RACINE - Bernie Hoff, 59, of Racine, said she and her family enjoyed the
comforts of commuter rail when they were living in a Chicago suburb 24
years ago before they moved to Racine.

"We saw commuter rail is such an asset to the area," said Hoff, who was
at a transit forum Wednesday night. "We can't understand why they don't
have it here."

More than 130 people attended the community forum "Tapping into Transit
as a Game-Changer" Wednesday night at the DeKoven Center, 600 21st St.
The forum, hosted by Racine Transit Task Force and Transit NOW,
highlighted the benefits of public transit and specifics of the
Kenosha-Racine-Milwaukee commuter rail project. The Task Force is a
group working to improve transit for Racine.

Different community leaders appealed on the behalf of the community,
businesses, labor unions and students for a public transit system.

Mayor John Dickert, one of the speakers, stressed the importance for
interconnectivity of commuter rail, high-speed rail and buses to work
together to move Racine forward. He addressed concerns about how much
the commuter rail project would cost and pointed out putting in another
lane in I-94 is costing $1 billion.

"We can keep putting lanes in I-94 or we can look at regional transit
that provides ease of movement for people and opportunities for
everyone," Dickert said, adding commuter rail would not only bring in
infrastructure but also take people off highways, reducing congestion.

Kerry Thomas, executive director of Transit NOW, said a public transit
system would link people with jobs, spur development and economic growth
and enhance quality of life. Transit NOW is a nonprofit organization
focusing on transportation related issues and impact in southeastern
Wisconsin.

She said the transit system linking Milwaukee and Racine to the
Kenosha-Chicago rail would create nearly 4,000 construction jobs for the
KRM commuter rail, support and create about 71,000 jobs near train
stations and ultimately provide access to one million jobs within a mile
of the corridor.

"It would link Racine to a marketplace of about two million people,"
Thomas said. "They would have access to Downtown Racine that they don't
have right now and it would generate a lot of tourism dollars."

Ken Yunker, executive director of the Southeastern Wisconsin Regional
Planning Commission, estimated commuter rail would cut travel time from
Downtown Milwaukee to Downtown Kenosha by about half an hour or more, as
compared to riding a bus.

Advocates also talked about the additional cultural and entertainment
venues that would be available for Racine residents.

Hoff agreed. She said her family, before they moved, used to take the
train to the museums in downtown Chicago and would not worry about
traffic.

Her husband, Doug, said he liked the accessibility the public transit
system would provide.

"It would widen your horizons without feeling like having to move," he
said.

For those looking for jobs and the commuters, the train would be an easy
daily solution, though he added they would need to make sure there are
parking spots available around train stations.

The Southeastern Regional Transit Authority was formed during the last
budget session to oversee the KRM commuter rail project and manage its
operations and costs. In September Gov. Jim Doyle laid out a framework
for how to integrate buses and commuter rail. A comprehensive regional
transit bill is expected to be introduced in the Legislature soon.

We have come to a deciding moment for our region.
Your voice is very important and is needed by Tuesday April 28.
Governor Doyle included a Regional Transit Authority (RTA) for SE
Wisconsin, Dane County, and the Fox Valley in his budget and now the
Joint Finance Committee is scheduled to vote on the RTA on Thursday
morning April 30th. Their vote will play a role in determining the
future of the RTA - and the future of our region.

Now is the Time That Our Voice Needs to be Heard Loud and Clear.

What's at stake?
The very fabric of our communities and economy. An RTA would create
urgently needed access to over a million jobs, create of tens of
thousands new jobs, revitalize neighborhoods and business districts, and
a regional transit network that is crucial to attracting businesses,
jobs, talent, and customers. The future of our economy, community, and
quality of life are riding on the creation of a permanent RTA.

The RTA is our best (and possibly last) chance to avoid bankruptcy of
our bus systems, build KRM Commuter Rail, and bring a major infusion of
federal, state, and local dollars, both public and private, to our
cities. Plus, the RTA can give us property tax relief! (See details
<http://www.writesendtrack.com/l/mtl/22679/4C6026/s/259551/1CA592/> )

Without an RTA in 2009, transit services will be slashed and people will
be cut off from jobs, workers and employers alike will be hard hit, and
businesses, jobs and federal dollars will continue to go elsewhere while
we fall further behind. KRM and its accessibility and economic benefits
will be sidelined, or even lost. Our current transit structure and
funding source can no longer support our region's needs.

Please take action NOW (by April 28th at latest)
If you have not contacted Joint Finance Committee members, NOW is the
time. If you have contacted them, thank you! Please call or send an
urgent reminder and let them know that the RTA is vitally important to
you and to our region, cities, families, and businesses. Ask associates,
friends, neighbors to voice their opinion by forwarding this action
alert.

We have come a long way and accomplished so much in reaching this
pivotal point. Support is strong but there are still major challenges.
Now we are poised to get a win for this major milestone and it will take
everyone's voice.

Take action today!
Take a moment now to contact key legislators and urge them to:

     * Support the Governor's RTA proposal. * Add property tax relief
by removing transit from the property tax levy and instituting up to a
half cent sales tax. * We need your leadership now and I'm counting
on you to find a way to keep the Governor's RTA proposal in the budget.
* There is no more time to discuss alternatives. We risk getting
nothing, and then we will continue to struggle with unemployment and job
loss. We will lose the urgently-needed job creation, economic growth,
and regional job connections that the RTA would provide. Transit
services will be slashed due to funding shortages and people will be cut
off from employment, and businesses will lose access to the workforce.
     * Please give us the option of deciding how to address transit in our
communities. The RTA legislation itself does not impose an RTA or any
taxes. It empowers our communities to decide this issue for themselves.

Contact decision makers
Thank you to those who have already voiced your opinion to these
legislators!

Thank you! Talking Points: Why an RTA is Vital NOW Transit: Essential
Support for a Strong Economy

Transit plays a pivotal role in our growth as a vibrant economic region
and state, and our success in competing in the global marketplace.

     * Save our bus systems and avoid massive service cuts that cut people
off from jobs, and have a devastating effect on families, businesses,
and our economy
     * Garner more federal investments in our transportation system that
will create new transit accessible jobs * Create a modern regional
transit network including KRM Commuter Rail that will build wealth and a
better quality of life by:
     * Connecting people to over a million jobs using existing rail
right-of-way
     * Creating jobs and spur sustainable economic development *
Attracting the businesses, jobs, and talent that will build wealth in SE
Wisconsin * Giving people property tax relief and an alternative to
the high cost of fuel * Reducing our dependence on foreign oil

A permanent regional transit authority with a dedicated funding source
will improve and enhance our current transit systems and create a
dynamic, multimodal network in southeast Wisconsin that is so essential
to a strong economy and a good quality of life.

Action Needed: Regional Coordination and a Dedicated Funding Source
We need a stable, dedicated funding source to provide transit service,
stabilize existing bus systems and to receive needed federal
infrastructure dollars. The Governor included an RTA as a transit
funding source and regional coordinator of transit in his state budget
proposal; it now needs approval from the state Legislature.

Pivotal State Budget Hearings are Next Step in Push for RTA
Historic decisions on the Regional Transit Authority will be made in the
coming weeks that will shape our ability to connect people to jobs, spur
sustainable economic development, and attract the businesses, jobs, and
talent that will build wealth in SE Wisconsin. We have arrived at a
pivotal point and our attention and action is important over the next
few months.

The future of our transit systems and KRM Line is riding on the creation
of a strong permanent Regional Transit Authority. With a permanent RTA
we can avoid major transit service reductions that cut people off from
jobs and will eventually result in bankrupt transit systems. Without an
RTA, KRM Commuter Rail and other initiatives cannot become a reality.
See talking points about why an RTA is needed now.
<http://www.transitnow.org/EndorseTransitForProperity.htm>

State legislation is required to create a permanent RTA. The Governor
has included a strong RTA proposal in his budget bill.
On March 25 and March 30, state budget hearings will take place in West
Allis and Racine that will kick off the the next step of needed
legislative action on the RTA. See more about the Governor's RTA
proposal and why an RTA is vital NOW
<http://www.transitnow.org/021709DoyleBudget.htm> .

Urgency: The window of opportunity is very short!
Support Governor Doyle's RTA proposal with the addition of property tax
relief.

1. Attend state budget hearing and testify (arrive between 8:30 AM and
9:00 AM to register). Testimony is limited to 3 minutes; bring copies of
your testimony to submit in writing. Please include full name and
address.

2. Join with RTA, transit, and KRM advocates from 9:30 AM to 11:00 AM at
the budget hearings to show the broad support for the Governor's RTA
budget proposal. Buttons will be available to identify you as a
supporter, please wear green or black. Please let us know if are
planning come: West Allis, Racine

3. Submit written testimony or register your opinion at the hearing.

WisDOT has developed a draft of its long-range transportation plan for
the state of Wisconsin, called Connections 2030. This plan addresses all
forms of transportation over a 20-year planning horizon: highways, local
roads, air, water, rail, bicycle, pedestrian and transit. The overall
goal of the planning process is to identify a series of policies to aid
transportation decision-makers when evaluating programs and projects.

Some gains for transportation projects

Southeastern Wisconsin should connect to Chicago every way it can
EDITORIAL

3069577>

As the price of gas has risen to a point that more people are interested
in mass transit, there have been some positive developments for area
transportation projects.

First, a couple weeks ago the city of Kenosha received a $4 million
grant to start design and engineering work on an expansion of the
streetcar system from downtown to the Uptown neighborhood.

The money comes from a federal Congestion Mitigation and Air Quality
fund grant that is distributed by the state Department of
Transportation. Also receiving funds from the same federal pot was the
Kenosha-Racine-Milwaukee commuter rail system, which was awarded $6
million to upgrade tracks.

Both the expansion of the Kenosha street car system and the KRM commuter
rail are just plans on paper at this point. The city is hoping for
federal grants to also cover most of the rest of the $16 million
streetcar expansion project, and the route isn't even mapped yet.
Nevertheless, the grant will help the city get the project started.
Kenosha Area Transit Director Len Bandrup has promised there will be
plenty of opportunity for public input in planning the project.

The KRM line, a $200 million project, has been stalled because of lack
of agreement on a funding source. The last plan to fund it, a tax on car
rentals, failed to gain the state Legislature's approval.
Another related project, one that is much farther along, also made
progress last week when federal transportation officials approved the
widening of I-94 from six lanes to eight between Milwaukee and the
Illinois border. Work on rebuilding and widening the road could start
next year. It's a $1.9 billion project if the road is widened to eight
lanes, $1.7 billion if it is rebuilt at the present six-lane width.

That difference in price, $200 million, caused some controversy recently
when Milwaukee Mayor Tom Barret suggested the road remain at six lanes
wide and the difference be diverted to mass transit. We have also noted
that the difference in price between a six-lane and an eight-lane
roadway is sufficient to build the KRM line, but we think both projects
are worthy investments.

The better the transportation connections between southeastern Wisconsin
and Chicago, the better off southeastern Wisconsin is going to be.

Transportation planners should look at Chicago and its suburbs as a
milkshake of money, jobs and talent. The more straws Wisconsin sticks
into the milkshake, the more good stuff we'll get.

Roads, commuter rail systems and streetcars are all expensive, but they
are projects that draw high levels of federal support, and they'll pay
long-term dividends. Except perhaps for education, we don't see better
investments for economic development.

MODEL TRAIN SHOW FEATURES
NEW LAYOUT AND EXPANDED HOURS

METRO Model Railroad Club's 13TH annual railroad show and swap meet
on Sunday, March 30th at Circle B Recreation on Highway 60 in
Cedarburg will have a brand new layout and expanded visitor hours.
The show will run from 9 a.m. to 4 p.m. Metro President Ray Meyer
said the club wanted to alleviate congestion in the parking lot (last
year caused by a bowling tournament going on at the same time) and
make the experience more fun for families.

Among the new features of this year's show will be an HO scale layout
recently created by the West Bend Ballast Scorchers which has not
been seen in Ozaukee County before. Among its many scenes are
included a replica of the Sturtevant depot, a cement plant and a
soccer game. Show Chairman Jim Bartelt said the club is constantly
striving to make the show fresh and to show the public the
interesting things that are happening in the world of model trains. A
special treat will be an HO scale model of a modern rotary mining
machine which spans nearly 14 feet in length, Jim said.

All of the common scales of model railroading will be represented.
Among the participants is the WIZ KidZ, who will be bringing Z scale
trains. These are models so small that a layout can be built in a
cigar box, and indeed two cigar box layouts and a much larger layout
will be displayed by this group.

The Milwaukee `N Southeastern club will bring their popular N scale
layout that drew a lot of attention last year. It features various
scenes of small town America with large numbers of vehicles and
various eye catching scenes such as a train derailment, a train
watching park, and interesting industries served by railroads.

METRO will be bringing back its own HO layout that has twice been
judged best in the nation at the National Train Show. One of the most
highly detailed layouts ever built and now freshened up after many
years of display, it has many animations and numerous (and humorous)
details designed to delight children of all ages.

The Lakeshore O-Scale Railroaders will again be bringing a Lionel
layout to the show and permitting anyone to run the locomotives,
including Thomas the Tank Engine, around the tracks. Kids can also
fire missiles from train cars, unload barrels and milk cans, and
enjoy seeing in small scale some of their favorite movie and TV
characters, including Buzz and Woody from Toy Story, Mike and Sulley
from Monsters Inc., Nemo and his friends, and many more.

Other returnees include the Badgerland S Gaugers showing the classic
American Flyer scale trains as well as new S-scale trains that are
currently available. The Grandkids Railroad will be on hand with its
dazzling display of lights and sounds. The West Bend, Jackson and
Southern will showing examples of G scale equipment that is most
frequently used to create outdoor garden railroads, and also some #1
scale trains, which are trains large enough to actually ride on. If
weather conditions are right, train rides might be offered by this
display.

In addition, more than 50 tables of dealers and swappers will be on
hand to buy, sell and trade model railroad equipment, both new and
used. Some notable dealers are Don Manlick of DM Custom Decals who
will be selling his GB&W and other decals, Cannonball Models of
Madison that specializes in N scale, Enginehouse Services of Green
Bay, Mullet River & Southern Hobbies, Setco Trains, as well as many
other dealers. The many club members and dealers on hand will be able
to help modelers young and old with layout design, problem solving,
and scenic hints.

Attendees can sign up for door prizes which include railroading books
and one year subscriptions to Kalmbach Publishing's magazine Model
Railroader.

This is the 13th consecutive year for the show, which has become the
largest in southeast Wisconsin after Milwaukee's TrainFest.
Membership in all of the clubs showing is open; attendees can talk to
club members at the show for membership details. METRO can also be
found on the web at www.metrorrclub.org. Further details can be
obtained by calling Jim Bartelt at 262-284-5876
(jimbartelt@...).

Admission is by a $2 donation for adults; as always, children under
12 are admitted free when accompanied by an adult. Commercial
sponsors of this year's show include Ohana Ambulance, Kalmbach
Publishing, and Tires Unlimited Automotive Services.

Book Description
Kenosha on the Go chronicles 110 years of transportation in Kenosha.
From the first interurban streetcar that reached Kenosha's northern city
limits in 1897 to the existing transit system in 2007, this book covers
local streetcar operations, trackless trolley and bus operations, the
two electric interurbans that served Kenosha, and the North Western
Railway. Kenosha on the Go also brings readers to the rebirth of
streetcar operations in Kenosha at the dawn of the 21st century.

About the Author
Kenosha Streetcar Society member Kenneth C. Springirth, author of four
Arcadia books, was instrumental in initiating Kenosha on the Go. John F.
Doyle, the primary author of this title, cofounded the Kenosha Streetcar
Society with Louis Rugani of Kenosha in 2002. Doyle was raised in
Chicago where streetcars, interurbans, "L" trains, subway trains,
trackless trolleys, and buses were all part of the everyday scene. When
his family got its first car in 1945, a favorite memory was driving down
Sheridan Road from Chicago to Milwaukee. Passing through Kenosha and
viewing those trackless trolleys amid the classic downtown buildings was
always something special.

I heard recently that WSOR is picking up 6 MP15AC's. Will these units
be only used for yard/transfer service in Wisconsin? Since the old
MILW once used these units in multiple unit service with other units
such as the SD40-2's. Is it possible to see any in service in runs to
BRC's Clearing yd in Bedford Pk,IL? Lately all the WSOR trains run
with mostly SD40-2's. John Baletto,Alsip,IL

Hello,

I'm looking to get some pictures of WSOR in action. I've heard that
there are some good spots near the WSOR yard in Janesville, but are
there any other good spots I should know about? Would it be better to
go down there on a weekday than on a Saturday?

Thanks for any input,

"Wisconsin's Little Train that Couldn't - a history of the Washburn
Bayfield & Iron River Railway" by Timothy Sasse

This book covers the history of the WB&IR, a very controversial turn
of the century Wisconsin shortline which was partially financed
through a local bond issue. The railroad went into receivership
within 6 months of opening for service. It was operated for three
more years before the court appointed trustee shut it down. Locals
who feared losing their entire investment into the railroad
prevented its removal until it was sold to the Northern Pacific Ry
in 1902. The NP operated the former WB&IR as a branchline for 20
more years (losing money on it every year) before abandoning it in
the earlt 20's.

The book is available for $14.99 on amazon.com

thanks

Tim Sasse
