As we start 2005, I know that there are a number of you who are very interested in knowing what is going on with the development of the Western Renewable Energy Generation Information System (WREGIS).
After almost a year of diligent work, recommendations on the institutional structure and interim operational rules have been finalized. These documents can be found on the WREGIS website document's page at: http://www.westgov.org/wieb/wregis/documents.htm. The WREGIS Feasibility Study Report (FSR) and Information Technology Procurement Plan (ITPP) were delivered to the California Department of Finance and the Department of General Services in October 2004 and both are still under review. The charter for the WECC Board committee that will oversee WREGIS was approved in December 2004 and the interim WREGIS committee will meet for the first time during the first quarter of 2005.
Since the WREGIS Request for Proposal (RFP) can not be released until the FSR and the ITPP are approved, it is unlikely that the RFP will be released in the first quarter of 2005. Once these critical State of California approvals are secured, we will re-project the RFP release date. We are making every effort to expedite the approval of the FSR and ITPP and the subsequent release of the RFP.
For specific questions regarding WREGIS, please feel free to contact me. Thanks to all of you for your continued interest and support of WREGIS. We will provide another update once we receive approval from the control agencies.

Thank you very much for your participation in the development of this
document and your hard work in the Institutional Committee throughout this
year. Your engagement, constructive advocacy, reason, listening and
diplomacy made this a fine sausage.

Board of Directors approves WECC as the institutional home for the WREGIS Program
We are pleased to announce that the Western Electricity Coordinating Council (WECC) has agreed to be the institutional home for the Western Renewable Energy Generation Information System (WREGIS).Drawing on extensive stakeholder input, the Western Governors’ Association (WGA) and the California Energy Commission (Energy Commission) submitted a joint proposal in July 2004 to the Western Electricity Coordinating Council (WECC) Board of Directors requesting that WECC house WREGIS.At the July 29, 2004 WECC Board of Directors meeting, the board passed a resolution approving WECC as the institutional home for the WREGIS program by a vote of 25 to 1.
This is an important milestone.Stakeholders from around the region have worked diligently over the past ten months to develop a regional consensus on recommendations for the design of operational rules, functional requirements, and the institutional framework for WREGIS.WECC provides vital services in the West, improving reliability and helping the region meet its electricity goals.Approval by the WECC board reflects a commitment by the region to establish WREGIS as the single institution in the West responsible for tracking renewable energy generation and issuing renewable energy certificates.
At WECC, the WREGIS program will be self funded through participant fees and staffed by individuals specifically hired to administer and conduct the functions and responsibilities of WREGIS.The WREGIS program will report to and be governed by a Board Committee established by the WECC Board of Directors.As outlined in the joint proposal to WECC, the Energy Commission and the WGA will contract with WECC to house WREGIS and WECC will contract with a system operator to operate and maintain WREGIS accounting software and hardware on a day-to-day basis.
This arrangement will be mutually beneficial to the Energy Commission, WGA, WECC and residents in the West.It addresses the Energy Commission's need to implement an accounting system to verify compliance with the California Renewable Portfolio Standard (RPS). It meets the WGA's goals of creating an infrastructure to verify and track renewable energy resources across the region.It will further WECC's mission of maintaining a reliable electric power system in the Western Interconnection that supports efficient competitive power markets and its goal of becoming the organization of choice for West-wide electricity information databases.Finally, it will facilitate and substantiate the marketplace for renewable energy generation, diversifying the generation resource mix and improving air quality.
In the coming months, a Memorandum of Understanding will be drafted between the WECC and WREGIS sponsors, formally establishing responsibilities of each party in the establishment of WREGIS and the terms and conditions for the program’s operation at WECC.
The final report from the WREGIS Operational Rules Committee - WREGIS Interim Operating Rules: Functional Requirements has been released. It can be found on the Documents page of the WREGIS website: http://www.westgov.org/wieb/wregis/documents.htm.
This report is a revision to the ORC report released on May 4, 2004. During May and June, the ORC developed recommendations for the Tier 2 issues identified in the May report, and these recommendations are included in the attached report. This report, as with the May report, incorporates WREGIS Working Group review comments.

As you are aware, the WREGIS Operating Rules Committee (ORC) and Data Interface Subcommittee finalized their preliminary recommendations on WREGIS functional requirements at the end of April 2004. These requirements are documented in the WREGIS Interim Operating Rules: Functional Requirements, dated May 4, 2004, which is posted on the WREGIS website at http://www.westgov.org/wieb/wregis/documents.htm. During the development of that document, the ORC identified a number of additional functional issues, identified as Tier 2 issues in the document. These issues include rules that will govern the participation of small and multi-fuel generators in WREGIS. During the month of May, the WREGIS Operating Rules Committee conducted weekly conference calls with substantial stakeholder involvement and developed draft recommendations to address these Tier 2 issues. On June 15th, the ORC will be distributing a revised Interim Operating Rules document which incorporates recommendations on these Tier 2 issues to the public via the WREGIS Working Group list serve for review. Written comments will be requested by no later than June 22nd.
We are alerting you now of this upcoming review period to enable you to plan ahead to allow your organization to review the document within the time frame required. The WREGIS ORC desires that all stakeholders be able to review the document and provide written comments. I will not be able to participate in the call tomorrow. However,
I want to share with the group how dual fuel generators are handled in
the Wisconsin renewable tracking system.
The program is set up so that generators report their total production
from a dual-fueled plant (renewable and
non-renewable). They then provide us with the backup data and
calculations of what percentage of the total output is from renewables,
based on the btu input/MWH output of the renewable and non-renewable fuels.
The dual-fueled generators that we are working with take samples each week
to determine the btu content of the fuel, which is then used to determine
the MWh generated from both the renewable and non-renewable fuel inputs.
This is required for their air permits (at least it is in Wisconsin).
From this, we can calculate the percentage of the output that is renewable.
The system takes this renewable percentage to calculate the MWh of the
total output that is renewable. Renewable certificates are only created
for the renewable-fueled amount.
We have found that this approach is simple and workable. There
is also no need to have to track non-renewable generation. The percentages
are re-calculated for each reporting period so that the number of renewable
certificates the system creates is accurate.
