Dear Neighbor:

 

I am holding a neighborhood meeting to discuss the Port Redevelopment Plan on Wednesday, September 1st, 6 p.m. at the <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" />Port of Milwaukee, 2323 S. Lincoln Memorial Dr.

 

“The City of Milwaukee approved the boundary for the Port Redevelopment Plan in March 2009 and directed the Department of City Development to prepare a draft of the Plan. A map of the boundary is available online at: http://www.mkedcd.org/planning/Port/index.html

 

The proposed Port Redevelopment Plan seeks to:

  Preserve land for uses that support the operations and growth of the Port of Milwaukee and water-related businesses.

  Promote development that creates or retains employment opportunities in the City of Milwaukee.

  Mitigate environmental contamination and eliminate blighting influences.

  Improve public access to natural water resources.

 

To accomplish the above objectives, the Plan recommends zoning changes to certain properties within the boundary. It is important to note that the approval of the Redevelopment Plan by the Common Council does not enact the new zoning recommendations. Later action by the Common Council is necessary for any zoning changes to be enacted. Also, the recommended zoning changes would only apply to future development – all existing uses are grandfathered in.

 

A draft of the Plan will be posted at least one week prior to the public meeting at: http://www.mkedcd.org/planning/Port/index.html   In the draft there will be maps showing recommended zoning changes, a list of all properties in the boundary and their recommended zoning, and details regarding what uses are allowed in various zoning categories.

JAFSCD invites researchers, ag/food system development professionals, and others to submit applied research papers, critical reflection essays, commentaries, and other manuscripts that provide critical insights into small- and mid-scale food value chain development.

 

Food value chains (FVCs) are a hot topic among agriculture and food systems development professionals. In FVCs, farmers and ranchers are treated as strategic partners, not as interchangeable — and exploitable — input suppliers. Values-based food supply chains (value chains) are strategic alliances between farms, ranches, and other supply-chain partners who distribute rewards equitably across the supply chain. They can include farm-to-institutions (schools, hospitals, prisons), multiproducer processors and wholesalers, multifarm CSAs, food hubs, food webs and networks, and the like. All partners in these business alliances recognize that creating maximum value for the product depends on significant interdependence, collaboration, and mutual support.[1]   

 

Research suggests that successful mid-scale FVCs are built on three foundations:

  • Appropriate volumes of high-quality, differentiated, market-engaging food products, coupled with value-adding stories of people, land, and practices;
  • Strategic partnerships based on trusting, transparent, and win/win business relationships; and
  • Effective, efficient supply-chain management and logistics, including product marketing, aggregation, processing, distribution, and record-keeping.

Papers can explore specific components within a chain (a farmer co-op or association), interactions of two or more links in a chain (farmers, wholesalers, processors, retailers, and eaters), or an entire chain. Examples include:

  • Case studies of successful or failed FVC programs
  • Research and education strategies that help build resilient FVCs
  • How are FVCs playing a role in rural development?
  • The role of FVCs in increasingly multifunctional rural landscapes
  • Systematic analyses of key differences between FVCs and traditional food supply chains 
  • Local and global FVCs: influence of globalization on FVCs; should these be accepted or mediated?
  • Overview analysis of the values chain sector (comparisons or outcomes across many cases)
  • Implications of new food safety legislation on values chains
  • Storage and transportation logistics
  • Branding and geographical identity
  • Performance and impact analysis
  • Scaling up
  • Building trust and transparency
  • Business planning and/or record-keeping

The Journal welcomes papers at any time on any subject related to the development aspects of agriculture and food systems.

 

Content can focus specifically on conservation and farmland protection, value-adding, cooperative marketing, value chains, distribution, farm labor, market research, consumer decision-making drivers, and other topics. Authors are encouraged to submit applied research papers, commentary, and thought-provoking articles that inform the emerging field of agriculture and food systems development. Faculty and students, Extension and other educators, planners, consultants, staff with farm agencies and farm and community organizations, and farmers are invited to submit material.

 

For both calls, manuscripts should focus on the practical application of these innovations: the organization and mechanics of a program or strategy; engagement of stakeholders; challenges and unique solutions; impact analysis; and lessons learned. The Journal encourages "accessible scholarship" -- minimizing jargon, writing in the active voice, and addressing the interests of both practitioners and academics. The federal government has finally had it with Chicago treating its namesake river and connected canal system as a dumping ground for partially treated sewage.

The U.S. Environmental Protection Agency sent a letter Wednesday to the State of Illinois demanding that it require operators of Chicago's sewage treatment system to disinfect the waste they discharge into city waterways from two of its three primary sewage treatment plants.

The move could be the first step in re-reversing the flow of the Chicago River so it once again flows into Lake Michigan instead of the Mississippi River basin. The idea, spawned by the threat of an Asian carp invasion of Lake Michigan, is to rebuild the natural separation between Lake Michigan and the carp-infested Mississippi River basin. The Chicago canals destroyed that separation over a century ago.

The once-radical concept now enjoys widespread bipartisan support, and the U.S. Army Corps of Engineers is in the midst of a study looking at what it would take to rebuild the natural barrier.

The Mississippi-bound canals, expressly built to carry sewage plant discharges, have allowed Chicago a distinction among U.S. cities: It does not employ a bacteria-killing phase at its main sewage treatment plants.

The U.S. EPA has delegated enforcement of the Clean Water Act to the State of Illinois, and Illinois has essentially given the Metropolitan Water Reclamation District of Greater Chicago a pass on normal requirements of the law because its sewage treatment plants discharge into man-made waterways never intended for recreation.

The result is that signs line the banks of city waterways warning residents that the flows below are "not safe for any human body contact."

Despite those warning signs, canoeists, anglers and even high school crew teams have descended on Chicago waterways in recent years.

Now the federal government wants some of those waters cleaned up to the point that people could actually swim in them.

"The U.S. (EPA) has determined that new or reviewed water quality standards that protect recreation in and on the water are necessary for certain segments of the (Chicago waterways)," Nancy Stoner, acting assistant administrator for the EPA, wrote in a May 11 letter to Illinois officials.

"EPA expects Illinois to expeditiously adopt new or revised water quality standards consistent with this determination. If Illinois fails to do so, EPA will promptly do it itself."

Efforts to reach the reclamation district for comment were unsuccessful, but Illinois EPA officials said they welcomed the directive from the federal government.

The Illinois EPA already proposed disinfection upgrades at the treatment plants, but the process has been bogged down by more than three years of hearings before the Illinois Pollution Control Board, said Maggie Carson, spokeswoman for Illinois EPA.

"It's taking a lot longer than expected because there have been a lot of different commenters, mostly from industry, and that has lengthened the process considerably," Carson said.

The State of Illinois proposal however, only seeks to make the waters safe for incidental contact; the U.S. EPA wants the waters safe for swimming.

The U.S. EPA proposal doesn't require the reclamation district's largest wastewater treatment plant to disinfect because it discharges into an area of the canal system that gets very little recreational use.
