Subject: [WREGIS-ORC] WREGIS Interim Operating Rules: Function Requirement

WREGIS Stakeholders:

Over the past three months, under the auspices of the Western Governors’ Association (WGA) and the California Energy Commission (Energy Commission), the Western Renewable Energy Generation Information System (WREGIS) Operational Rules Committee (ORC) has conducted weekly conference calls to develop draft recommendations that describe the functional requirements and operating rules for a west-wide, electronic renewable energy certificate (REC) verification and tracking system.  This process has entailed a significant commitment of time and resources from stakeholders with an interest in the activities within the Western Interconnect.  In addition to the direct work of the WREGIS ORC, a WREGIS Data Interface Subcommittee has also worked on the specific issues related to the acquisition of quality data to assist in the verification and tracking of renewable energy throughout the Western Interconnect.

The WREGIS ORC has documented these recommendations in the attached draft document, WREGIS Interim Operating Rules: Functional Requirements.  It describes the basic roles and functions that WREGIS will perform, including the WREGIS Data Interface Subcommittee's recommendations on data collection and management.  In addition, the ORC has identified a number of issues that have yet to be resolved, which have been highlighted in the document as Tier 2 issues.  These issues will be addressed by the ORC after April 30, 2004.  However, your comments on Tier 2 issues are welcome at this point, as well. Once developed, the recommendations on these outstanding issues will also be circulated to the WREGIS Working Group for review and comment.

Your comments on the WREGIS DRAFT Interim Operating Rules:  Functional Requirements are requested

The WREGIS ORC desires that all stakeholders with an interest in WREGIS review the document and provide written comments on the functional aspects of the system. This draft set of functions and operating rules will form the basis for the development of the systems software and associated functionality.

Unfortunately, timing is very tight, and therefore written comments are requested by no later than April 16th, and should be sent to Jennifer Martin, the ORC technical staff, at jmartin@....  Please feel free to forward this message on to other organizations that you feel would also have an interest in the outcome of the WREGIS project.

Once comments are received, the ORC will be holding two conference calls on April 23rd and April 30th to review and incorporate stakeholder comments as appropriate.  These calls are open to any interested participants.  You can find information about how to join the ORC at the bottom of this email message.

We thank you in advance for your comments.  If you have any questions about the ORC process, or WREGIS in general, please consult the WREGIS website (see links below), or contact Jennifer Martin at the Center for Resource Solutions (jmartin@...).

Western renewable energy tracking system draft operating rules distributed; stakeholder comments sought by April 16

FOR IMMEDIATE RELEASE

April 8, 2004

Contacts:

Chris McKinnon, Western Governors’ Association (303) 623-9378

Percy Della, California Energy Commission, (916) 654-5027

Jeff Burks, Utah Energy Office, (801) 538-5414

DENVER –The Operational Rules Committee of the Western Renewable Energy Generation Information System (WREGIS) today released draft interim operating rules that include recommendations on the functions and operating guidelines of a system to track and verify renewable electricity generation in the West.

WREGIS, which is being funded by the Western Governors’ Association (WGA), the Western Regional Air Partnership (WRAP) and the California Energy Commission (Energy Commission), will encompass 11 western states, two Canadian provinces and northern Baja -- the area covered by the Western Interconnect.

WREGIS is expected to be operational in 2005. It is envisioned to operate as an independent accounting system and database that will track renewable energy generation and ownership of renewable energy certificates within the Interconnect.

Over the past three months, the WREGIS Operational Rules Committee (ORC) and Data Interface Subcommittee (DISC) have conducted weekly conference calls to develop these draft recommendations. More than 600 stakeholders have been asked to participate in the development of the WREGIS tracking system.

"The development of draft operating rules for WREGIS is the culmination of a great deal of hard work and has truly been a collaborative effort." said Pam Inmann, Executive Director of the Western Governors' Association. "The participation of stakeholders, representing a wide range of interests from all areas of the Western Interconnect, has been critical to making determinations about all aspects of how the renewable energy tracking system will function in the West.

"WREGIS will become instrumental in the fulfillment of California's Renewable Portfolio Standard, "said Energy Commissioner John Geesman, chair of the Commission's Renewables Committee. Geesman said "the system will ensure that renewable energy production is transparent, precise and accurate as our state strives to

meet its RPS goal of producing 20 percent of its electricity supply from renewable sources by 2010."

Anyone interested in reviewing the draft rules is encouraged to access them via the Web at: http://www.westgov.org/wieb/wregis/documents.htm . In addition, you can receive the document directly by signing up for the stakeholder list-serve by sending a blank e-mail to WREGIS-WG-subscribe@yahoogroups.com . As the development of final operating rules is on a tight timeframe, written comments are requested by no later than April 16th, and should be sent to Jennifer Martin, ORC technical staff, at jmartin@... .

Once comments are received, the ORC will be holding two final conference calls, April 23rd and April 30th, to review and incorporate stakeholder comments as appropriate. These calls are open to any interested participants. Send a blank e-mail to WREGIS-ORC-subscribe@yahoogroups.com to receive detailed information on these calls, or see http://groups.yahoo.com/group/WREGIS-ORC/ .

California Energy Commission Chairman Bill Keese will brief New Mexico Governor Bill Richardson, Chairman of the Western Governors’ Association, on the status of the development of WREGIS at WGA's North American Energy Summit April 14 – 16th in Albuquerque, N.M.

About the Western Governors' Association

The Western Governors’ Association is an independent, nonprofit organization representing the governors of 18 states and three U.S.-flag islands in the Pacific. Through their Association, the governors identify and address key policy and governance issues related to natural resources, the environment, human services, economic development, international relations and public management.

About the California Energy Commission

Based in Sacramento, the California Energy Commission (Energy Commission) is the state's primary energy policy and planning agency. The Energy Commission was created by the Legislature in 1974 to fulfill five major responsibilities. It is tasked with forecasting future energy needs and keeping historical energy data; licensing thermal power plants 50 megawatts or larger; promoting energy efficiency through appliance and building standards; developing energy technologies and supporting renewable energy; and planning for and directing state response to energy emergencies.

When California's electricity industry was deregulated in 1998, the Energy Commission took on the additional roles of overseeing funding programs that support public interest energy research; advancing energy science and technology through research, development and demonstration; and providing market support to existing, new and emerging renewable technologies.

Dear WREGIS-ORC members,

This is a follow-up to an e-mail sent to the Operational Rules Committee on February 4, 2004, regarding the North American Association of Issuing Bodies.

If you are interested in participating in the development process, please see the attached documents, and register by sending a blank e-mail message to NAAIB-subscribe@yahoogroups.com.  For more information, please see the NAAIB website at: http://www.resource-solutions.org/naaib/, or feel free to contact me directly.
Thank you,

WREGIS Operating Rules Committee:

At the last OTC meeting, there was general interest in learning more about
the North American Association of Issuing Bodies, the organization that
will, if formed, provide a platform for coordination between the various
renewable energy certificate tracking systems ("issuing bodies") in North
America.  I have attached two documents that provide background on the
NAAIB, a short description of the NAAIB, and a longer document that is the
draft Basic Commitment that will guide membership in the NAAIB.

If you have any further questions on the NAAIB, please let me know.

Subject: NAAIB update - March 19, 2004

Dear NAAIB stakeholders,

Thank you all for your recent replies to my request for NAAIB committee
sign-ups, review of the Chicago meeting minutes, and other information.

Attached please find an updated stakeholder list.  You will note that it
lists whether members are from Canada, the U.S. or Mexico, and whether or
not members have signed up on the main NAAIB list-serve.

I have also attached an updated committee list, revised Chicago meeting
minutes and committee schedule.

Now that we have these things in place, we are ready to start the committee
work, which will be managed through the use of committee list-serves.  The
majority of the work and discussions will take place via e-mail and
conference calls.  There maybe some face to face meetings if necessary.  We
will begin with the Institutional and Governance Committee.

CRS has prepared a "strawman" proposal for the structure and governance of
the NAAIB, and is sending that to committee members now or their review and
comment.  Once the committee has reviewed the document and comments have
been incorporated, all stakeholders will be given a chance to comment on the
final draft document via the main stakeholder list-serve.

Here is what I need from you:

-Stakeholder and Committee sign-up lists.  Please check these revised
attached lists again and send any missing contact information to Sarah
Krasley at sarah@....

-List-serve sign-up for all stakeholders.  Please make sure that you sign up
on the main NAAIB list-serve if you haven't already - this will be how we
will keep stakeholders informed of progress, communicate with each other,
and carry out a fair amount of the committee work.  All stakeholders should
be on the master stakeholder list-serve:
(http://groups.yahoo.com/group/NAAIB/) -- Simply send a blank email to
NAAIB-subscribe@yahoogroups.com.

-List-serve sign-up for committee members.  Everyone who has signed up for
one or more committees should also be on their committee's list-serve.
Please see the attached list of committee list-serves.  You can sign up on
the website for the list-serve of the committee/s you are on.

-Committee chairs.  We still need chairs for the Institutional & Governance,
Financial, Communications & Outreach, Financial, and Markets Committees.
(We have one for the Technical Committee!) Please let me know if you are
interested. The Executive Committee will be composed of committee chairs and
staff.

For anyone you know who might want information about the NAAIB, please
direct them to the website at http://www.resource-solutions.org/naaib/.

Thank you all for your continued interest.  I look forward to beginning work
with you shortly on the Intuitional & Governance Committee and the other
substantive work soon thereafter.

Sincerely,

Holly

Steven,

The rationale was that 5 calendar days would not be enough time if a holiday fell during that time.  Folks did not think about the fact that there were different holidays in different states.

Another option to the one you suggested is to say that WREGIS will post a holiday schedule (and this will reflect where WREGIS is eventually located), so we can keep the five b-days language, and allow some flexibility when we know exactly who be operating WREGIS.

Does anyone else on the ORC list serve have suggestions/recommendations on this issue?

- Jennifer

Jennifer – I took a look at the documents and had one observation.  When discussing the automatic forward certificate transfers, the 5-day lead time to rescind was changed from “calendar days” to “business days.”  Typically, business days do not include holidays (I think).  If so, all states will have different holidays, and WREGIS may be in a difficult situation keeping abreast of whether the request was submitted consistent with the rules.

If the issue is providing sufficient lead time, and if the concern was raised that 5 calendar days may be insufficient time to implement, I would recommend going to 7 calendar days (thus capturing the weekend + 5 days during the week).

I presume the committee discussed this change.  Can you describe the rationale for the change.

Hi everyone.
I strongly recommend that WREGIS addopt a simple calendar day
system. This is how NEPOOL GIS has addressed the challenge of
multiple states with multiple holidays -- not to mention holidays
that move/ NEPOOL GIS works on a calendar day basis. If the 15th
of the month is the last day of trading and it falls on a Sunday or
Martin Luther King day it doesn't matter. Since the system is
available 24/7 on the web it really doesn't matter.

I will admit I a bit shocked when I first focused on this minor
detail in the NEPOOL GIS desgin. But operationally it is really
much simplier than trying to keep track of holiday calendars in
multiple states.

just a thought

I think Steve's suggestion to make it 7 calendar days is very good.  It keeps it simple and easy for everyone to understand.

Isn't the committee still discussing this issue, as I recall some people on the call were concerned about having the certificates bypass a generator's account through this forward transfer?

Steven,
The rationale was that 5 calendar days would not be enough time if a holiday fell during that time.

Two clarifications on the Import/Export document....

1)  First  section, second paragraph states:  "Any generator, or its authorized agent, located outside of WECC that requests RECs be created for the first time, for a given period of generation (such as a month), by WREGIS must sign an affidavit that WREGIS is the only tracking system in which that generator's RECs will be created for the first time, and that the generator's RECs have not been previously used or claimed by another entity/program."

Our understanding at the last conference call was that the term "generator" is meant to apply to an individual wind farm.  The proposed language could be construed to mean that all wind farms owned by a generator (company) must be attested as tracked only by WREGIS.  The language should clarify that REC's 'attested to' are from any individual project -- not all of the projects that might be owned anywhere by the "generator".   Suggest the following:   ".... in which that generator's RECs for the generation project defined in the attestation will be created for the first time..."

2)  First Section, Note at the end of 2nd paragraph states:   [Action item to Institutional Committee to draft legal terms and conditions that all generators and importers must agree to in order for their RECs to be created and tracked in WREGIS, including rules addressing fuel source disclosures.]

The rules will need to address the fact that states may treat fuel disclosure in different ways.   Also, it is assumed that fuel disclosure as defined here, applies only to the fuel relative to the REC's, not fuel sources of other non-REC generation sources that might be owned by the generator.
