now it doesn't sound like Amtrak will get the amount needed to run the
2 trains for FY2010. We will have food and drinks.

Subject: [A_A] East Lansing (Mich) pursues $20M for rail-bus hub
Â
http://www.lansingstatejournal.com/article/20090921/NEWS01/909210325
City would use federal grant for new facility, parking structure
EAST LANSING - Trains and buses are increasingly attractive to
budget-conscious travelers, and city officials are hoping to satisfy
the growing interest by seeking a $20 million federal grant to improve
a local rail-bus hub.
City officials are hoping to land a grant for a new facility, parking
structure and other infrastructure at the site of the busy, but
dilapidated, train station near the intersection of Harrison and
Trowbridge roads.
The train station, built in 1974, also serves Greyhound, Capital Area
Transportation Authority and Indian Trails buses.
The plan is to construct a new station that would serve both rail and
bus passengers. The current station would be demolished.
Community development analyst Lori Mullins said the Transportation
Investment Generating Economic Recovery (TIGER) grant would come from
stimulus funds through the U.S. Department of Transportation.
If the city is successful in receiving the grant, construction could
be
gin next summer, Mullins said. Projects must be completed by February
2012. Grant recipients would be announced in February.
"This is a very competitive process and we believe that it fits well
within the goals of the TIGER grant," Mullins said.
The current station is a busy place, serving one round trip per day on
the Blue Water train line which runs between Port Huron and Chicago.
Mullins said there are also 18 daily bus boardings.
Local train enthusiast Kaz Fujita, a Michigan State University
professor, said the current station was only intended to be a temporary
structure for a service route.
"At one point ours was one of the better-looking stations on the route,
but now we're pretty much at the bottom," Fujita said.
In the last five years, traffic on the Blue Water Line has gone up 40
percent, Fujita said. The East Lansing station registered the highest
ridership ever in 2008, officials say.
A new parking structure on the nine-acre site would alleviate the
frequent logjam in the station's current parking lot, officials say.

Subject: Help Restore Michigan Passenger Service
Tell your state legislator to restore funding for Michigan passenger
trains to 2009 levels ($7.3 million) in the new transportation budget.
The Michigan senate slashed fiscal year 2010 funds for Michigan
passenger train service by almost half. The Michigan house of
representatives followed the governor's recommended budget and slashed
fiscal year 2010 funds by 22%. Two of the state's three train routes
will cease to operate by early or late spring next year under these
budgets. What's worse is that these actions jeopardize the state's
application for $800 million in federal grants to build a high-speed
route linking Detroit to Chicago and other destinations throughout the
Midwest and to improve train operations and stations throughout
Michigan.
Michigan's continued investment in current train service is essential
to leveraging the federal funding available to bring passenger trains
into the 21st century, along with the jobs and economic development
that will accompany this expansion.

Legislative Update
September 15, 2009
Dear Matthew,Â
The transportation/housing appropriations bill
is on the Senate floor this week. As reported in our current
newsletter [PDF], both House and Senate have shorted Amtrak's operating
grant request by $27 million. If adopted, this would force a
hiring freeze at Amtrak and rule out service expansion, which would be
extremely unfortunate at a time when expectations and responsibilities
are growing.  There are larger shortfalls in the capital program.Â
Since Amtrak is committed to full implementation of an appropriate
Americans with Disabilities Act stations program, the Senate capital
figure (net of de
bt service and ADA) is $380 million below the
authorized level and would leave Amtrak with just $53 million for all
capital needs other than engineering projects and mechanical needs.Â
Although slightly more than what the Obama Administration requested,
this does not support the President's vision. The Senate bill contains
$1.2 billion for high speed rail, the House $4 billion. We are not
expecting friendly amendments this week, but we do need a better
outcome in the penultimate step: the House-Senate conference committee
that will come after Senate action.  Please tell your two Senators and
your Representative about the importance of fully funding Amtrak and of
getting a strong high speed rail funding level. If you are able to
contact them tonight or tomorrow morning, urge them to vote against
Sen. John McCain's (R-AZ) anti-transit amendments. Also, Sen. Tom
Coburn (R-OK) has proposed a series of amendments that aimed at
limiting use of the Highway Trust Fund dollars until that Fund is on a
firmer financial footing. Among the uses he would prohibit:
transportation museums, and bike and pedestrian paths. On the transit
front, we understand that Sen. John McCain (R-AZ) has proposed 20
amendments that attack funding for key transportation projects,
including Sacramento light rail, the rail line to Dulles Airport near
Washington DC, the Miami area's Metrorail Orange Line extension,
Detroit-Ann Arbor regiona
l rail, three Denver area rail transit
corridors, and light rail and commuter rail projects in Utah.Â
Transportation for America says "other projects, both urban and rural,
would be cut in Connecticut, Delaware, Florida, Hawaii, and North
Carolina.  Aside from one small, token bridge project, McCain's hit
list would leave billions in highway earmarks alone. Thank you for
taking action and for your support of NARP! --Ross B. Capon,President &

Amtrak supporters protest plans to cut budget in half
Blue Water line ridership is up, but some fear service may be scaled back
EAST LANSING - More than two dozen people rallied Saturday morning in front of
the East Lansing Amtrak station, protesting a proposed $3.6 million in cuts to
rail service.
Matt Marderosian, who heads a group called Save Our Trains Michigan, which
organized the rally, said the cuts could cause ridership to fall. That could
then force Amtrak to eliminate passenger trains in the state.
"I'm standing up for the passengers who want to keep the service," Marderosian
said.
The state currently pays Amtrak $7.3 million a year to keep round-trip daily
service on the Blue Water line, which runs from Port Huron to Chicago, and the
Pere Marquette line, which runs from Grand Rapids to Chicago. The Wolverine line
from Pontiac to Chicago isn't subsidized by the state.
Under a budget passed by the Republican-controlled Senate, that funding would
fall to $3.7 million in the next fiscal year. Gov. Jennifer Granholm and the
Democrat-controlled House have proposed cutting it to $5.7 million.
The precise implications of those cuts are still unclear.
"We will run as much service as Michigan can afford," said Amtrak spokesman Marc
Magliari. "But beyond that, a service design based on a lower amount hasn't been
finished, because it's still very unclear what the amount would be."
Ridership on the Blue Water line, which stops in East Lansing, grew by more than
68 percent between 2003 and 2008, serving 136,538 passengers last year.
Part of that growth, Magliari said, came after Amtrak cut the line's service to
Canada and "made it a more Michigan-oriented route and schedule."
From October through July of this year, ridership on the Blue Water Line was
down by about 1.2 percent compared with the same period last year.
Cutting back from daily service wouldn't help those numbers, Magliari said.
"You can lose momentum, because then the passengers aren't sure that the train's
travel days meet their needs," he said. "Daily is easy to remember."
Laura Carolan, who was buying train tickets Saturday, considers Amtrak an
"extremely important" service.Carolan, 30, works for a consulting firm in
Chicago and travels to East Lansing two or three times a month to stay with her
husband, a graduate student at Michigan State University.

"I'd like to see it done upfront," he said. "These are tough times. We've got to

SAVE OUR TRAINS MICHIGAN UPDATE
The Michigan Senate has cut Amtrak funding down to $3.7 million for FY 2010
The Michigan House and Governor only want to fund Amtrak at $5.7 million for FY
2010.
Amtrak needs $6.4 million to keep service at where it is today. Any less would
mean cuts in service or we could lose both the Blue Water and Pere Marquette
Amtrak trains.
Please call your Seantors and Represenatives today, and tell them to fund the
Blue Water and Pere Marquette Amtrak trains at $6.4 million for FY 2010 which
starts Oct. 1st 2009.

General
Amtrak Reservation Tips
Book Early: Amtrak uses four price levels
("buckets") for coach seating and five for sleeper
accommodations.
With the exception of peak travel times (i.e.
Thanksgiving week)
when only the highest price bucket may be offered, a
percentage of
coach seats and sleepers are typically available at lower
price
buckets when tickets first go on-sale 11 months prior to
departure. As a train approaches sell-out, Amtrak's yield
management system will automatically move to the next20
higher fare
bucket. This can cause fares to increase significantly as
you
approach the departure date. It is suggested that you
book as
early as possible to receive the lowest fare, especially
given
Amtrak's flexible refund policy (see below).
Wait to Pick Up Tickets: When booking at
Amtrak.com or 1-800-USA-RAIL, your tickets will be held
for pick
up (unless you are departing from an unstaffed station).
Although
you can pick up your tickets from a staffed Amtrak
station or
Quik-Trak ticketing machine at any time prior to
departure, it is
suggested that you wait until close to your departure
date for the
greatest flexibility in changing or canceling your
reservation.
Most Amtrak reservations are 100% refundable until the
tickets are
physically printed (sleeping accommodations are
ineligible for
refund within 7 days of travel). Once tickets are
printed,
however, most refunds are subject to a 10% service charge
(or full
credit toward future Amtrak travel) and must be mailed-in
or
redeemed at a staffed Amtrak station. For more
information, see Amtrak's Refund Policy.
Avoid Sell-Outs: If you attempt to make a
reservation and find that coach or upgrades (business
class, first
class, sleepers) are sold-out on the desired train, it is
suggested that you try the next morning as soon as
possible after
4AM ET. Amtrak's reservation system is updated overnight
with
cancellations, so tickets may become available. If coach
is
available but upgrades are sold-out, you may wish to make
the
coach reservation and keep checking with 1-800-USA-RAIL
to see if
upgraded accommodations can be added. If an upgrade still
isn't
available prior to departure, you may still be able to
upgrade
from coach onboard by checking with the conductor
regarding
no-shows or last minute cancellations.
Sleeper Accommodation
Pricing: All sleeper accommodations are priced in
addition to
coach fares and are based on the number of rooms,
not the number of passengers. For example, if the
coach fare between Points A and B is $100 and a roomette
is $250,
two passengers could share a roomette for $450 ($100*2 +
$250).
Both passengers would also be entitled to free meals in
the dining
car. Note that you are charged the same price for the
accommodation regardless of the number of passengers. For
more
information, see Amtrak's Sleeping Accommodations
Page.

Seniors: Travelers 62 years of age and over receive a 15% discount on most trains.
Military: US military personnel, plus their spouses and dependents, receive a 10% discount.
Disabilities: Disabled passengers, plus one companion, receive a 15% discount.
Rail Passes
USA Rail Passes: 15, 30, and 45-day passes for travel anywhere on the Amtrak system.
California Rail Pass: 7 days of rail travel in the state of California during a 21 day period.
Multi-Ride Tickets: Discounts for multiple rides within a single period, including ten-ride tickets, monthly tickets, and other route-specific discounts.
14-Day Advance Purchase Discounts
Discounts of up to 25% are available for Northeast Regional and Acela Express travel through September 3, 2009. Reservations must be made at least 14 days prior to travel. The discount applies to coach class (Northeast Regional) and business class (Acela Express) only. For sample fares and terms, see Amtrak.com's Northeast Regional and Acela Express promotion pages. If booking online at Amtrak.com, the discount will be reflected in the fares on the 'Select Train' page. No promotional code is required.
Weekly Specials
Discounted fares (typically 20% off) are available each week on Amtrak.com's Weekly Specials. Every Tuesday, a new set of discounted trains/routes/dates are posted. To receive the discount, you must make your reservation online at Amtrak.com between Tuesday and Friday. Weekly specials often include select trains on the Northeast Corridor, Empire Service, Chicago-area routes, and partial segments of long-distance routes nationwide during non-peak periods (i.e. Fridays and Sundays area always excluded). Weekly special fares are only available one to five weeks in advance, are non-refundable (exchanges still permitted), and must be booked online at Amtrak.com's Weekly Specials.
Weekend Getaway Fares
Discounted weekend fares are available on the Northeast Corridor between Boston, New York, Philadelphia, Washington, and intermediate points. These special fares are valid on Northeast Regional and Keystone service only, not Acela Express, and require round-trip travel. Travel must originate and return on Saturday (anytime), or originate Saturday and return Sunday (departure before 11am). Tickets must be purchased at least three days in advance of travel.
Weekend fares are available online and by phone. If booking online at Amtrak.com, please note that the 'Select Train' page will display the full fares and not the weekend special fares. Once you select the departing and returning trains, the discount will be automatically calculated and displayed on the 'View Fare' page. No promotional code is required.
Important Note: You must select the Adult fare type to receive special weekend fares. If you select any discounted fare type (i.e. AAA, Student Advantage, etc.) or enter a promotion code, you'll receive the discount from the full fare instead of the special weekend fare.
Most of the promotion codes below require a three-day advance purchase; apply to adult, child, and senior fares only; may not be combined with other discounts (i.e. AAA 10% off); exclude Acela Express; and, are subject to blackouts during peak travel periods (2009 Blackout Dates: Sep. 4, Sep. 7, Nov. 24-25, Nov. 28-30, Dec. 17-23, Dec. 26-30). Most promotion codes may be used for reservations online (Amtrak.com), by phone (1-800-USA-RAIL), at a staffed station, or with a Quik-Trak machine. However, some discounts apply only to phone reservations as noted in the promotion code restrictions. To use a promotion code online at Amtrak.com, enter the four-character code in the "Promotion Code" field during Step 2: Select Train. A limited number of seats may be available at the discounted fare, so you may try an alternate train/date if the promo code is not accepted.
Unless otherwise specified below, you must select the Adult, Child, or Infant fare type to receive the promotional fare. If you select any other discounted fare type (e.g. AAA, Student Advantage, Senior, Military, etc.), you will not receive the promotional fare.
Note: Discounts have been compiled from a variety of sources including Amtrak, tourism websites, and word-of-mouth. If placing a reservation online at Amtrak.com, you may find that a promotion code is accepted for origins/destination not specifically identified below. However, it is suggested that you confirm eligibility with Amtrak prior to booking. To suggest additions or changes, please contact RailServe.com.
These Amtrak promotion codes were revalidated on July 13 , 2009.

General Amtrak Reservation Tips
Book Early: Amtrak uses four price levels ("buckets") for coach seating and five for sleeper accommodations. With the exception of peak travel times (i.e. Thanksgiving week) when only the highest price bucket may be offered, a percentage of coach seats and sleepers are typically available at lower price buckets when tickets first go on-sale 11 months prior to departure. As a train approaches sell-out, Amtrak's yield management system will automatically move to the next higher fare bucket. This can cause fares to increase significantly as you approach the departure date. It is suggested that you book as early as possible to receive the lowest fare, especially given Amtrak's flexible refund policy (see below).
Wait to Pick Up Tickets: When booking at Amtrak.com or 1-800-USA-RAIL, your tickets will be held for pick up (unless you are departing from an unstaffed station). Although you can pick up your tickets from a staffed Amtrak station or Quik-Trak ticketing machine at any time prior to departure, it is suggested that you wait until close to your departure date for the greatest flexibility in changing or canceling your reservation. Most Amtrak reservations are 100% refundable until the tickets are physically printed (sleeping accommodations are ineligible for refund within 7 days of travel). Once tickets are printed, however, most refunds are subject to a 10% service charge (or full credit toward future Amtrak travel) and must be mailed-in or redeemed at a staffed Amtrak station. For more information, see Amtrak's Refund Policy.
Avoid Sell-Outs: If you attempt to make a reservation and find that coach or upgrades (business class, first class, sleepers) are sold-out on the desired train, it is suggested that you try the next morning as soon as possible after 4AM ET. Amtrak's reservation system is updated overnight with cancellations, so tickets may become available. If coach is available but upgrades are sold-out, you may wish to make the coach reservation and keep checking with 1-800-USA-RAIL to see if upgraded accommodations can be added. If an upgrade still isn't available prior to departure, you may still be able to upgrade from coach onboard by checking with the conductor regarding no-shows or last minute cancellations.
Sleeper Accommodation Pricing: All sleeper accommodations are priced in addition to coach fares and are based on the number of rooms, not the number of passengers. For example, if the coach fare between Points A and B is $100 and a roomette is $250, two passengers could share a roomette for $450 ($100*2 + $250). Both passengers would also be entitled to free meals in the dining car. Note that you are charged the same price for the accommodation regardless of the number of passengers. For more information, see Amtrak's Sleeping Accommodations Page.

Drug raid nets pot, Amtrak passengers
ALBUQUERQUE (KRQE) - Carry-on luggage seized from an Amtrak
sleeping-car compartment in Albuquerque contained nearly 73 pounds of
marijuana destined for New York, FBI agents are reporting.
Agents apparently acting on some sort of undisclosed information
confronted Kayla Edwards and Kuinozo Rivera Diaz in their compartment
when the Los Angeles-to-Chicago train stopped here Monday.
According to the FBI the couple consented to a search of their three
suitcases, which is when the pot was discovered.
Investigators said the two admitted they were paid to transport the
load to New York.

FBI busts two for carry-on contraband
Public transportation proved to be a bad choice for two suspected drug
smugglers going through Albuquerque.
Agents hopped on the Chicago-bound train after getting a tip that
Queenozo Rivera Diaz, 21, and Kayla Edwards, 19, were moving drugs.
The FBI arrested the suspects on an Amtrak Train going through town.
Agents say Rivera Diaz and Edwards were carrying two suitcases full of
marijuana.
Investigators say the two had a total of 70 pounds of pot.
