The Logan TIMES~Independent "Mystery Readers"
Hallwatch.org link proves fruitful

How's the old riddle go? "What's Black & White, and Read all over"? Well, apparently Logan News Group's The Logan TIMES~Independent is read all over Philly. Back in February, Ian Desmond created a link to the Logan News Group through Ed Goppelt's web site www.hallwatch.org . By accessing that site and clicking on the "Links" option people are able to search for other web sites of their interest. We are in the "Newspapers" category. Checking the site yesterday, we are viewed by Philadelphians accessing Mr. Goppelt's web page.
The Logan TIMES~Independent had 12 hits since February 2003, when the link was established. Not significant you say? Consider that The Philadelphia Inquirer link through Hallwatch has had only 18 hits and has been established much longer!
Who are these "Mystery readers"? Any number of people could be viewing our page through the Hallwatch site. From City administration, to residents of other communities seeking information, or even some of our own membership just 'testing' the link. In any case we welcome the readership, and name recognition is the first step in becoming a Bona Fide news organization with a readership, clientele, circulation and yes...finally, revenue generation from advertising sales and marketing.
Once again, we affirm that The Logan News Group/The Logan TIMES~Independent is your community news and media service. We appreciate the support and patronage we've received from many of you and look forward to your continuing support. We welcome new readers, new members, and any support that we can get in these crucial days as we labor to be a meaningful news source amid so many other sources. For some of you, we hope we fill a niche.
Victor Hugo once said "Nothing Is So Powerful As An Idea Whose Time Has Come" Now is the time for this idea...and Logan will be a vision come to fruition.
To The Future,
Your Editor & Publisher

Hunting Park Carnival To Run Through Mother's Day
"Good, Clean SAFE Family Entertainment
By Logan News Group Staff

With the economy in a bind, jobs at an all time low, and security at an all time high...are folks still flocking to carnivals and spending money? The answer, according to a spokesperson for Reithoffer Shows and Carnivals is a resounding "Yes!".
Reithoffer Carnival is here in Philadelphia at Hunting Park through Mother's Day, next Sunday. According to carnival manager Doug Alberts the show has gone on...and had few if any 'security concerns' different than any other year. "I may have had to have to have one or two more uniformed guards at the gate and a few 'plain clothes' in the crowd, but other than that it's been about the same as any year" Alberts told Logan News.
According to Reithoffer gate attendant Roy, whose hometown is York, Pennsylvania, "We travel up and down the East Coast, we've not had any incidents here (in Hunting Park) or in Philadelphia for that matter other than maybe some "shall we call them 'overzealous' riders"?... that may have been asked to leave the grounds". Reithoffer says they offer "Good, Clean family oriented" entertainment through their rides, games and shows. Reithoffer is the same company that puts together the Philadelphia County Fair and the Pennsylvania Fair at Keystone Race Track in Bensalem, later this month.
The most popular ride at the Hunting park carnival is the "Fireball" a 200 foot high looping roller coaster. Of course, the old stand by ferris wheel and bumper cars come in a close second. The favorite among the small children was the "Scooby doo" ride.
According to Doug Alberts Reithoffer prides itself on it's safety rating and the absence of serious accidents, incidents or problems with the communities they set up in. "Sure, we've had some problems in some of the [larger] venues we go to, If it's a serious problem, we may not go back" he told us. He gladly reported that "there have been no incidents, (requiring outside police intervention) this year and we don't expect any". There is always the inevitable turned ankle, fracture or minor trip and fall accident, but according to Reithoffer safety officials much of that is directly attributable to "Human Error" on the part of a patron or sometimes "Intoxication".
Overall, Reithoffer appears to run a clean ,and safe operation. The crowds are heavy, and they clearly seem to be having a great time. "It's been real busy" said Roy, as he collected ticket stubs at the gate. "The community is familiar with us and we know them...we've been coming here a long time. It's a good event."
Reithoffer shows offers a wristband to ride all the rides on Mondays through Fridays at $13.00 dollars. The carnival at Hunting Park runs through Sunday, Mother's Day. Their next "gig" is the Pennsylvania State Fair later this month in Bensalem.

Logan Holds Successful PRIDE Summit
Organizers call First Annual Event Fruitful
By: D. Michael Blackie

Over 100 people attended the First Annual Logan Neighborhood Pride Summit held this past Saturday at the Jay Cooke Middle School at 13th and Louden Streets in Logan. Event organizers say the event was a success. This was the first ever meeting of it's kind for the  newly formed "Let's Love Logan Community Association". The event recognized the accomplishments of longtime civic activists and block captains, the longest Logan resident and Junior Block Captains. Co-chair's Sonya Bryant and Michael Hayward introduced the community's acronym slogan L=Love O=Organize G=Galvanize A=Action N=Network; The Love was seen and felt, the Organization is ongoing, and events like this are the first in a series to Galvanize the Action that residents need to take and Networking with other groups, communities and city and private agencies will serve as the successful recipe for Logan to become  a force to be reckoned with.
The Logan community has long been represented by the Ad-hoc Committee for Logan, and several other groups. About two years ago, some resident's came together and formed the "Let's Love Logan Committee". That committee staged two hugely popular "Logan Day" Festivals along the Wyoming Avenue corridor from 10th to Broad Streets. As momentum grew and the group planned for development, a strategy was planned and in February of this year the 'committee' united with other civic groups in the area to form the new "Let's Love Logan Community Association".
The Logan Neighborhood Pride Summit was co-sponsored by the Philadelphia More Beautiful Committee and featured city agencies and elected officials. Participants were able to network, and find community resources to enable them to be better informed and better prepared as Logan makes it long awaited, and anticipated comeback. Agencies like the streets department's SWEEP Program, Office of Recycling, (along with mascot "Curbie Bucket"), and the Americorps City Year Program were present to give residents information on their programs. Ed Schwartz from the Institute for The Study of Civic Values attended and spoke to residents about the importance of community "Block Contracts". The Institute had previously had a "Social Contract" with the Cooke School, and the Let's Love Logan group is now actively involved in a community partnership with the school. The Cooke Middle School Drill Team got the audience's adrenaline flowing with a rousing performance to "Get fired up" for community change. Young people like this are the future of Logan and are strongly encouraged by the leadership to become active in their community and be good citizens and good students.
Both City Councilwoman Marian Tasco (D-9Th District), and Donna Reed-Miller (D-8th District) were there to lend their support to the efforts. The dynamic Principal of Cooke Middle School, Gerald Branch spoke with excitement about the literal 'transformation' of the Cooke School. Branch has been principal about a year and has a clear vision for the school and community to grow together and actively seek community change. He welcomes the participation of the community, and parents in the school.
The Logan area has long been neglected, and forsaken by local elected officials as well as private developers. But, according to several recent reports and event organizers all that is about to change. Development activities are 'on the board' and underway for what has become known as the Logan Triangle, the site of the former "sinking homes" of Logan. City Council Members and local advocates for the community are striving to get Logan the recognition it deserves. Once a prominent, affluent community Logan had some of the most outstanding architecture featured on the large single family homes. Homes that are now a distant memory, and a source of angst for community groups who have worked with several city administrations to get some clear idea of what was in store for their community. Logan has a small struggling business district; bordered by the Olney area's shopping strips along North Fifth Street and the Broad and Olney Business Corridor.
The newest struggle for Logan residents is coping with the proposed SEPTA route cuts, that will definitely effect their area as the Route "C" bus is scheduled for drastic service cutbacks. The "C" bus is heavily travelled as an alternative to the Broad Street Orange line. Logan has three SEPTA stations in their area at Hunting Park Avenue, Wyoming Avenue and Logan station at Broad Street near Lindley Avenue.
The next meeting of The Let's Love Logan Community association will be held Thursday, May 15th (in conjunction with the Ad-Hoc Committee's Block captain's ) at the Holy trinity Church at 11th and Rockland Streets at 7:30 P.M. The regularly scheduled LLLCA Meetings are held on the Second and Fourth Wednesday at various locations in the Logan Community. For further information call Sonya Bryant at 215-329-6726.

Yo! Logan TIMES readers, Miguel here to tell y'all about the Philly
All Stars Talent Show Networks. They need volunteers to help them
out. Some kids have a lot of talent, but, guess what? nobody ever
tells 'em or let's them express it, Right? So, here's what you do.
You call the All Stars and Volunteer. Be a mentor or shape a kid's
life and help a young upcoming rising star to see his shine.
All Stars Talent Shows Network is holding Volunteer Orientation on
Saturday May 10th. TIME: 3:30P.M. at the South Philly Hawthorne
Cultural Center spot, that's at 12th & Carpenter Streets. If you want
more information about the Philly All Stars Talent Shows you can call
Vision, the guy that puts it all together and makes it happen for the
kid's. His phone number is 800-435-7453-and believe me, the young
people you help out won't forget you real soon. You can also check
out the All stars web site at www.allstars.org

Just a personal reminder to all the readers out there, Sunday is
Mother's Day. I know my mother struggled real hard with me and I'm
thankful she put up with me. So, everybody, especially you fellas-
make sure you take care of mom on her day. And, if you don't have a
bankroll, she'd rather know you love her than have any fancy gift or
some flowers that are just going away in a couple of days anyway. So,
just stop being so macho, and say "Mom, guess what? I love you! and
thanks for loving me". If she's still alive after that shock to the
heart and you got some cash-take your mom out and treat her to dinner.
That's it for now, yo! Thanks for your attention.
Miguel de los Santos
PS: Michel is in Harrisburg today with the PCCY group to talk to all
the suits up there about some cash for kids...otherwise known
as "Equal Funding For Schools".

Cash From Your Trash? Is "Identity Theft" Just Waiting To Happen To You?
Don't Be An Easy Target!

It's a shame that we live in this type of society. With all the things we have to worry about, and security at an all time high, now you have to keep an eye on your trash! Some rather unscrupulous, unsavory types are actually paying for your trash...paying cash, to other unsavory types to bring them as much personal information as they can gather about you from your trash cans and bags on a weekly basis.
"It's not like they're stealing your trash, but if you're not real careful about what you throw away they might be stealing who you are" a resident told the Logan TIMES~Independent. We've gotten several calls about this in the past week alone. Around Roosevelt Boulevard, Hunting Park Avenue from Broad Street to the park, and a couple from 10th Street and as far away as Pulaski Avenue.
WARNING:Be very cautious about what you throw out in the trash! These slimy operators are 'employing' the lowest common denominators of our community to bring them trash like articles of junk mail;
credit card solicitations, & receipts; Bills, letterheads of companies and ANYTHING that a criminal mind can use to access your personal information. This information can be used to open credit accounts in your name, fraudulently change your address with your credit card company, or other vendors and generally, just wreak havoc on your personal life and screw up your credit!
Be sure you either shred or burn any and all of those "You Are Already Approved" credit card offers you receive. DO NOT throw away junk mail with your address still on it; this includes in the recycling bin. Invest in a small shredder from Staples, or Office Max and save yourself the headache of having to reclaim your identity. Be very aware of who is in your neighborhood, and keep an eye on your trash. These slugs aren't going through the bags in front of your house. They take bag and all and go and sort it out elsewhere. We found remnants of the rumblings in Hunting Park as far as 10th Street and The Boulevard, and in Wingohocking Park at Old York Road and Blavis Street. There were pieces of mail from as far away as Horter Street in Germantown! Several unopened junk mail solicitations from our own community as well were turned over to postal security. If you see someone going through your trash, do not hesitate to call 911- and tell the Police that someone is creating a disturbance by going through the trash in the cans and bags on the street. Report the person as "Suspicious" (male/female) and give the operator as complete a description of the lily livered low life as possible!
Of course, if like me, you have [several] really hungry looking, salivating dogs, you can always 'accidentally' let the door fling open...and see if the person rooting through your trash is the next finalist in next year's Broad Street Run!
Seriously, though, the only thing you can do is be sure you put out your trash as close to the time it will be collected as possible. This means NOT even the night before. Drop it at the curb as you leave for work in the morning, or bring it out just as the truck comes down the street. The extra preparation, or inconvenience you will experience NOW, may save you a lot more inconvenience and cash later.

Philadelphia Is A Talent Showcase
2 Great Opportunities to 'strut your stuff'
An Editorial Message

Philadelphia has many talented young people. Rappers, musicians, singers and songwriters. Maybe a playwright or two. In any case, there were two notices posted this week by Miguel C. de los Santos, [whom I might add is very talented,] and we want to encourage as many of you as can possibly do so to 'use what you got to get what you need'!
Creativity is a gift. Personally,I believe in the "Use it or lose It" mentality. If you sing, dance, play an instrument or write 'rap' lyrics or poetry check out the All Stars Talent Shows Network on Saturday afternoon at 1200 Carpenter Street (3:30PM) at the Hawthorne Cultural Center. You can use your talent to help others discover themselves.  If you use your gifts, and believe that they are 'God given' then use them to show you appreciate them by auditioning on Saturday  at the studios of Ozone Recording at 2001 Moyamensing Avenue.Auditions are being held there for a Gospel Showcase. Now, while there is a small registration fee, don't let that stop you.  Auditions begin at 11 o'clock in the morning and will run through 3:00 P.M. that way you can run right on over to 12th and Carpenter Streets and encourage some young, gifted and talented young person who may not have anyone else to encourage them. Whatever way you choose to use your "gift" just use it...before you lose it! Maybe your gift is encouragement, maybe your gift is recognizing talent in others. Perhaps you're more of a producer or director than a performer who is out in front. It takes all kinds of talent to produce an event, show or even to run auditions. This is your great opportunity to see where you fit.

EDITOR'S NOTE: I had the pleasure of attending the City Council at Large Candidates Forum held Tuesday evening by Student Voices and The League of Women Voters of Philadelphia. These young people did a fantastic job of organizing, hosting and publicizing the event. Dave Davies of the Philadelphia Daily News was moderator and was lively and animated making the event seem shorter than it's 2 hours and 15 minutes.
Every incumbent candidate and hopeful for the May 20th primary responded  in the affirmative to initial invitations.  ALMOST every candidate showed up! The exceptions were (former Council member) John B. "Jack" Kelly, whom I understand at least called with regrets. Two were "No Call~No Shows" most notably, Incumbent City Councilman Jim Kenney; and candidate/hopeful Daniel Pelliciotti, who, interestingly enough had handbills on the table in the lobby at the end of the event. (How'd they get there Danny?)...
Also "notably absent" was my otherwise trustworthy intern and Editorial assistant Miguel de los Santos. I can discipline Miguel, but then he wasn't looking for our votes. You decide what you want to do with Kenney and Pelliciotti. I'm sure they had good, valid reasons to just snub the event after responding in the affirmative to participate.
I'm happy to report that there are several new, fresh voices with a positive message, and some seasoned veterans of Council who still have much to offer. The Latino community has a choice in this election in Juan Ramos, or to re-elect Angel Ortiz; And a new emerging voice on the Republican ticket is David Oh who has some good ideas, and is a fresh choice for the Asian-American community. It's about time our Council started to look like the city it represents. We'll have much more on this later and we will offer what we are going to be calling our "Clean Slate" of endorsements for the May primary.
No one is buying ad space from us, no one is paying for an endorsement and we're probably the only community oriented newspaper ...electronic or otherwise to present a slate of endorsements. So, our "Clean Slate" project is 'pure'. Endorsements based on what candidates have to offer to US all as a community, our city, and fellow human beings. As our name implies, we are "Independent", and have nothing to gain or lose by endorsing or not endorsing ANYONE on either ticket.
Look for Our "Clean Slate" Endorsements in the coming weeks. As always, your feedback is sought, and appreciated. We endeavor to make The Logan TIMES~Independent YOUR source for comm-
unity news and information. Thank you for supporting our efforts to serve you.

Unwittingly, People Paper helps Rafferty keep his job
As a city councilman in the 1980s, Fran Rafferty's habit of running his mouth in front of reporters got him into hot water. Yesterday, it probably saved his job.

Low HIV/AIDS Rates Reported In Cuba
American Cities and States still struggle with increase and spread of disease
By Miguel C. de los Santos
Editorial Assistant
According to a recent report in The Philadelphia Caribbean Times newspaper Cuba boasts a HIV/Aids statistic of only 4,500 diagnosed cases among a population of 11 million people. As AIDS/HIV educators and advocates here still struggle with controlling the spread of the disease in the 23rd year of the epidemic.
Cuba instituted a massive education and prevention program under the leadership of communist dictator Fidel Castro. In 1983 Fidel's government initiated testing and education for prevention on the Caribbean island.  His government actually began to address the issue prior to anyone on the island being diagnosed with the disease. Once one individual had a diagnosis the government of the dictator went to work to isolate and defeat the spread of the virus. One of their first steps was to destroy any blood they had gotten from international sources. Next they initiated a "mandated" testing program for all pregnant women, any one with a sexually transmitted disease (STD) like syphillis, gonorrhea, or chlamyddia; and anyone known to be intimate with an infected partner. Cuba has administered some 20 million tests since the 1980's and has seen a slow spread of the dread disease that still kills so many in the United States. Opponents of the required testing call it a symptom of dictatorship; proponents call it a miracle. Cuba attributes it's low spread of the disease to 'aggressive education, monitoring and treatment modalities'. One segment of the Cuban HIV/AIDS intervention was highly criticized by international diplomatic communities. Cuba had isolated and "quarantined" infected individuals. (Prior to 1994) Now, no longer isolated, Cuba requires anyone newly diagnosed to remain in what it calls a sanatorium for up to eight weeks of intensive education and treatment.
Because of it's aggressive campaign to fight AIDS Cuba is able to boast such a low incidence and spread of the virus. Though still a communist dictator rules, and human rights are sometimes less than important, Cuba's health care for those with HIV/AIDS rivals many and allows them to boast one of the lowest rates of infection and spread of HIV/AIDS.

MAKE YOUR STREET A PLAY STREET THIS SUMMER!!

Last year, over 500 city streets were closed off from 10am to 4pm
during the summer months so that kids would have a safe place to
play. These are called "PLAY STREETS," and this year, our goal is
to identify 1000 Play Streets for Philadelphia children.

EDITOR'S NOTE: You're asking yourself "What's a Cormorant"? And, "What does this have to do with me?". Philadelphia indeed has cormorants on the Delaware River and the few that are left can be seen in the area of Penn's Landing and on the Camden side of the River around The New Jersey state Aquarium. Isn't that just "Duckie"? (Sorry!).... D.M.B.

Dear Bird Conservation Supporter,

We urgently need your help to stop a proposal that will lead to the killing of unlimited numbers of Double-crested Cormorants in 24 states across the country. Every email is essential in this campaign so please act now at www.saveourbirds.org

Without your help, the U.S. Fish and Wildlife Service (FWS) will allow the killing of hundreds of thousands of Double-crested Cormorants, resulting from the misguided belief that these birds deplete sport fishing resources and aquaculture stocks. This proposal goes against the reasoned science provided by leading biologists and conservationists which clearly demonstrates that the birds are being made the scapegoats for fishery declines that are in fact caused by over-fishing, pollution, habitat destruction and dams.

This new rule would not only be potentially devastating to the cormorants but would also set a dangerous precedent for the potential slaughter of other birds such as Caspian Terns, Great Blue Herons, mergansers and even kingfishers. This has already begun in the Pacific Northwest, where Caspian Terns have been erroneously blamed for salmon declines and shot under FWS permits.

You can help by acting now. So far, a few corporate and fishing interests have overwhelmed scientists and conservationists in commenting on the FWS proposal. Your voice will help shift the balance back in favor of reasoned science and environmental protection. Without your intervention NOW, this killing could escalate and other species will be next. Please take a moment to send an automatic message via email to the public comment docket saying NO to the proposed depredation order. Comments are due by May 16, so please don’t hesitate. Go to www.saveourbirds.org and send an automatic message voicing opposition to the proposed slaughter.

Thank you for your help. Birds and wildlife need your voice.

George Fenwick
President, American Bird Conservancy

Status-Quo is the message

Calling them "The Good-Government Five", Governor Ed Rendell endorsed the slate of incumbents for City Council At Large; David Cohen, James Kenney, W.Wilson Goode, Jr., Angel Ortiz, and Blondell Reynolds-Brown. While we agree with some of the endorsements there are some changes we'd like to see made. It came as no surprise that Governor Rendell gave his support to a team also supported by Mayor Street and Senator Vince Fumo. It's politics as usual, or as some may see it "Same S(tuff), Different Day"!
The Logan TIMES~Independent will be offering our "Clean Slate" of Candidate endorsements this Tuesday. Our decision to endorse a candidate or not endorse a candidate is based on how that candidate responded to requests for interviews, participation in community forums like The League of Women Voter's and Student Voices Candidate's night, as well as their overall performance in office if they are an incumbent.
Look for our "Clean Slate" this Tuesday in your mailbox and at our site.

Mayor Street Criticizes Opponent Katz
Says Candidate Should Give More To Charity
by D. Michael Blackie
As the election draws closer and Incumbent Mayor Street lags a few points behind in the polls, it's time to start the name calling and finger pointing. Street is pointing out a severance package deal that Katz got at about the time he announced his bid to unseat the Mayor. It sems Katz received some $250,000 dollars in a deal from the Greater Philadelphia First Corporataion, his former employer. GPFC is a non profit...like the one Street's wife worked for when it was revealed that she had a sweet deal there as well as remaining on the city payroll and drawing down pay from the city's coffers.  Street claims that Katz should give a lion's share of the money he received to charity. Perhaps he could recommend one? Maybe the "Philadelphia Safe & Sound" program that Naomi Post-Street resigned from after it was revealed that her husband, hizzoner himself was aware of a pretty sweet deal there as well.
Our advice Mr. Mayor: Read "Aesop's Fables"...The one about the "Sour Grapes". Surely you are aware of the old "pot calling the kettle black" thing? What about the sweet deal Gussie Clark had to stay at home and still be a Commissioner of Authorities, Boards, and Commissions until the Daily News brought that to light? Oh, that's right, you don't read the Daily News becuse the Black Community is STILL boycotting over the "Fugitives Among Us" cover. I personally think they forgot a picture; John F. Street, Mayor of Philadelphia WANTED for stealing from the very people that trusted and elected him nearly four years ago. I'm not a Republican, however, like an Elephant, I never forget. In fact I still remember the deadbeat that you were and the money that you never repaid to the Philadelphia Gas Works. So, Mr. Mayor wise up, grow up or shut up. Your days may be numbered.

Happy Mother's Day Mom...
But I've Got Some Bad News...I was "Busted" Today For Skateboarding

I imagine that's how the conversation will go for several young people this Mother's Day Sunday. I witnessed one of the most ludicrous acts of my life at Dilworth Plaza outside City Hall on Mother's Day. While watching some talented, agile and creative young people skateboarding and sweating to 'land' just right, And, expressing their First Amendment Right to Free Expression along came two of "Philadelphia's Finest" and chased down several of the young folks  like dogs, captured and handcuffed them and treated their 'board' like it was a lethal weapon, all in the name of justice and keeping our fair city free of crime! Suddenly, I feel all warm and safe. NOT REALLY!!!
Well, in hindsight, I think I'd rather have the streets free of Drugs and Prostitutes and Guns and let the skaters have a space to call their own. Since moving to Logan I was held up at gunpoint and robbed and it took the Police over 7 minutes to respond. I call constantly about the open drugs and prostitution on my corner and the police NEVER even respond. Maybe, because they are too busy chasing down criminal skaters for that $25 dollars that they get when the skater pleads "Guilty" to skating (in Traffic Court, of all places). Hey, I've got a great idea! Let's pay for Operation SAFE STREETS with all that revenue from those real criminals- the skaters. While we're at it, let's put a line item in the Capital Budget for a Skate Park. I was honestly outraged to see two Police officers chasing skaters like their life depended on apprehending them. It's a sad day when we talk the talk, but can't walk the walk. Advocates for a "Children's Agenda"? Protest in Harrisburg for "Equal Funding For Schools"? Open space preservation? As long as it's not for skaters? I might mention that these skater felons aren't "Children". Several I spoke to are tax paying, working, (over age 18, some as old as 25) contributing citizen's of our happy municipality. One is a free lance photographer for a skater magazine and pays a "Business Privilege Tax" to live and work here.
Somebody in this hamlet we call home needs to get a clue. Skaters are people too. Some of them are VOTERS! Many of them and/or their parents are contributors to the tax base of this City. Many of them are artistic, creative and expressive and of College age...and they skate. Isn't there a new movement to attract the "College Crowd" with the "Philadelphia: One Big Campus" ad campaign. Just what are we going to do when those college types bring their 'skateboard' with them to school?
And we continue to wonder why the city is shrinking. Why don't people want to live here? Why would you? I choose to stay in the city because the cities are the heartbeat of this country. But for god's sake folks can we get with the program? We spend millions of  dollars on an "Avenue of the Arts" we act as if we embrace arts and culture. We act as if we give a damn about youth and the future of our city and we have Police deployed to chase down skaters and write citations to deter them and generate revenue. Yet, we sit on drug corners and "observe" the dealing to tun it over to the narcotics division for investigation. Only thing is all those guys are out there on drug corners too...OBSERVING! (And some helping themselves to the cash revenues of the corner to which they are deployed). All I can say is Tuesday, May 20th is your chance to speak to your mind in the privacy of that Voting booth. Know your issues, and VOTE for what you believe in. In the meantime, somebody,...anybody, PLEASE tell me that we really believe in the things we say and that it's not all a heap of rhetoric and doublespeak. Then, maybe I'll believe that Philadelphia is "The City That Loves You Back".

I'm appalled at the number of Block Captains, Advocates and

Courts and Electric Motor Scooters lately. Let's BAN everything! Then
let's have a good old fashioned Book Burning. While we're at it let's
ban discussion groups like this one, and hell, let's ban the

I think groups like phillyblocks[and logan News] are a great forum
for dialogue to begin. But, some of the dialogue is only rambling
complaining. I don't see a lot of suggestions for improvement or
solution. We cry and complain about problems in our community.
Someone else agrees and we moan and cry some more...together, now,
united in our angst and on and on it goes. Then it stops and a new
debate begins. But, did we resolve the prior debate, or just get to
say everything we wanted to on the topic?
We call ourselves advocates for Youth, for Education, for
a 'Children's Agenda', for Community Building, and yet we bash
and cry out against everything children or youth would want to do in
the community. We already took LOVE Park away from the skaters, now
we want to take away Basketball courts. We want lower taxes, more
services and safe streets and clean neighborhoods; with no kid's
playing in the streets or riding unlicensed scooters without helmets
or else the police will confiscate them, and we want those kids to
go to school, graduate, and get good jobs and stay in this city
where everybody wanted to take away their individual liberties.
Yeah, I see all of that happening. In fact it will be a book
called "And Then There Were None" A Story of An Empty City. Because
everyone will have left! I enjoy reading the rants...but, let's get
real and start to suggest some solutions to the situations, and be
the "Activist" we claim to be instead of just a 'curmudgeon' with a
complaint!

Tax Reform Commission to hold public hearing in City Council Chambers

PHILADELPHIA, PA The Philadelphia Tax Reform Commission (TRC)intends
to talk taxes and more taxes on Thursday, May 15, 2003 during a
special public hearing to be held in City Council's temporary
chambers,Room 696 City Hall.
Panel and individual testimony will be heard about how local wage,
business and property taxes and City tax policies affect
Philadelphians. The Commission will also welcome suggestions for
achieving a fairer and more
competitive tax system.
"We want to hear any and all fiscally responsible solutions for
easing the tax burdens of residents and businesses in Philadelphia,"
said Ed Schwartz, chairman of the Commission.
"Tax reform is about much more than dollars and cents?it's about
creating jobs for our families, opportunities for our children and a
healthy environment for our neighborhoods and I would encourage
everyone to get involved with this reform process," he added.

The TRC was created as a result of an overwhelmingly affirmative
response by the electorate last November to a ballot question which
asked voters to support the creation of a special commission to
examine local and state taxes and to recommend ways to reduce taxes.
The Commission has been working at a rapid-fire pace ever since to

"CLEAN SLATE" Endorsements
for City Council and Council-at-large

Tuesday, May 13, 2003- The Logan TIMES~Independent "Clean Slate" of endorsed candidates for City Council and Council at-Large is as follows:

   Because of their proven track record and commitment to the communities they serve we endorse;
   (D, 8Th District) Donna Reed-Miller (D, 9Th District) Marian B. Tasco
Both of these Councilpersons share responsibility in parts of Logan, as well as Nicetown-Tioga. Some projects are in the works and wouldn't be without their unending support for the community.

For City Council At-Large- The final decision was only made yesterday after final conversations with at least three candidates. For the most part the candidates' participation in The League of Women Voters www.LWV.org  and Student Voices http://student-voices.org Candidate's Forum was helpful in making our choices.
(D) David Cohen- a strong advocate for our city and a self proclaimed "Protector of The Constitutional Rights of individuals" We believe Mr. Cohen still has a lot to do and a lot to give. A voice for the unheard and a sometimes necessary 'thorn in the flesh' of 'status-quo' proponents.
(D) W.Wilson Goode,Jr- Fair Lending, Job Tax Credits and Community Reinvestment and Economic development are Mr. Goode's strong suit. He's got a lot to offer as we face uncertain future economic hardships. His work with the Philadelphia Commercial Development Corporation and his knowledge of the Philadelphia banking and commerce sectors make him a clear choice.
(D) Blondell Reynolds-Brown- a staunch advocate for children, a 'friend' and patron of arts & culture. The only female candidate for City Council at large and a firm, fair voice for women's issues as well. Schools, Arts, Parks and recreation, all near and dear to us. Our issues are her issues. Sending Blondell Reynolds-Brown back to Council is a no brainer.
(R) Frank Rizzo- this isn't "Franny" Rizzo. Mr. Rizzo is a tough legislator, a strong advocate and a committed city councilman. He's probably got one of the busiest schedules of his colleagues. Follow him around one day and you'll know Philadelphia like you never knew it before. Mr. Rizzo works hard for an improved 911 police radio system, an advocate of "Safe Streets" "for all our neighborhoods, all the time". Rizzo leads the opposition against planned SEPTA service cuts, he supports Paul Vallas to improve Public education options for Philadelphia's families.

New Faces, New Voices; New Opportunities

(D) Juan Ramos- The Hispanic/Latino community needs a voice in City Council. We believe that voice should be Juan Ramos. A new, fresh voice for a proud, growing community. Ramos is a coalition builder. A resident of the North Philadelphia (Ludlow) community Ramos is familiar with the problems of the inner city and it's residents. He's long been involved in registering Latinos to vote and then delivering that vote on election day. A labor leader and himself having been a laborer he believes in jobs and services for working people. We endorse Juan Ramos as a fresh voice with a clear vision.
(D) Mike Driscoll- sometimes, a different perspective can make all the difference. if anyone doesn't need to run for this office it's Mike Driscoll. His sheer desire to 'want' to serve is admirable. Driscoll is a proven leader with experience in government as well as the private sector. As a business owner he's a voice for the working person as well as the business community. An advocate of Safe streets, especially foot and bike patrols, in all our communities not just the one's that have been neglected for so long. Advocates "Zero Tolerance" for violent behavior in schools. We endorse Mike Driscoll as a voice for the rest of us.
(R) David Oh- Philadelphia, a melting pot of cultures, neighborhoods and proud traditions. David Oh brings a new perspective to the race. The growing Philadelphia Asian community has long needed a voice at the local level. We think Mr. Oh is that voice. www.davidoh.com According to David Oh, Philadelphia "is not a small city growing, It's a big city getting smaller". Oh is a resident of the city's Cobbs Creek neighborhood, a former assistant District attorney. He believes in Safe streets "for everybody's neighborhood" and believes quality of life begins with feeling safe in the community. David Oh envisions Philadelphia as a "major player" in the new 'global marketplace'. We endorse David Oh as a new voice for new opportunities.

We hope this "Clean Slate" of endorsements is helpful as you make your final decisions. There are several strong voices out there. These are the voices and faces we heard and saw most often; and felt had the most to offer. There are some new faces, and some old friends. That's like life. As we grow, we meet new people. It's a little scary at first, but then we find ourselves comfortable. Sometimes people get too comfortable in city government and forget who their friends are. That's unfortunate, but again it's like life. We all want representatives who know what life is like for us, so they can be effective representing us. We believe these candidates most embody that sentiment.  Don't Forget To VOTE! Election day is Tuesday, May 20th
