I don't know if you've seen this, but I'm not really shocked:

When the House passed the health-reform bill, anti-choice members of Congress included language (the Stupak-Pitts amendment) that would essentially block private-insurance companies from covering abortion in the new system.

Right now, our fight is in the Senate – where anti-choice politicians are threatening to put Stupak-Pitts language in the Senate bill.

I sent a letter to my senators urging them to oppose any effort to include the abortion-coverage ban in their bill – but my letters aren't enough. Will you join me and write your own letter today?

Majority Leader Harry Reid unveiled the Senate health-care bill last night. Let's get to what this means for women.

First, this bill does not include the Stupak-Pitts language that is in the House version. On Monday, I delivered a petition to Sen. Reid urging him not to include the extreme anti-choice provision. The petition was signed by 97,218 pro-choice Americans like you – thank you for helping make a difference!

Second, the Senate debate is about to begin, and we are not in the clear. Sen. Orrin Hatch of Utah is threatening to offer an amendment similar to the Stupak-Pitts abortion-coverage ban.1 This is what we anticipated – and exactly what 97,218 pro-choice Americans stood up against when they signed our petition.

That's why I need you to do one more thing right now: forward the message below to your pro-choice friends and family. If we want the Senate to get the message, we need everyone to take action – and fast.

Don't let this initial piece of good news give you a false sense of security. Please don't wait. Just forward along the message below (or use the handy social networking links under my signature) – and thank you.

Subject: Announcement of 2010 Improvements to Neighborhood Matching Fund

Over its 21 years, the Neighborhood Matching Fund team has made continuous improvements to the program. Following up from a formal assessment in which several of you participated, we have identified improvements, and Im pleased to announce the following changes to the Neighborhood Matching Fund (NMF) beginning in January 2010.

NMF Guidelines:

The NMF guidelines are now clearer and easier to navigate. In fact, all four NMF funding programs are covered under the same guidelines document.

The value of volunteer time has increased to $20 per hour keeping up with Independent Sector research on average volunteer time value.

Fund Category and Dollar Limit Changes:

The Outreach Fund is now combined with the Small Sparks Fund, which will continue to provide support for community building projects with small funding needs, along with the enhancement of more flexible guidelines.

To keep up with rising costs, fund request limits have increased for the Small Sparks Fund up to $1,000 and the Small and Simple Fund up to $20,000 per project.

Application Forms:

The forms have been redesigned to be easier to use, along with simplified questions, fill-in electronic formatting, and simpler work plan and budget forms.

Signatures documenting community match pledges are no longer required for the application stage.

Technical Assistance:

To increase our outreach and assistance to projects, the Neighborhood Matching Fund staff will hold one to two technical assistance workshops every month at various locations around the city.

Our website has been revamped to ease navigation and provide clearer information with the inclusion of a Frequently Asked Questions section. Watch for the launch of our new webpages on December 1. Our website will continue to expand, allowing community members access to NMF advice and technical assistance any time, any day.

As mentioned earlier, our team is continuously looking at ways to enhance our program. We are excited about these improvements and trust you will find them helpful as you, your organization or your neighborhood participate in the NMF.

Hello Penny Harvest fans,

Penny Harvest is in need of volunteers to assist with Penny Pick-up in December. Two shifts are available each day (8:15 am – 12:00 pm & 11:15 am – 3:30 pm) on December 1st, 2nd, 3rd, 4th, 7th, 9th, and 10th.

Volunteers must arrive at the Penny Harvest Office (464 12th Avenue in Seattle) for a brief orientation, travel to participating schools to collect coins and deliver them back to 12th Avenue.

It is helpful for volunteers to have a car they are willing to use, but not necessary. All volunteers must be able to lift 30 pounds.

This is a wonderful opportunity to connect with the community and learn more about the fantastic work of Penny Harvest students. Please email Maryellen Ferro with your availability before November 24th at maryellenf@... or call 425.961.0765 for more information.

The Role of the City Attorney’s Office in Representing the Public Interest – A Dialogue with City Attorney Elect Pete Holmes
Pete Holmes surprised many people (including himself) with a landslide victory in defeating incumbent City Attorney Tom Carr.  Prior to his taking office in January, the Federation is pleased to host Pete for a preview of his four-year term.  A key difference in the campaign was his stronger emphasis on the City Attorney as being a public interest advocate and guardian.  That is, Pete Holmes sees his clients as being not just the Mayor and City Council, but also the public—a view espoused by many of the other elected city attorneys around the country.  In a free-ranging presentation and question-and-answer session, Pete will discuss how he will approach his new position, including its potential as advocate for the public interest.   
 
Other Agenda items:
·       An update from Chas Talbot, Operations Manager, Regional Commission on Airport Affairs—Why has there been an upsurge in aircraft noise?  How has Sea-Tac and the Port addressed environmental concerns?   
·       The future of the Pike Place Market—Joan Paulson, Urban Planner and Pike Place Constituency member, will provide a briefing about the legislation creating the Market Public Development Authority (PDA) which will sunset in 2014, after which the City Council and the Mayor's office will assume jurisdiction of the market zoning.
·       Is there hope for Open and Participatory Government in Seattle?  Issues and possible solutions in a discussion led by Chris Leman.  City Council has issued no timetable for developing the “coordinated plan and policy on open and participatory government” that Res. 31049 (April 2008) commits it to develop, nor invited suggestions from the public for the plan, nor issued a draft for comment.  A public hearing inviting suggestions for open government is scheduled on Monday, December 7 at 5:30 in the Council Chambers, and the Council's Open Government Committee meets Wed., Dec. 9 at 2 p.m.  (

It's suspiciously quiet down at City Hall this week.   With the public distracted by the budget debate, Mayor Nickels and the City Council are at it again, weakening your protections against excessive noise.  Tomorrow's (Tuesday's) Public Safety Committee will--unless you urge them not to at the 1:30 p.m. comment period--pass Council Bill 116667 which, although strengthening and renaming Seattle Municipal Code Chapter 10.09 to deal with "chronic nuisance properties," totally removes noise from SMC 10.09's current definition of a "public nuisance" that the Police Department can cite and the City can stop and prosecute.   See the agenda here and see the legislation here.
 
The City's past excuse for not using SMC 10.09 to cite, stop, and prosecute chronic noise nuisances was that it needed more power.  Now that C.B. 116667 makes the ordinance stronger, how cruelly ironic that it eliminates your rights to have the ordinance address any chronic noise nuisances!   The Councilmember's have got to keep excessive noise in SMC 10.09's list of what defines a "chronic nuisance property."   
 
The Fiscal Note attached to C.B. 116667 claims that the City retains the ability to act against chronic noise nuisances "pursuant to Revised Code of Washington 7.48," but that state law gives the City no authority over noise, which is not even mentioned.  Also, the City's own Noise Code (SMC 25.08.500) lacks the enforcement  and abatement powers of SMC 10.09.  It will be a tremendous setback for your peace and quiet if the City Council excludes excessive noise from the list of what defines a "chronic nuisance property."
 
Please speak tomorrow afternoon at the Public Safety Committee's Nov. 17 (Tuesday) 1:30 public comment period at Seattle City Hall, 601 Fifth Avenue, second floor.  Please also write the City Councilmembers (best to write to each separately, not address all in one message).  The fax number is (206) 684-8587, and U.S. mail address is P.O. Box 34025 , Seattle , WA 98124-4025.  The voice mail numbers are also given below.  Those voting in the Nov. 17 committee meeting will be Tim Burgess, Bruce Harrell, Nick Licata, and possibly Tom Rasmussen, but there will be an attempt to rush this legislation through the full Council in the coming weeks, so please write all Councilmembers NOW. 
 
ALSO, URGE THE DEPT. OF PLANNING AND DEVELOPMENT, IN ITS PUBLIC MEETING TOMORROW (TUESDAY) NIGHT AND IN A MESSAGE, TO BETTER PROTECT THE PUBLIC FROM NOISE (ESPECIALLY AT NIGHT) IN REVISING THE COMPREHENSIVE PLAN.
 
Please speak out for strengthening the Comprehensive Plan's goals and policies protecting the public against noise, especially at night.  Be there at tomorrow's kickoff meeting about the Comp Plan--Tuesday, Nov.  17, 6-8 p.m. (presentation at 6:30 p.m.), a the Miller Community Center, 330 19th Ave E (served by Metro Routes 8, 10, 11, 12, 43 and 48).

Today the U.S. Supreme Court is hearing two Florida cases that challenge the policy of sentencing juveniles to life without parole for non-homicide offenses. In the cases of Graham v. Florida and Sullivan v. Florida the Court will consider whether such sentences constitute "cruel and unusual punishment" under the Eighth Amendment.
 
Today's New York Times features an online debate on this issue between Marc Mauer of The Sentencing Project and Kent Scheidegger of the Criminal Justice Legal Foundation. Mauer argues that the logic of the Supreme Court's 2005 decision banning the death penalty for juveniles should apply to these cases as well because children are less mature than adults, are more susceptible to negative influences, and possess a unique capacity for reform.
 
The Sentencing Project submitted an amicus brief to the Court on these cases. Also see comments from Ashley Nellis of The Sentencing Project in UPI coverage.

Our Gifts For Kids event is a festival-like event for children of incarcerated people.  It is scheduled for December 19th.  Below are lists of specific items needed and outstanding specific volunteer opportunities.  Please reply to this message if you are able to help.

 

DONATIONS NEEDED

·         Refreshments

·         Punch-a-balls balloons

·         Wax paper

·         Photo paper (8 ½ x 11)

·         Ping pong balls (18)

·         Tennis balls (12)

·         Squirt guns (4)

·         Large bags for gifts

·         Tarps (heavy – 9 or 10 feet by 12 feet)

·         Hair supplies

o   Disinfectant

o   Shampoo

o   Spray

o   De-tangler

o   Grease

o   Barrettes, scrunchies, rubber bands, bobbies

·         Cake decoration supplies

o   Food coloring

o   Frostings

o   Sprinkles

o   Decorative picks (rings, stickers on toothpicks, etc)

o   Candy toppings

·         Greeting cards

·         Postage stamps

·         Glitter glue

·         Sharpies

·         Plastic name badges

 

 

LOANERS (These things can be returned after the event.)

·         Hand mirrors

·         Iron (2)

·         Hats

·         Boa

·         Drums

·         String of mini-lights (20-25- feet)

·         Fishing pole (3)

·         Hammers

·         Cordless drill

·         Basket ball mini-hoop (6 feet tall or so)

 

VOLUNTEER OPPORTUNITIES

·         Balloon artist

·         Fill helium tank during event

·         Greeter / ambassador training

·         Refreshment coordinator

·         Flyer distribution coordinator
