Most GE Washers the agitator on the newer model is
snapped down onto a plastic dome, this requires
getting underneath it and jerking it upwards very
hard, and it will come loose, No special tool
required, the belt Idea is a good one,

As far as the dirt ring is se using city water or well
water, type of detergent, is she using frabric
softener?

If she uses the fabric softener which is dispensed
from the top of the agitator Key #298 in attached
image, this will come out during the first spin cycle
and if she uses a small load will cause softener to
splash against spin basket and leave a ring, try to
clean spin basket, ask here to refrain from using
softener for some period of time and see if the
problem is resolved, if it is please let us know and I
will come up with a solution, I think fabric saoftener
is sticking to spin basket then there isn't enough
water during wash cycles to fill back up during rinse
to help clean off the basket, then dirt will build up
on top of this softener residue,

Some of you guys are saying tub instead of spin
basket, the tub is the outer portion of the washer and
holds the water the basket is the portion which hold
the clothes with all the holes, Just a Note please
dont take any offense, I assume we are talking about
spin basket residue.

Thanks Richard for your reply. I am sorry I omitted the model. The washer is a GE Model WWSE5240D1WW , I talked with the Lady and she said the cloths were not...

... have a little lint in it { >a few specks } . The dirt ring is because of the Ge having a plastic tub, Other tub materials don't have this problem only...

- The lady said that she uses a liquid detergent that she puts in while the machine fills and also adds bleach in the water when filling . Then adds cloths....
