election of Council officers. "…on October 25th, the delegates voted
down the proposal, 56 to 44 percent. This was the second time in five
years that the amendment was turned down."

evade the provisions of the federal Labor Management Reporting and
Disclosure Act (LMRDA), the 1959 law that guarantees union democracy
