Jennifer,

I will not be able to participate in the call tomorrow.  However, I want to share with the group how dual fuel generators are handled in the Wisconsin renewable tracking system.

The program is set up so that generators report their total production from a dual-fueled plant (renewable and
non-renewable).  They then provide us with the backup data and calculations of what percentage of the total output is from renewables, based on the btu input/MWH output of the renewable and non-renewable fuels.  The dual-fueled generators that we are working with take samples each week to determine the btu content of the fuel, which is then used to determine the MWh generated from both the renewable and non-renewable fuel inputs.  This is required for their air permits (at least it is in Wisconsin).  From this, we can calculate the percentage of the output that is renewable.  The system takes this renewable percentage to calculate the MWh of the total output that is renewable.  Renewable certificates are only created for the renewable-fueled amount.

We have found that this approach is simple and workable.  There is also no need to have to track non-renewable generation.  The percentages are re-calculated for each reporting period so that the number of renewable certificates the system creates is accurate.
