Regarding the replies that you received earlier, and are included at the end of
your dossier, I am a bit unsure. They were not meant for publishing in such a
and some refer to points from you that have later been changed, to documents
that the reader will not have easy access to etc. Some of them are a bit
confusing to read.
However some of the messages, for instanec the one from Dave Holladay, will talk
straight to the authorities thaht will be reviewing your dossier, and show them
the practical problems in providing helmets. There are also points about how
helmets that are provided almost inevitably will provide substantially less
safety than owned ones. Lent or rented helmets will be symbolic rather than
have a practical purpose to an even greater extent than helmets chosen, fitted,
cared for, exclusively owned and used by the user of the rented bike.
