Your question about the LIRR schedule is a good one. Based on recent acitvity I
would have to say that the LIRR does not really care about running a proper
schedule, even under "normal" circumstances, nor do they seem to have the
ability to make changes anywhere near quickly.
It seems to me that they struggle just to implement the 4 "General Order"
schedule updates every year. Anything in addition to that is problematic.
Again this, and many other past issues, point to a very extensive lack of
adequate procedures and poor technical proficiency by the LIRR. And it seems to
be getting worse.
The holiday issue is another thing altogether. Holidays that are not
"calendar specific" like thanksgiving (4th Thu of Nov) or "date specific" (like
July 4) adhere to the Monday-Friday observance. I am not sure if there is a
federal policy on how to deal with July 4th when it falls on a weekend, hence
the confusion.
