muller and his Berkeley Earth team for undertaking this difficult task in the realm of climate.

The Berkeley study reported a warming trend of about 1º Celsius since 1950, even greater than the warming reported by the U.N.'s Intergovernmental Panel on Climate Change (IPCC). I disagree with this result, which perhaps makes me a little more of a skeptic than Mr. Muller.

Mr. Muller has been brutally frank about the poor quality of the weather-station data, noting that 70% of U.S. Stations involve uncertainties of between two and five degrees Celsius. One could interpret the Berkeley study's results as confirmation of earlier studies and of the IPCC's conclusions, despite the poor quality of the stations used. But perhaps the issue is that the Berkeley study and the ones that came before suffer from common errors. I suspect that the temperature records still are affected by the urban heat-island effect—a term given to any local warming, whatever its cause—despite efforts to correct for this. The urban heat-island effect could include heat produced not only in urban areas, but also due to changes in land use or poor station siting. Therefore, I suggest additional tests:

1. Disassemble the "global average" temperature to get a better picture of what's going on regionally. This could involve plotting both the IPCC's and the Berkeley study's data only for tropical regions, separating the northern and southern hemispheres and testing for seasonal variation and differences between day and night.

2. Better describe what we can think of as the demographics of weather stations, a major source of possible error. The IPCC used 6,000 stations in 1970 and only about 2,000 in 2000. Let's examine their latitude, altitude and possible urbanization, and see if there have been major changes in the stations sampled between 1970 and 2000. For example, it is very likely that airports were used as temperature stations in both 1970 and 2000, because airport stations are generally of high quality. But airports are likely warming rapidly because of increasing traffic and urbanization. So if the number of airport stations remained constant at, say, 1,200 over that 30-year interval, the warming observed there might have increased between 20% and 60% over the same period of time, thereby producing an artificial warming trend.

3. The Berkeley study used a total of 39,000 weather stations, an impressive number. But again, we need to know if that number changed significantly between 1970 and 2000, and how the demographics of the stations changed—both for stations that showed cooling and for those that showed warming.

But the main reason that I am skeptical about the IPCC, and now the Berkeley, findings, is that they disagree with most every other data source I can find. I confine this critique to the period between 1978 and 1997, thereby avoiding the Super El Niño of 1998 that had nothing to do with greenhouse gases or other human influences.

Contrary to both global-warming theory and climate models, data from weather satellites show no atmospheric temperature increase over this period, and neither do the entirely independent radiosondes carried in weather balloons. The Berkeley study confined its findings to land temperatures as recorded by weather stations. Yet oceans cover 71% of the earth's surface, and the marine atmosphere shows no warming trend. The absence of warming is in accord with the theory that climate is heavily impacted by solar variability, and agrees with the solar data presented in a 2007 paper by Danish physicist Henrik Svensmark in the journal Proceedings of the Royal Society A.

Moreover, independent data using temperature proxies—various non-thermometer sources such as tree rings, ocean and lake sediments, ice cores, stalagmites, and so on—also support an absence of warming between 1978 and 1997. Coral data also show no pronounced warming trend of the sea surface, and there are good reasons to believe that reported sea-surface warming is an artifact of thermometer measurements.

The IPCC's 2007 Summary for Policy makers claims that "Most of the observed increase in global average [surface] temperatures since the mid-20th century is very likely [90-99% sure] due to the observed increase in anthropogenic greenhouse gas concentrations." While Mr. Muller now seems to agree that there has been such global average warming since the mid-20th century, he nonetheless ended his op-Ed by disclaiming that he knows the cause of any temperature increase. Moreover, the Berkeley team's research paper comments: "The human component of global warming may be somewhat overestimated." I commend Mr. Muller and his team for their honesty and skepticism.

Mr. Singer is professor emeritus at the University of Virginia and director of the Science & Environmental Policy Project, with specialties in atmospheric and space physics.

The need for good local engagement is becoming ever more important as work
develops around empowerment and the `Big Society'.

This interactive course will look closely at the roles a facilitator may play
and how and when a facilitator's role may link in to work on longer term
community development. It will build the confidence of anyone keen to be a good
facilitator and give them a solid basis on which to develop their own skills.

Local meetings and engagement processes can too often be un-involving,
unproductive and even confrontational. Good facilitation can help tackle these
problems and help people to make local discussion and planning an enjoyable and
productive process.

It is also important for the development of better policy and practice, for
understanding local needs and developing more sustainable communities.

People attending this course will learn how to:
1) How and when to hold meetings and when to use other approaches
2) Build a working relationship with an existing organisation or a group of
individuals
3) Use appropriate tools and techniques
4) Develop facilitation work in ways appropriate to a range of diverse
communities
5) Deal with problematic situations
6) Evaluate facilitated processes

Who should attend this course?
The event will benefit anyone working with groups of people in formal or
informal settings. Whether a novice starting out, or an experienced facilitator
wishing to expand on their techniques, the course will be tailored to the
participants' needs.

Chris Church has worked in the voluntary sector and asa consultant for over 25
years. He is an experienced advisor on community and sustainable development
issues, with a wide range of experience at international, national, and

UKLocal Carbon Communities Network.

Chris has previously worked with the Community Sector Coalition, the National
Trust, BTCV, Defra, Groundwork,the European Union TACIS programme, Surfers

The EU’s chances of meeting its objective of cutting energy consumption 20% by 2020 are only just better than even, the EU's top energy official has told EurActiv.

Asked how confident he was that the target could be achieved, Philip Lowe, the European Commission’s director general for energy replied: “On present progress, 60%!â€

Before the EU’s present policies were announced, Europe was only half way to meeting the target, Lowe said. Consequently, EU legislation proposed recently did not consider that the 20% target would be met, measured against 2005 levels.

An impact assessment accompanying the Energy Roadmap for 2050, which EurActiv has seen, says that the EU “is far from reaching its 20% objective†on energy efficiency.

The document says that while slow economic growth contributed to a decrease in energy consumption, "it has also negatively impacted energy efficiency investment decisions at all levels - public, commercial and private.â€

Split incentives

The report also pinpoints "split incentives" or "principal agent market failures", where energy decision-makers are detached from price signals, as a problem.

For example, landlords can decide whether to renovate buildings, but since tenants pay the energy bills, owners have little incentive to invest in energy-saving measures.

As a cumulative result, in the assessment’s ‘reference scenario’ for business as usual, “the indicative 20% energy savings objective for 2020 would not be achieved under current policies – not even by 2050.â€

“The fact we didn’t take this [20% figure] into account in our scenarios was precisely because we wanted to establish the level of ambition necessary in order to meet the 2050 objectives as well as the 2020 objectives,†Lowe said.

“In practice, we see in all scenarios the need for at least 30% if not 40% improvement in energy efficiency compared with the 2005 and 2007 bubbles and not simply 20%.â€

But an analysis of the impact assessment by the Coalition for Energy Savings argues that the 20% savings target for 2020 is well-achievable, only with a new energy efficiency directive.

Uncertainty over the EU's will and ability to reach the 20% target has left fund-holders complaining that it is risky to gamble on efficiency targets in volatile economic times.

“We cannot invest in companies that are waiting around for governments to do the right thing,†one venture capitalist said.

Large companies disappointed

Several leading European energy companies – including Phillips Lighting, Siemens and Schneider Electric - have voiced their disappointment with the draft roadmap in a letter sent today (8 November) by the European Alliance to Save Energy (EUASE) to cabinets across the Commission.

“It's important that we show policy-makers that businesses feel just as strongly as environmentalists on this issue,†Monica Frassoni, the president of EUASE, told EurActiv.

“Energy efficiency is a massive win-win for growth in many business sectors,†she said.

EUASE was formed as an energy savings alliance of business and policy-makers in December 2010 at the UN climate change summit in Cancun.

The alliance’s letter complains that the 2050 Roadmap sends “a very confusing message†to member states and the European Parliament about the commission’s confidence in the 2020 targets.

“If the European Commission is serious about delivering growth, jobs and sustainable development, then energy efficiency must be a central part of any scenario for 2050,†Frassoni said. “That means sticking to its political commitment of a 20% target.â€

Nature of energy efficiency debated

But with member states currently locked into a trench war over modest savings measures for energy companies and buildings proposed in the energy efficiency directive, the nature of what constitutes energy efficiency is itself now being debated.

The UK has long questioned the PRIMES model of measuring efficiency gains, but France has now submitted comments on the energy efficiency directive to the Polish presidency, seen by EurActiv, proposing an end to the efficiency concept altogether for buildings.

“For such sites, energy intensity indicators (by work units: number of takeoffs, refits, vessels berthed, number of days/workshops, tests completed, etc.) are in fact a better way of measuring energy-reduction efforts,†the French submission says.

‘Energy intensity’ is a measurement for industrial CO2 abatement, based on the amount of power consumed for every dollar of economic output, a method favoured by China and the United States.

“The debates we’re having with the member states are very interesting, because they didn’t like binding targets so we gave them binding measures,†Lowe said. “They don’t like binding measures and say ‘we need more flexibility’. Are they [now] going to reject this as well?â€

Earlier this year, the EU’s director of renewables and energy efficiency innovation, Marie Donnelly, estimated that the EU had so far only achieved energy consumption reductions of between 9% and 11%.

2. Portland structure touted as model for energy efficient building

Nov. 08--PORTLAND, Maine -- Horsepower, sure. But catpower?

Paul Ledman only partially drifted into jest when he talked about the type of activity that can keep his super-insulated, energy efficient multi-unit building heated.

"If the crock pot is on, or the toaster is running, or if three cats are chasing each other, it helps warm the place up," he said. "Just living here is enough to keep the place warm."

The 62 Cumberland Ave. structure, on what was previously an undeveloped Munjoy Hill lot, has garnered a lot of attention in local and industry media as what Ledman calls "a model for what can be done" in a world where oil costs are climbing and household incomes aren't.

The three-unit building uses no fossil fuels, creates enough energy that it exceeds in-house needs and contributes to the grid most months, and yet is hardly Spartan in its amenities -- even with a private elevator hopping from floor to floor -- Ledman still has electrical capacity to install an outdoor hot tub, which is in his plans.

Outside his bedroom window is a rack of 90 solar pipes, collecting sunlight to warm three hot water tanks. Another array of 30 photovoltaic solar panels provides electricity to the units, and eschewing oil or natural gas, Ledman had air source heat pumps installed to regulate temperatures in the apartments -- one of which he set aside for his own family of four.

"People think that in order to be efficient, you have to give something up," Ledman, who worked with Georgetown-based Island Carpentry to develop the project, said. "Quite the contrary. We'll take showers and do the dishes and run the laundry -- everybody [in the building's other units] will, too, if they want to -- and we won't pay a penny for it."

Air source heat pumps extract warmth as necessary from even very cold outside air and directs it inside. Once the warmth is inside, the thick external walls filled with a combination of blown-in insulation and rigid foam board -- adding up to an R value of about 43 -- keep it there.

In a state with aging housing stock, Ledman said a home built in 1950 might have walls with an R value of 13, for comparison.

"Even on the coldest days, we barely need any heat to heat it," Ledman said. "The real key if you're building new is insulation. If you don't waste [heat], you don't need to buy more. Anybody who doesn't build with energy efficiency in mind today is setting themselves up for failure. [Fossil fuel] prices are going to continue rising. [Energy efficiency] is good for your pocketbook, and it's good for the environment."

Ledman and wife Colleen Myers promote their home and advocate for green building techniques through Eco Capital LLC, which uses the social networking website Facebook to update followers on energy consumption.

On Sunday, the homeowners reported that they've generated 3,600 kilowatt-hours over 1,500 hours -- "more energy than we've needed for heat, hot water or appliances during that time." Whatever extra power is generated is banked by Central Maine Power Co., and the couple can tap into that reserve if they come across a month in which the solar collection is low due to short days or heavy clouds. Each month, they pay CMP just $8.53 in standard administrative fees.

The four-story structure includes three garage bays at street level and uses a heat recovery ventilator system to exchange stale, inside air for fresh, outside air without losing the indoor temperature.

The kicker, Ledman said, is that his three-unit super energy efficient building was similar in cost to build as a traditionally heated and powered structure. He described construction costs as around $140 per square foot.

"It's the only building like this in Maine," he said. "It's a multiple-unit building in a city setting that's completely energy efficient. We've got a building that's about the same cost as a conventional building, but I've got almost no utility bills."

3. California hits renewable energy milestone: 1 gigawatt of solar power installed to date

Nov. 09--California has hit a major renewable energy milestone: 1 gigawatt -- or 1,000 megawatts -- of solar power has been installed on rooftops throughout the state, according to a report to be released Wednesday by Environment California, a statewide advocacy group.

One gigawatt is roughly the size of two coal-fired power plants and is enough energy to power 750,000 homes. Five countries have hit the 1 gigawatt installation mark to date: Germany, Spain, Japan, Italy and the Czech Republic. California has installed more solar power than France, China and Belgium.

The cumulative tally for California includes solar panels installed on existing homes and commercial buildings as well as new-home construction. It includes solar connected to the electric grid by large utilities like PG&E as well as solar within municipal utilities in cities like Palo Alto and Santa Clara.

The report credits the California Solar Initiative, the state's aggressive program to encourage homeowners, businesses, local governments and nonprofit organizations to install solar panels on their roofs, with the milestone. About 600 megawatts has been installed through the California Solar Initiative.

"California can become the Saudi Arabia of the sun if it continues to get behind big, successful solar programs," said Michelle Kinman of Environment California and co-author of "Building a Brighter Future: California's Progress Toward a Million Solar Roofs."

Despite the

state's weak economy, solar installations saw tremendous growth in 2010, thanks to falling prices and the popularity of no-money-down leases.

"Of the total 1,000 megawatts of rooftop solar installed statewide, a record 205 megawatts was installed in 2011 alone," Michael Peevey, president of the California Public Utilities Commission, said in a statement.

The report will be released Wednesday at the Oakland offices of Sungevity, a startup that serves the residential market in eight states. Sungevity has more than 3,000 customers nationwide and sold 2.2 megawatts of solar in October.

PG&E has 55,000 residential and commercial solar customers within its Northern California territory, more than any other utility in the country. And San Jose is PG&E's leading solar city, with 25.9 megawatts installed. Large school districts like San Jose Unified and the East Side Union High School District have installed solar panels, as have leading companies like eBay (EBAY) and scores of homeowners. Bakersfield, Fresno, Santa Rosa and Livermore are also solar hot spots.

Much of the solar growth has been fueled by state incentives. The California Solar Initiative provided $3 billion in incentives for solar energy projects, with the amount of the incentives decreasing over time as the solar market matures. Rebates for residential systems are given upfront -- a one-time payment based on system size. The rebate level for PG&E residential customers has fallen quickly in recent years and stands at 25 cents per watt. So if you're putting in a 5 kw system, that results in a $1,250 rebate.

4. 40% of Firms Failing to Tackle Energy Efficiency, UK Says

More than 40 percent of companies ranked on their energy efficiency actions by the U.K. government failed to score a single point, it emerged today.

The Environment Agency’s Performance League Table ranks participants in the Carbon Reduction Commitment program, under which companies of a certain size have to purchase allowances for every ton of CO2 they emit. Unlike the EU cap and trade scheme, the CRC covers non-carbon-intensive sectors.

Among the 22 organizations in joint first place on the CRC list were Manchester United, Johnson Wax, British American Tobacco, CB Richard Ellis, resort operator Center Parcs and several government agencies, including the Department of Energy and Climate Change. Of the 2,103 companies ranked, 803 tied for last place, all with zero points. They included many major companies such as AstraZeneca, ConocoPhillips, Diageo, electronics retailer Dixons, Goldman Sachs, Halliburton, Kodak, Kraft Foods, Orange, Pfizer, Rio Tinto, Sodexo, Virgin Atlantic and Xerox.

Despite this, Environment Agency director of environment and business Ed Mitchell said he was “very encouraged†that 60 per cent of the organizations had taken steps to improve their energy management, BusinessGreen reported.

The table was based on reports submitted by the companies, and judges participants on the basis of early actions taken to improve their energy efficiency. Half of the score is based on what percentage of the organization’s electricity and gas supplies are covered by smart meter readings, and the other half is based on the proportion of emissions certified by the Carbon Trust or equivalent body.

But businesses are castigating the U.K. government for the rankings, saying the table paints a false picture of their performance.

The Engineering Employers Federation told the Press Association that the table is redundant, because the government had eliminated the financial incentive for companies to improve their energy efficiency. The federation’s head of climate and environment, Gareth Stace, said companies are worrying about the table’s effect on their reputations.

The British Retail Consortium said the table will confuse customers and investors because it doesn’t measure companies’ overall environmental performance, Fresh Business Thinking reported.

David Symons, a director at WSP Environment and Energy, told Edie.net that the table “perversely†failed to consider companies’ actual energy efficiency. He said the table’s metrics meant that some companies at the bottom of the table are actually more energy efficient, or have made greater progress to lower their emissions, than those at the top.

But some companies said they thought the table was a fair reflection of businesses progress, and lack thereof. Vincent Neate, head of KPMG UK’s climate change and sustainability practice, told Business Green that he expected many companies would use the table to begin making peer-to-peer comparisons.

5. New Jersey works to offer more charging stations for electric cars

Nov. 08--Gray Russell has been driving a Toyota Prius for six years. The hybrid vehicle totes him from his Montclair home to his workplace at the municipality every day -- about a five-mile round-trip commute.

Russell's old Prius doesn't have a plug-in component, so he doesn't need to use one of Montclair's four charging stations to power the vehicle. But once he starts test-driving the new Prius, that will change.

Like other newer hybrid models, including the Chevrolet Volt, the new Toyota Prius can run gas-free for a set number of miles, powered only by a lithium-ion battery. The kicker: That battery needs to be charged.

New Jersey has about 20 operational public electric-vehicle charging stations, according to the Department of Environmental Protection, but the DEP is working with a regional network to install more -- at gas stations, malls, parking garages, and other convenient public places.

Last month, New Jersey signed on to the Northeast Electric Vehicle Network, an outgrowth of the regional Transport and Climate Initiative (TCI). The network also includes Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New York, Pennsylvania, Rhode Island, Vermont, and Washington, D.C.

The Northeast network could contribute up to 200,000 electric vehicles to President Obama's call for one million plug-in vehicles to be in use across the country by 2015, according to a report by the Environment News Service.

The network's goal is to move the region "from a fossil-fuel economy to a clean-energy economy," New Jersey's DEP says.

One of the TCI's first projects is collaborating to install more charging stations in the Northeast and Mid-Atlantic regions.

"They're being installed already. This project will (allow) the 10 states and D.C. to work together to set policies on a state level that will support what's already happening," said Andrea Friedman, policy analyst in the DEP's Office of Climate and Energy.

In Pennsylvania, for example, Pittsburgh Regional Clean Cities will receive a $238,467 alternative-fuels incentive grant to install 45 charging stations along Interstate 376 and in surrounding areas.

According to Friedman, New Jersey's DEP will look into installing two types of EV chargers: the Level 2 charger and the "fast charger." A Level 2 requires four to eight hours to completely charge a battery. A "fast charger" takes 10 to 30 minutes. The King of Prussia mall outside Philadelphia has two Level 2 chargers.

Another type, Level 3, is under development, Friedman said. Called the AC, for "alternating current" charger, it would fully power an electric vehicle in minutes.

Although that charger is "not ready for prime time yet," Friedman said the DEP would consider installing it in public EV charging stations once it is released.

Friedman says she does not know how large the market is for electric vehicles in New Jersey. She calls it "relatively small" but says she sees opportunities for growth.

"We think the Northeast and Mid-Atlantic area is the perfect place for electric vehicles because it's dense," Friedman said. "People are making short commutes, and electric vehicles are ideal for short commutes."

Russell says he can't wait to try out the new Prius, a hybrid EV, during his commutes. As the environmental coordinator for the Township of Montclair, he was instrumental in making Montclair the first town in New Jersey to install public EV charging stations.

Montclair received a $25,000 grant from Sustainable Jersey and Wal-Mart Stores Inc. last year to install the charging stations. The town installed four, all in its business districts, in September. They became operational last month.

"Just as you see hybrids all over the place, soon you'll see pluggable EVs all over the place," Russell said. "I do think it's going to transform the automotive industry in America."

6. Clunker program on Tacoma Tideflats targets heavy trucks

Nov. 07--Down on the Tacoma Tideflats these days, the government is paying big money for old trucks.

Sound like just another advertising half-truth?

Not this time. A new program funded by the federal government and the state Department of Ecology is offering owners of older heavy-duty commercial trucks up to $30,000 to scrap those trucks and buy a newer, less-polluting vehicle.

The program, the Tacoma Truck Scrappage and Replacements for Air in Puget Sound (Tacoma ScRAPs,) aims is to get at least 150 pre-1994 heavy-duty trucks off the road.

Sponsored by the City of Tacoma, the Puget Sound Clean Air Agency and the Port of Tacoma, the ScRAPS initiative is a follow-on effort to a 2009 program in King County that removed 280 older trucks from service in the Seattle area.

That pollution reduction effort proved so popular there that the program exceeded its 250-truck goal by 30 vehicles and accomplished its mission in six months less time than originally forecast, said Kathy Boucher, regional center manager for Cascade Sierra Solutions, the firm hired to manage the ScRAPS program. And that King County program had much less generous incentives, she said.

Under the Tacoma program, if the owner of a pre-1994 truck replaces his vehicle with a truck built from 1994 through 2006, the program will pay him an incentive of $5,000. If he replaces that pre-1994 truck with a 2007 or later truck, the payment is $30,000.

In King County, the maximum incentive was $5,000.

The Tacoma ScRAPS program is part of a larger effort to reduce fine particulate emissions in the Tacoma Tideflats and the surrounding areas. That area was one of 32 "nonattainment areas" designated nationwide by the Environmental Protection Agency. Those areas must cure their pollution issues within the next few years or face potential federal transportation and highway funding freezes.

While more than half of the polluting particulates originate from wood stoves in residential areas, ships, diesel trucks and industrial processes also contribute to the pollution issues, especially during weather inversions during winter.

The Tacoma ScRAPS program is a little more than a month old. Five truck owners have already scrapped their older trucks and bought newer ones helped by the incentive payments offered by the program. Several other truck owners are in the documentation process, said Boucher.

That documentation process is designed to ensure that the trucks scrapped and the newer trucks bought in the program are used in the Tacoma area.

The program requires proof that the owner has operated the truck for at least a year in the Tacoma area. Program officials require proof of insurance coverage, business records and other documents that show the trucks qualify. The new truck must continue to operate in the Tacoma area for at least a year after its purchase.

"We've had some drivers who thought they could just buy an old truck and bring it down to collect the check," said Boucher. "We're wise to all of those tricks."

Boucher had worked in the trucking industry for two decades with several different firms as a finance manager and as a saleswoman before joining the nonprofit Cascade Sierra Solutions.

The City of Tacoma also performs periodic audits to ensure that the participants meet all of the rules both of the Federal Highway and Federal Transit administrations and the state Department of Ecology, which together provided the $2.9 million in funding, said Mark D'Andrea, an engineer with the city's public works department's special projects division.

The program checks both the engine and frame serial numbers to ensure that the trucks being scrapped are old enough. It requires photographic and documentary evidence from scrap yards that the vehicles have been destroyed, and it checks the new truck's documentation to ensure it too meets the program's rules.

In Seattle, about 80 percent of the program participants were immigrant driver-owners, most of them originally from East Africa, who traded in their old, mostly cab-over rigs for newer conventional trucks. Some of those traded trucks were so ill-maintained that inspectors had to scrape away multiple layers of grease and dirt to find the serial numbers. One cab was rusted to its mountings so it couldn't be tilted away to reveal the engine.

The Port of Tacoma's own Clean Truck Program bans pre-1994 trucks from its terminals. The port's 2015 goal is to have 80 percent of the trucks serving the port be equipped with 2007 or later engines.

Buyers who participate in the ScRAPS program get an additional incentive to upgrade their trucks from the port. If they buy a 1994 through 2006 truck in the program, the port will allow them to serve its terminals with that truck until 2017, a two-year extension of its deadline.

For dealers, who've seen truck sales slow with the recession, the program has bolstered sales.

Doug Small with The Truck Shop in Auburn brought two of his trucks down to the program's office at 2002 Stewart St. on the Tacoma Tideflats to display to prospective participants.

One is a 2009 Western Star, still new. With the $30,000 incentive and dealer markdowns, that truck could be bought for about $50,000 less than its sticker price, he said. Other truck dealers also are displaying trucks on the site.

"I think it's a great program to clean up the air," said Small. "And anything that helps to sell trucks, I favor."

Just as some hybrid cars move at low speeds solely on electricity, Boeing 737s can do the same, reducing fuel burn and emissions, according to a company called WheelTug.

On Monday, the company announced a tentative deal to equip 20 jets of the Israeli carrier El Al with a motor system that eliminates the need for a tug to pull the plane away from the airport gate.

The company sells a pair of electric motors embedded in the aircraft’s nose wheel that can be used to back the plane away from the gate, eliminating “pushback,â€? and then enable it to taxi out to the runway at a speed of up to 28 miles per hour.

The motors in the nosewheel run off electricity from a small engine in the back of the plane called the auxiliary power unit, which is generally used to keep the lights on and keep the plane ventilated when the main engines are turned off.

Isaiah W. Cox, the company’s chief executive, said the savings come from not having to use one or both of the main engines to taxi; each of those burns about 13 pounds of fuel per minute, or about two gallons. The auxiliary power unit burns about 4 pounds per minute, or a little more than half a gallon. In most cases, the auxiliary power unit is running anyway, he said.

Planes can leave the gate faster if they do not have to wait for a tug. The company says that engines will sustain less damage by running less when the plane is on the ground. In taxiing, planes sometimes suck in foreign objects that damage engine blades.

Airports are often major sources of air pollution, and reducing the use of diesel-powered tugs could help reduce that as well, experts say.

Work on the system began in 1994, and the concept was tested extensively last winter at the airport in Prague. The company, which is based in Gibraltar, hopes to get certification from European and American aviation regulators in early 2013.

To lure the airlines, which are often reluctant to accept new technology, WheelTug is offering to lease the equipment and split the savings. The fuel savings will easily pay for the lease, and the savings in reduced time on the ground and less engine damage will be obvious as months go by, the company says.

Developers from across the country created apps with information about everything from energy efficient light bulbs to local air quality. A few even developed games to help people learn environmental facts.

“Innovators from across the country have used information to help people protect our health and the environment,†said Malcolm Jackson, EPA’s Chief Information Officer. “The winners of the Apps for the Environment challenge demonstrate that it’s possible to transform data from EPA and elsewhere into applications that people can use.â€

The five winners are:

9. Buddy system -- Environmentally sustainable habits rub off on friends, students, co-workers

Kalki Winter, who worked in the landscaping business for 11years, was a firm believer in insecticide pellets and Miracle-Gro.Landscaping had him focused on immediate benefits, but he knew thatit wasn't the healthiest long-term approach. A friend convinced himto try organic gardening.

Winter met potter Melissa Bridgman in 2001 while organizing theMidtown Artist Market Holiday Show. Shortly thereafter, he joinedBridgman's book club, and they became friends.

"Kalki and I started talking gardening in 2003 or 2004. Iremember being aghast when he told me that the reason his tomatoeswere so large was his blue synthetic fertilizer habit," Bridgmansays. After that conversation, the two started talking compost andpesticides.

Whether at home, in school, or at work, relationships among theenvironmentally conscious are making an impact in the community atlarge.

Bridgman says that when she was growing up, her mom alwaysgardened. Even though she used Miracle-Gro and fought bad pests withSevin Dust, her mom always had a compost pile. Her mother's youngestsister had cancer at an early age and had learned a lot aboutnutrition and the bad effects of chemicals. That experience made animpact on the extended family.

Now years later, at her Midtown home, Bridgman collectsrainwater, composts, raises chickens, avoids synthetic chemicals,and has hundreds of healthy plants in her yard. Winter says he'd goto Bridgman's house and see what she was doing, and be inspired totry new things on his own. "She was the first person in my peergroup that was really walking the walk," he says.

Now Winter has taken his love of organic gardening to the nextlevel. He recently started his own landscaping business, E-scape -Landscaping Solutions for a Greener Memphis. Through his new work,he hopes to improve the environment visually and resourcewise. E-scape focuses on xeriscaping , which means incorporating native andlow-maintenance plants to reduce the amount of water needed.

"My idea is to make gardening friendly for the environment, thebudget and the gardener. Gardening really is easy when you aren'tforcing a plant into a new environment," he says.

Winter's mantra is "The less time spent watering, the less moneyspent." At his Midtown house, he now catches rainwater off of theroof in a barrel as well as condensation from his air-conditioningunit. The water that would typically go to the sewer instead goes tohis laundry or his garden. He says he collects 30 gallons a day inthe summer.

Teachers Jen Wood-Bowien and Brittany Clark, who met at MiddleCollege High School, use their mutual interest in environmentalissues and their friendship to further the knowledge of theirstudents.

They've done several projects together, one of which involvedmaking bags from old T-shirts. "We let the kids decorate the T-shirts however they wanted then showed them how to create a bag,"Clark explains. They took the bag T-shirts to a national studentconference, and they were such a hit that others asked if they couldbuy them.

Clark and Wood-Bowien also took the students to a recyclingplant, the University of Memphis' Terra House, and an interactive,experiential tour of the BRIDGES Center for a firsthandinvestigation of green building design, sustainability principlesand leadership .

"It's really important to expose the kids to these ideas becausethey are so wasteful anyway," Clark says. "The amount of trash atschool is ridiculous. The amount of paper alone is unbelievable."

The two also try to lead by example. Wood-Bowien has developedquite a reputation for reusing everything. "As a theater artist, Iam very conscious of budget," she says. "I have none. Because ofthat, I'm always looking for ways to make something out of nothing."

She has found lots of things at the school - the usual pens andcoffee mugs and old books, but also clothes. "I guess over timepeople just lose things," she explains. Wood-Bowien has a big boxfull of sweaters and hoodies, shoes and backpacks that have landedon her doorstep. Whenever anyone rips something or spills somethingon their shirt, they come to her.

Her big finds come during the last week of the year when theyhold "locker cleanout." "I must have 5,000 sheets of unused notebookpaper that I have collected from that," she says, adding that shealso has gently used binders in every shape, color and size andenough plastic protective sleeves and dividers to outfit the entireschool. "Last year I got these great ACT study cards and three orfour nice scientific calculators," she says. "I didn't know what todo with them myself, but the math department was sure happy."

Wood-Bowien says it's funny how the kids know what she does now."They come to me for things and they bring me stuff," she says. "Idon't know if I have necessarily inspired other teachers to be moreresponsible, but I think the kids get it on a very basic level."

To her, it's about not throwing a bunch of reusable stuff in alandfill. To them, it's about not throwing away money. "I guessthat's OK - as long as they get the idea that repurposing is a goodidea," she says.

Clark agrees, "The kids don't realize the impact that they arehaving. They need to learn now, or the world won't be the same whenthey grow up and have children."

Becoming a mother inspired Danielle Youngblood to do somethingabout the waste at her office. She's a national account manager withJ. Hunt Home, a provider of lighting, furniture and home accessoriesto many national retailers. She travels all around America and toseveral other countries as part of her job.

"During my travels, I started to realize how much waste weproduce," she says. "Since it doesn't just magically disappear, Iwanted to make sure to do my part in keeping my waste as minimal aspossible. I also see the ecological and environmental effects we areputting on this world and taking no responsibility for it."

She saw recycling as an easy way to get started at her office.She began recycling all of her own paper and cardboard at her deskand in the copy room. "I also set up garbage cans in the kitchen foreveryone to recycle their aluminum, glass and plastic," Youngbloodsays. Once a week, she takes all of the recycling to a recyclingcenter.

"So many people don't recycle because of the inconvenience, butif my 80-year-old grandmother can recycle and doesn't have curbsiderecycling, then anyone can," she says.

Since she began the recycling program at work, a few others atthe office have stepped up to assist in getting it all to therecycling center since her job keeps her on the road at times. Co-worker Brad Chang says Youngblood's efforts have been effective."Our coworkers used to just throw their recyclables in the trash,but now there's a conscious effort by all to recycle."

10. Lighting Briefing: ‘Pop-Art Canopy’, Detroit Windsor Tunnel, LEDs and Tower Bridge
  Nov 9, 2011 Environmental Leader  
Commercial-grade LED manufacturer Lumenpulse Inc. has created a programmable, “pop-art†canopy of light over the stores in Montreal’s Cermak Plaza. The fixture is powered by 12, 35-foot-high wind turbines, which can generate up to 2,500 kwh of electricity annually.

The Detroit Windsor Tunnel, which connects the United States and Canada, has upgraded its lighting fixtures to include energy-saving LED products from Cooper Lighting. The installation should bring the tunnel’s lighting costs down by 72 percent.

LEDtronics has launched the energy-saving LED15T4 -SIW-120A T4 tube bulb. The 0.9-watt consuming LED has an E12 candelabra base and 120A input voltage. It provides 23.1 lumens per a watt of energy.

GE and utility EDF Energy have received formal approval to install GE LED technology and a cabling system to illuminate London’s Tower Bridge (pictured). The new lighting will replace a 25-year old legacy system and help cut the amount of energy required to light the landmark 800-foot bridge by 40 percent.

That's why they changed it to "climate change" covers both... Ice records show sudden changes have occurred in the past the only real question is why... 
And how long before the next ice age... The records never show any long time spans that could be called stable...
So the real question is how long can this slope we are on continue upwards before it changes and goes downward?

Seems everything I read tries to create panic and then generate income from that panic, or is based on faith as if science is a religion.

It pleases me to inform you that there is abundance

If any of you are in places where fresh healthy water is an issue, this can be
something you might enjoy discovering. I am enjoying the process of developing
my business promoting this new technology. It is new in the sense that this is
the leading edge of it's type, by far, and in the sense that I am developing
creative business relationship with other new technologies. We are preparing to
do some big things..

Suppose you are in a dry climate, and water is scarce, but you have an
indoor pool or hot tub. Now you can divine water from inside that
enclosure that is as pristine and healthy as you can get rather than
losing it to evaporation. It can work the same way in a greenhouse. You can
recirculate the condensation back into the plant life.. or just drink the water.

In fact, there is a man in Arizona who is using it to re-circuit the
water from his swamp cooler that he would normally lose to evaporation.

Or perhaps you are in a humid location but it seldom rains, or the
groundwater is simply not an option.

Maybe you just want to be sure you have something in case of an
emergency.

Soon there will be large industrial projects, and a configuration with a
portable solar apparatus for movie sets, archeological digs, and health
retreats.

I think biogas is one of the most promising biofuels. As it is mostly made on waste materials it doesn’t require any land, and doesn’t compete with food production. It can help us to get rid of waste and get fuel at the same time. Mr. Singer says:

The IPCC's 2007 Summary for Policy makers claims that "Most of the observed
increase in global average [surface] temperatures since the mid-20th century is
very likely [90-99% sure] due to the observed increase in anthropogenic
greenhouse gas concentrations."  Mr. Singer agrees with this statement! 
Although, as with any scientist, he remains skeptical, as do the majority of the
scientists who are on board with the data that shows the observed increase in
anthropogenic greenhouse gas concentrations are contributing to the rise in
global warming data above the normal flucuations in the global mean temperature
over time.

However, as Dean says:
> It doesn't matter if it's global warming or cooling.  What matters is how we >
treat our own environment.

If we allow industry to pollute the environment willy-nilly and pass on those
externalized costs for the negative results to the public (read here:
Taxpayers), I'm sure Mr. Alex and Mr. Singer will be hollering about that too
(although as they apologists for industrial pollution and would NEVER holler at
Dow Chemical or BP or Mobil Exxon or their shareholders).

It is time to the end the free ride of subsidized pollution on the part of these
greedy bastards who own our corporations.  I say, let's make the shareholders of
these corporations who mine, drill, use petrochemicals and other hazardous
chemicals to make profits, also make them be personally responsible for their
own waste products.  Corporations are a creation of the government, the people. 
We should pass a law that increases the personal liability of shareholders from
just their investment to 1 and 1/2 times their investments.  Then their personal
fortunes will be up for losses, beyond the money of other people they borrow to
invest, and will have a personal stake in the process.

Increase shareholder liability above and beyond their actual investment and get
these idiots who let their companies run rampant over other people's lives
personally responsible.  I think they'll wise up.
