Wouldn't simply be (((maximum close - minimum close) * .2) added to the minimum close). PCF would be (((maxc15 - minc15) * .2) + minc15) Value in your example

Setup Question
Say I want today's close to be <= to the 20 percentile of the last 15 days(.2*15=3). As an example, the last 15 days of DE are: 11/30/2009: 53.51 12/1/2009:
