The response is too complex for the trivial situation. The ARB is not going to
hold a special session if it meets weekly anyway.
The kiss of death for any discipline, especially PM, with or without CCPM, is to
wrap the obviousin mumbo-jumbo. The ARB will understand the concept of Lactual
costs of delay". If your release truly poses little risk, and there are actual
cash-money costs, then it may well be that the cost of the board review and the
costys of waiting a week far outweigh the risk-reduction gained by the review. A
best practice is for the process to start with the risk assessment and to
provide for a more strealined review (often without an actual ARB appearance)
where there is consensus that there is minimal risk. Having said all that, I am
surprised that a one-week delay in what is described as a patch is causing all
this angst.
