Dear WREGIS Stakeholders,

Attached please find the WREGIS Institutional Committee (IC) Phase II Final
Report.

This report is the result of months of our collective work and addresses the
comments that were received from the IC and the Working Group.

This report contains the final recommendations of the IC committee to the
WREGIS project sponsors regarding both the Governance and Fee structures.

Thank you very much for your participation in the development of this
document and your hard work in the Institutional Committee throughout this
year. Your engagement, constructive advocacy, reason, listening and
diplomacy made this a fine sausage.

Following is the tentative schedule for the development of WREGIS:

Feasibility Study Report approved - Winter 2004
Request For Proposals released - Spring 2005
Contractor Selected - Spring/Summer 2005
WREGIS operational - Late 2005
