ACE's On-Time Performance Update
**********************************************************************
Last week - March 19th through the 23rd - ACE ran a total of 40
trains. Of the 40 trains ACE ran, 33 were on time, for an on-time
performance of 82.5%. 7 trains for the week were late, accounting for
17.5%.
ACE has been diligent in discussing on time percentages with
representatives of the Union Pacific Railroad. UPRR took time to
visit with ACE and discuss issues involving the on-time percentage of
trains. The San Joaquin Regional Rail Commission will continue to
strive to improve the service levels expected by our customers.

Emergency Call Boxes at ACE Stations

In order to fully meet the security needs of its passengers, ACE
recently upgraded two emergency call boxes - one at the
Lathrop/Manteca station and the other at the Tracy station. At the
Lathrop/Manteca station, the call box is located at the southern end
of the platform. For the Tracy station, the call box is located in
the middle of the platform.
If presented with an emergency situation, simply press the call button
on the unit and you will be instantly connected to ACE's Operations
Center. You will have an opportunity to speak to one of ACE's
Operations personnel about your emergency and, if necessary, the
personnel will dispatch emergency services responders.

Afternoon On-Time Performance Slips
**********************************************************************
The week of April 2, 2007 has seen a drop in on-time performance (OTP)
for ACE trains operating eastbound. Month-to-date, the OTP is
approximately 67% with evening trains being affected by freight train
interference. This week 16 Trains operated on time, with another 8
trains operating late into their destination.
As has been done in the past, top ranking Union Pacific Railroad
Officials are being briefed on dispatching decisions that adversely
affect ACE's on-time performance. We anticipate corrective action on
the part of the Union Pacific Railroad to improve ACE train
performance.

Possible ACE Schedule Change - Feedback Needed

The San Joaquin Regional Rail Commission is considering altering the
current schedule for a few ACE trains. Based upon its ongoing
parternship with Caltrans, the SJRRC has proposed a change in schedule
so that more commuters could utilize the train-to-train mode of
transportation. In addition to the ease of using our train - with
this new schedule - to connect to Caltran, the SJRRC is acting upon
numerous inquiries from potential and existing passengers to add a
later P.M. commute option. This new schedule would affect the current
midday train schedule and add an evening commute train. All A.M.
commute-hour trains will remain the same.
The schedule below reflects the proposed schedule change. Please
review it closely and email us with your feedback. We REALLY need to
hear from our passengers before the Commission makes a decision on
this change.
The train that currently leaves Stockton at 9:30 A.M. would leave at
11:40 A.M., getting into San Jose at 1:50 P.M.
The train that currently leaves San Jose at 12:05 P.M. would be
elliminated.
The train that currently leaves San Jose at 3:35 P.M. would leave at
3:15 P.M., getting into Stockton at 5:25 P.M.
The train that currently leaves San Jose at 4:35 P.M. would remain the
same, getting into Stockton at 6:45 P.M.
The train that currently leaves San Jose at 5:35 P.M. would remain the
same, getting into Stockton at 7:45 P.M.
An additional train would be added and would leave San Jose at 6:40
P.M., getting into Stockton at 8:50 P.M.

On-Time Performance Update

Just a quick update on the performance for the month of April as of
the 24th:
ACE ran a total of 136 trains; 106 trains were on-time, 29 were late,
and one was annulled. For the month of April, we are running at 78.52
percent on-time. The detailed breakdown is as
follows:
5 minutes or less late: 107 trains
6-10 minutes late: 14 trains
11-14 minutes late: 3 trains
15-19 minutes late: 1 train
19 minutes or more late: 11 trains
We are striving to improve the on-time performance with the Union
Pacific and appreciate your patience while we work with our partners.

credit card, your transaction may be declined at all ACE stations.
This is a temporary problem and ACE personnel will be working on a

Cabral Station Entryway Update

Plans are moving forward for a wonderful new entryway to the historic
Robert J. Cabral Station in Stockton. As reported last fall, ACE
staff have been working with Opticos Design, Kimley-Horn Associates,
and Odyssey on the design for a new entryway to the station from
Aurora Street, through what is currently the site of Bockman and Woody
Electric. ACE will be closing escrow soon on this property, with the
electric facility moving to a new location in Stockton. Demolition of
current buildings on the property will take place in the summer to
make way for the new formal entryway, complete with additional staff
and visitor parking, landscaping, walkways, a central green, a
security kiosk, and a landmark clock tower. Circulation will also be
improved, providing more convenient access for buses and cars
throughout the station area.
The City of Stockton’s Design Review Committee will review the
entryway plans for approval in mid-May, with construction expected in
the fall. For more information on the project, please contact Thomas

Detailed Breakdown of ACE's On-Time Performance

For the month of April ACE ran 168 trains; 129 were on-time, 38 were
late, and 1 was annulled. The on-time percentage was 77 percent.
The breakdown for the month was as follows:
Delayed 5 or less Minutes: 130
Delayed 6-10 Minutes: 19
Delayed 11-14 Minutes: 5
Delayed 15-19 Minutes: 1
Delayed 19 or more: 13
So far for the month of May as of the 8th, ACE has run 40 trains, not
counting the 8th. 30 Trains were on-time. As such, ACE is running at
75 percent on-time.
Again, we apologize for the delays - we are trying to eliminate them
with Union Pacific Representatives. We are confident that together we
will minimize some of the delays soon.

ACE Wireless Internet Update

ACE and our vendors continue to test and configure the Wi-Fi system.
Recently we installed and programmed a "Gateway" to the network that
will help distribute the bandwidth. Currently we are working with the
equipment that represents ACE trains #03 & #06 because these are our
most populated trains.
We welcome all users to attempt to log on to the system on a regular
basis. The Gateway requires a User ID and Password to allow access.
The generic user ID during this testing phase is ACE.
The password during the testing phase is USER.
When asked to logon simply enter the above information in both fields
to access the system.
Please remember the system is still being tested and configured. We
would appreciate any feedback you might have as we work to get this
system operational. Please e-mail any comments or suggestions to comments@....
We will provide updates as the final phases of implementation are
completed.

to work with Lathrop Police on increased patrols as well as using ACE
Staff to randomly monitor the lot.
We’re also working to secure funding through Homeland Security which
will be used to upgrade system security cameras. More details to

WiFi Testers Needed!

ACE administrators are calling on riders to help test the wireless
internet onboard the train. Are you interested in being included in
that team?
As many of you know, ACE recently began asking passengers to attempt
the WiFi service onboard the trains. ACE personnel have been told by
the contractors that service should be functional at this time, but
that it needs to be tested for performance. In order to test this new
service, ACE must call upon the riders for assistance, and if you are
interested, please observe the following:
-The testing team must be made up of passengers who normally ride ACE
#03 and ACE #06.
-Members of the team must provide daily email updates to ACE
administration for a specified length of time.
-You must be willing to accept phone calls from ACE administration,
who may occasionally call to review the service with you.
-Finally, all members of the testing team must be patient and
understand that we are still in a testing mode.
This team will be critical for the success of the WiFi service, please
respond ASAP.

The Altamont Commuter Express will welcome two school groups onboard
the train on Friday, June 22. The groups will be headed to Great
America and the breakdown is as follows:
Both groups will board the ACE train at the Lathrop/Manteca station on
ACE #05 at 6:58 AM. One group will be located in car #1, and the
other group will be in the mid- and upper level of car #2.
On the return journey, one group will board ACE #06 from Great America
at 4:46 PM. They will be located at car #1. The other group will
board ACE #08 from Great America at 5:46 PM. They will be located at
car #1.
Please extend common courtesy to these groups and thank you for your

the crowded conditions on our ACE Train #05 this morning. Plans were
in place to operate a 6 car train set to accommodate our school
groups, but mistakenly, a 5 car train set was dispatched.
We are sorry for the inconvenience you may have experienced.

ACE Security Reminders/Updates:

ACE continually works with the Office of Homeland Security to obtain
funding for security projects and Staff training. In addition, ACE
Staff Steve Walker recently attended a Passenger Rail Security
Conference hosted by BNSF in Texas. The goal of the Ft. Worth
conference was to bring as many passenger and freight rail partners
together to discuss safety and security issues and come up with
solutions that would benefit the rail industry as a whole. Some of
the ideas generated will be implemented at ACE in the near future and
include working with our law enforcement partners to Safety and
Security drills. Two drills will be held this year in September and
November testing system security and emergency response. More details
to follow.
I want to thank all of those who contacted me regarding parking
citations that were received at Great America the week of June 11th.
I’ve forwarded all of the citation information to Santa Clara Police.
They’ve informed me that passengers will be notified when the
citations are reversed. Santa Clara Police has also informed me full
parking enforcement will begin on July 1 at Great America. Please do
not park in the marked areas between 11:00 PM and 6:00 AM daily.
As a reminder, please do not leave vehicles in ACE parking lots for
more that 48 hours. If you need to park more than 48 hours, notify
ACE with a description of the vehicle.

we encourage you to participate in the fair in Pleasanton, ACE is
fully aware of the parking challenges that may be presented at the
Pleasanton ACE Station.
The fair will be in full swing starting Friday, June 22, and
continuing on through July 8. During that time, parking at the
Pleasanton ACE Station may be unusually challenging. ACE
administration is currently involved in some negotiations which they
hope will alleviate some of the parking woes. Please be patient as we
work to create some alternatives to the fairground parking lot
challenges.
UPDATE - June 28, 2007 - ACE will be running a shuttle at the
Pleasanton Fair to help with overflow parking. If you find that
parking is a challenge during the fair, you may consider this as
another option until the end of the fair. We are using bus #53
everyday. The parking lot is located on Valley Road at gate #12. We
will run a bus in the morning to the train at 6:35 and 7:40 AM. In
the afternoon, the bus returns from the train at 4:40, 5:40, and 6:40

New ACE Timetable To Go Into Effect On July 2, 2007

A new timetable has been printed and will be available on July 2,
2007.
One change reflected in the new July 2, 2007 timetable will affect the
ACE/Amtrak Bus #3910. The #3910 bus will no longer serve the Fremont
bus stop at Mission Boulevard and I-680. It will instead be routed to
the ACE/Amtrak Fremont Centerville Depot where all ACE trains
currently stop. The result, ACE will serve only one stop in Fremont
instead of two.
Secondly, to accomplish this change, the bus will be scheduled to
depart San Jose at 6:30 pm, and depart Santa Clara and Great America
stations 10 minutes earlier than the current times. The bus will
depart the Fremont/Centerville train depot at 7:20 pm. All remaining
down line bus schedule times will remain in effect as before.
Timetables will be available on board trains and through ACE ticket
locations.

Locomotive Failure on July 3, 2007
**********************************************************************
On Tuesday morning July 3, 2007 the locomotive on ACE Train #01
experienced a mechanical failure in the Altamont Pass area when
amperage to the traction motors dropped. This was a result of
possible circuit board failure affecting the on-board locomotive
computer system. This dropped amperage would not provide enough power
for the single locomotive to haul 5 coaches over the grades on the
route ahead.
As a result, ACE trains #01 and #03 were coupled together and operated
as one train on ACE train #03’s schedule. The combined train arrived
in San Jose roughly 30 minutes late.
An additional locomotive was forwarded to San Jose for the return
evening commute enabling all trains (ACE #04, #06, and #08) to operate
as scheduled.
We would like to thank all riders for the patience on Tuesday. We
apologize for the inconvenience this event may have caused you.

The Alameda County Fair, Parking - UPDATE
**********************************************************************
The Alameda County Fair is upon us and with it, fun and frenzy. While
we encourage you to participate in the fair in Pleasanton, ACE is
fully aware of the parking challenges that may be presented at the
Pleasanton ACE Station.
The fair will be in full swing starting Friday, June 22, and
continuing on through July 8. During that time, parking at the
Pleasanton ACE Station may be unusually challenging. ACE
administration is currently involved in some negotiations which they
hope will alleviate some of the parking woes. Please be patient as we
work to create some alternatives to the fairground parking lot
challenges.
UPDATE - June 28, 2007 - ACE will be running a shuttle at the
Pleasanton Fair to help with overflow parking. If you find that
parking is a challenge during the fair, you may consider this as
another option until the end of the fair. We are using bus #53
everyday. The parking lot is located on Valley Road at gate #12. We
will run a bus in the morning to the train at 6:35 and 7:40 AM. In
the afternoon, the bus returns from the train at 4:40, 5:40, and 6:40
PM. Any questions, please call customer service at 1-800-411-RAIL.

Parking at the Great America Station
**********************************************************************
A 200-space Park & Ride lot is available free-of-charge to patrons
using the Santa Clara/Great America Amtrak Station. Located at the
south end of Stars and Stripes Drive, this Park & Ride lot allows
passengers to park overnight and on weekends for up to 72 hours.
On-street parking is still available along Stars and Stripes Drive
east of Centennial Boulevard from 6 am - 11 pm only; however, starting
July 1, 2007 overnight on-street parking is no longer permitted. Cars
violating this policy are subject to fines by the City of Santa Clara.

ACE Security Reminders and Updates

SAFETY DRILLS:
ACE continually works with the Office of Homeland Security to obtain
funding for security projects and Staff training. Some of the Staff
training includes emergency drills. ACE is hosting a drill in October
and participating in a statewide drill this November. These exercises
test employees and response plans. Based on the results,
modifications are made to enhance the effectiveness of plans and Staff
response.
CAMERA UPDATE:
A representative from Homeland Security is meeting with me on July
26th, 2007 to go over paperwork requesting funds for a new station
security camera system. The goal of this meeting is to review
paperwork for grant requests prior to our deadline and to show the ACE
system to our partners at Homeland Security.
GREAT AMERICA PARKING CITATIONS:
I want to thank all of those who contacted me regarding parking
citations that were received at Great America the week of June 11th.
As I’d mentioned before, all of the citation information has been
forwarded to Santa Clara Police. When a parking cite is dismissed,
Santa Clara PD does so by sending a request via fax directly to the
parking vendor. It’s done automatically and no notice is sent to the
passengers. Santa Clara PD keeps a copy of the dismissal in the event
the passenger goes to register their vehicle and the violation is
still listed. To date they haven’t had this occur.
As a reminder, please do not leave vehicles in ACE parking lots for
more that 48 hours. If you need to park more than 48 hours, notify
ACE with a description of the vehicle.

The above listed ACE parking lots will be resealed and restiped and
passengers will not be able to leave their vehicles in the lots while

grant application - as well as other available resources - for

Public Notice: VTA's DASH Service

Effective Monday, August 6, 2007
VTA personnel will begin operating the Downtown Area Shuttle (DASH),
with new vehicles and improved service frequency throughout downtown
San Jose.
VTA's improved DASH service will operate every 8-10 minutes, between
6:15 am and 7:00 pm, on weekdays.
This service is funded by the San Jose Downtown Association, the City
of San Jose, a Transportation Fund for Clean Air grant from the Bay
Area Air Quality Management District and VTA.

Regional Rail Plan

After 18 months of analysis and stakeholder involvement, we are
unveiling a blueprint for expanding the region’s network of rail
lines. The Draft Regional Rail Plan will identify potential rail
passenger and rail freight improvements for the near-, intermediate-,
and long-term.

Sign Up for ACE's Alert Systems

Up-to-the-minute alerts are available for passengers when train delays
are expected. Sign up for ACE's alert systems and be kept "in the
loop" when circumstances force inevitable delays. The Altamont
Commuter Express has two alert systems in place.
The ACE Email Alert will be sent via email when delays of 15 minutes
or longer are anticipated. The ACE Email Alert system will only work
on devices that will receive emails.
The ACE Call Alert will be dispatched via telephone when delays of 30
minutes or longer are anticipated. The ACE Call Alert system will be
initiated with the onset of a major event, such as derailments, major
weather disruptions, fires, and other delays.
The ACE Operations Center reminds passengers that these are estimated
delays only based on the current information available.

Designated Parking at Stockton's Cabral Station
**********************************************************************
As the need for additional and more convenient parking has
intensified, ACE administration will be making a conserted effort over
the next few months to locate and create more spaces for the riders.
At this time, there is an immediate need for parking for the midday
train and elderly passengers. As such, ACE personnel will be blocking
off specific spaces along the south entrance to the Cabral Station to
accomodate for these needs. In consideration for your fellow patrons,
please do not park in these designated spaces before 8 am.

ACE 01 Delays on Monday & Tuesday, September 10 & 11
**********************************************************************
On Monday morning, September 10, ACE Train 01 was blocked from
entering the Stockton Station by a Union Pacific freight train which
experienced mechanical difficulties while passing through downtown
Stockton. The Union Pacific freight train came to a sudden stop,
blocking all major downtown street crossings and the BNSF mainline
which runs between Richmond and Bakersfield. Once the freight train
was able to move and clear our route, ACE 01 boarded passengers and
departed Stockton 48 minutes late.
Tuesday morning September 11, 2007, ACE Train 01 was again delayed en
route to San Jose. The Union Pacific Railroad experienced a signal
failure between Tracy and Midway, delaying the train by 20 minutes.
The train was then further delayed between Newark and Great America
waiting for the northbound Amtrak “Capitol Corridor” train #524.
We wish to thank everyone affected for their patience during these
delays.

Searching for a Signal

About 18 months ago, the Altamont Commuter Express began investing in
a new and cutting edge technology designed to put high speed internet
on each of the ACE trains. Over these last 18 months CTS and Raysat –
the equipment and service providers – have learned a lot about what
does not work and, more importantly, what will work. After the most
recent round of testing, it has become increasingly clear that the
largest “hurdle” is the amount of bandwidth needed to make this work.
Fixing this problem is not as easy as it sounds.
There has been very limited bandwidth available on satellites with a
“look angle” appropriate for Northern California. Further, there has
been a huge increase in price for this already limited commodity. On
the trains, our consultants had to learn about the best way to channel
the WiFi signal throughout each car and keep the signal strong enough
for passenger usage.
There have been additional factors they have had to overcome, such as
the very high temperatures in the ceiling of each train. Those high
temperatures can affect and even damage the equipment the consultants
are using for this project.
WiFi A Challenge Across the Rails
The idea of having Internet access onboard many other California
trains have stalled.
Caltrain has announced that they have rejected several bids to build
out their WiFi service. The agency could not afford one of the
bidder’s costs, which resulted in a necessary subsidy, and did not
want to deal with the other bidder’s complexity.
The Capitol Corridor has experienced similar disappointments in their
WiFi testing, stating that the initial bidders either pulled out or
offered impractical options.
As you can see, there are many factors and variables that make this
endeavor a challenging project, but one that we have worked hard to
make successful.
Not Giving Up
With all of this in mind here is what ACE and its vendors are planning
to do:
Swap out the current antennas for the latest version. This
includes changing the internal modems but not the internal WiFi CPE.
Change service providers. ACE’s new provider will be providing
service on a new satellite with an even better “look angle” and the
amount of bandwidth will be 6X downlink and 4X uplink speeds as the
previous provider. This additional bandwidth is significantly more
than what is actually required.
Test this out on one train and then move to the three other
trains once this proves successful.
In addition to what we have planned for the next step, there may be
options that we have not considered yet. It is entirely possible that
solutions to the WiFi woes are more achievable than anyone has
realized thus far. We admit that we are not technology geniuses, but
we know that we have technology geniuses onboard the ACE trains who
may know how to rectify the challenges that we have faced with this
service.

mind for the pioneering of this unique, one-of-a-kind feature for the

The Wide-Reaching Effect of Fraudulent ACE Tickets
**********************************************************************
Passenger Service Representatives (PSR) are fare inspectors which ACE
has charged with the responsibility of ensuring the safety of the
passengers, in addition to making sure that each passenger has a valid
ticket while onboard the train. Since ACE is a barrier-free public
transportation service, the Ticketing Department relies on the fare
inspectors to guarantee proper “fare-box” recovery.
Recently, ACE fare inspectors confiscated nearly 100 fraudulently-used
tickets within just two days. Fraudulent tickets, for example, are
20-trip tickets validated more than 20 times or round-trip tickets
with six stamps. ACE administration has received several messages
from honest passengers who alert staff to riders who teach others how
to cheat the ticketing system.
During the next few months, passengers will see an increase in careful
scrutiny by the PSR’s for adherence to the ticketing policies. At the
same time, ACE staff will be monitoring the fare-box recovery for
trends based on ridership numbers versus revenue; as of late, though
ridership numbers continue to climb, fare-box recovery has been
declining.
In January, the San Joaquin Regional Rail Commission will re-evaluate
an increase in ACE fares. If, based upon the progress of fare
recovery, the Board determines that an increase is warranted, ACE will
implement a fare increase. The impact of fraudulent tickets and
passengers abusing the honor-based ticketing system may be affected by
everyone.

Tree Cutting at San Joaquin Stations

In order to allow for enhanced and clear visibility for the security

Parking Enforcement at Livermore Garage

The City of Livermore has asked ACE to remind passengers about the

In addition to what we have planned for the next step, there may be
options that we have not considered yet. It is entirely possible that
solutions to the WiFi woes are more achievable than anyone has
realized thus far. We admit that we are not technology geniuses, but
we know that we have technology geniuses onboard the ACE trains who
may know how to rectify the challenges that we have faced with this
service.

Tree Cutting at San Joaquin Stations

In order to allow for enhanced and clear visibility for the security
cameras, the trees at the following parking lots will be trimmed over
the next few weekends. To accomodate, vehicles must be removed from
the parking lots during the specified weekends; any remaining vehicles
in these lots may be towed at owners expense.

Parking Enforcement at Livermore Garage - UPDATE

The City of Livermore has asked ACE to remind passengers about the
following parking issues. Passengers may now park their vehicle on
levels TWO AND THREE only; additionally, overnight parking is not
allowed at the garage. Signs are posted, and the City will now begin
enforcing these regulations. Anyone not adhering to these regulations
may be cited by the City of Livermore, and vehicles left may be towed
at the owners expense.

The City of Santa Clara has put up new signs on the street at Great
America. They will now allow parking again. The only exception is
12:01 AM Wednesday until 07:00 AM Wednesday morning. You will be

Discount Sales Promotion Expires October 31, 2007

The limited sales promotion which featured a fifty percent discount
letter to new riders who apply for the "Test Drive" voucher will end
on October 31, 2007. Future changes to this Test Drive program will
allow for deeper partnerships with employers by offering one free
round-trip "discovery" tickets to employees. This change will be
phased in after the first of the year.
Fifty percent discount letters that have been issued on or before the
October 31, 2007 end date will be honored for redemption until
February 15, 2008.

ACE Maintenance Facility Initial Study

Gregg Baxter, Director of Operations for the ACE service, is
interested in your feedback on the Initial Study for the ACE
Maintenance Facility project. This study, which outlines the project
objectives and goals, is now available on the ACE website for public
review. Please take a moment and review the document; we welcome your

This new maintenance facility will be a great asset to the agency and
will provide a more efficient operation of equipment upkeep and
movement.

Pleasanton Passengers - New Shuttle Updates

Tests are currently underway to determine the feasibility of bringing
Wheels shuttles 53 and 54, and the County Connection shuttle right up
to the train platform. The operators of these buses will inform ACE
operations soon as to whether or not this enhanced service will be

Searching for a Signal

About 18 months ago, the Altamont Commuter Express began investing in
a new and cutting edge technology designed to put high speed internet
on each of the ACE trains. Over these last 18 months CTS and Raysat –
the equipment and service providers – have learned a lot about what
does not work and, more importantly, what will work. After the most
recent round of testing, it has become increasingly clear that the
largest “hurdle” is the amount of bandwidth needed to make this work.
Fixing this problem is not as easy as it sounds.
There has been very limited bandwidth available on satellites with a
“look angle” appropriate for Northern California. Further, there has
been a huge increase in price for this already limited commodity. On
the trains, our consultants had to learn about the best way to channel
the WiFi signal throughout each car and keep the signal strong enough
for passenger usage.
There have been additional factors they have had to overcome, such as
the very high temperatures in the ceiling of each train. Those high
temperatures can affect and even damage the equipment the consultants
are using for this project.
WiFi A Challenge Across the Rails
The idea of having Internet access onboard many other California
trains have stalled.
Caltrain has announced that they have rejected several bids to build
out their WiFi service. The agency could not afford one of the
bidder’s costs, which resulted in a necessary subsidy, and did not
want to deal with the other bidder’s complexity.
The Capitol Corridor has experienced similar disappointments in their
WiFi testing, stating that the initial bidders either pulled out or
offered impractical options.
As you can see, there are many factors and variables that make this
endeavor a challenging project, but one that we have worked hard to
make successful.
Not Giving Up
With all of this in mind here is what ACE and its vendors are planning
to do:
