The Operational Rules Committee of the Western Renewable Energy Generation Information System (WREGIS) today released draft interim operating rules that include recommendations on the functions and operating guidelines of a system to track and verify renewable electricity generation in the West.
WREGIS, which is being funded by the Western Governors’ Association (WGA), the Western Regional Air Partnership (WRAP) and the California Energy Commission (Energy Commission), will encompass 11 western states, two Canadian provinces and northern Baja -- the area covered by the Western Interconnect.
WREGIS is expected to be operational in 2005. It is envisioned to operate as an independent accounting system and database that will track renewable energy generation and ownership of renewable energy certificates within the Interconnect.
Over the past three months, the WREGIS Operational Rules Committee (ORC) and Data Interface Subcommittee (DISC) have conducted weekly conference calls to develop these draft recommendations. More than 600 stakeholders have been asked to participate in the development of the WREGIS tracking system.
"The development of draft operating rules for WREGIS is the culmination of a great deal of hard work and has truly been a collaborative effort." said Pam Inmann, Executive Director of the Western Governors' Association. "The participation of stakeholders, representing a wide range of interests from all areas of the Western Interconnect, has been critical to making determinations about all aspects of how the renewable energy tracking system will function in the West.
"WREGIS will become instrumental in the fulfillment of California's Renewable Portfolio Standard, "said Energy Commissioner John Geesman, chair of the Commission's Renewables Committee. Geesman said "the system will ensure that renewable energy production is transparent, precise and accurate as our state strives to
meet its RPS goal of producing 20 percent of its electricity supply from renewable sources by 2010."

At the last OTC meeting, there was general interest in learning more about the North American Association of Issuing Bodies, the organization that will, if formed, provide a platform for coordination between the various renewable energy certificate tracking systems ("issuing bodies") in North America. I have attached two documents that provide background on the NAAIB, a short description of the NAAIB, and a longer document that is the draft Basic Commitment that will guide membership in the NAAIB.

Thank you all for your recent replies to my request for NAAIB committee sign-ups, review of the Chicago meeting minutes, and other information.
Attached please find an updated stakeholder list. You will note that it lists whether members are from Canada, the U.S. or Mexico, and whether or not members have signed up on the main NAAIB list-serve.
I have also attached an updated committee list, revised Chicago meeting minutes and committee schedule.
Now that we have these things in place, we are ready to start the committee work, which will be managed through the use of committee list-serves. The majority of the work and discussions will take place via e-mail and conference calls. There maybe some face to face meetings if necessary. We will begin with the Institutional and Governance Committee.
CRS has prepared a "strawman" proposal for the structure and governance of the NAAIB, and is sending that to committee members now or their review and comment. Once the committee has reviewed the document and comments have been incorporated, all stakeholders will be given a chance to comment on the final draft document via the main stakeholder list-serve.
Here is what I need from you:
-Stakeholder and Committee sign-up lists. Please check these revised attached lists again and send any missing contact information to Sarah Krasley at sarah@....
-List-serve sign-up for all stakeholders. Please make sure that you sign up on the main NAAIB list-serve if you haven't already - this will be how we will keep stakeholders informed of progress, communicate with each other, and carry out a fair amount of the committee work. Hi everyone.
I strongly recommend that WREGIS addopt a simple calendar day
system. This is how NEPOOL GIS has addressed the challenge of
multiple states with multiple holidays -- not to mention holidays
that move/ NEPOOL GIS works on a calendar day basis. If the 15th
of the month is the last day of trading and it falls on a Sunday or
Martin Luther King day it doesn't matter. Since the system is
available 24/7 on the web it really doesn't matter.
I will admit I a bit shocked when I first focused on this minor
detail in the NEPOOL GIS desgin. But operationally it is really
much simplier than trying to keep track of holiday calendars in
multiple states.

It keeps it simple and easy for everyone to understand.
Isn't the committee still discussing this issue, as I recall some people
on the call were concerned about having the certificates bypass a generator's
account through this forward transfer?

Two clarifications on the Import/Export document....
1) First section, second paragraph states: "Any generator, or its authorized agent, located outside of WECC that requests RECs be created for the first time, for a given period of generation (such as a month), by WREGIS must sign an affidavit that WREGIS is the only tracking system in which that generator's RECs will be created for the first time, and that the generator's RECs have not been previously used or claimed by another entity/program."
Our understanding at the last conference call was that the term "generator" is meant to apply to an individual wind farm. The proposed language could be construed to mean that all wind farms owned by a generator (company) must be attested as tracked only by WREGIS. The language should clarify that REC's 'attested to' are from any individual project -- not all of the projects that might be owned anywhere by the "generator". Suggest the following: ".... in which that generator's RECs for the generation project defined in the attestation will be created for the first time..."
2) First Section, Note at the end of 2nd paragraph states: [Action item to Institutional Committee to draft legal terms and conditions that all generators and importers must agree to in order for their RECs to be created and tracked in WREGIS, including rules addressing fuel source disclosures.]
The rules will need to address the fact that states may treat fuel disclosure in different ways. Also, it is assumed that fuel disclosure as defined here, applies only to the fuel relative to the REC's, not fuel sources of other non-REC generation sources that might be owned by the generator.
