PRIME II Armenia Country Program

JOB TITLE:   Training and Performance Improvement Advisor

JOB DESCRIPTION:
Scope of Responsibility
The Training and Performance Improvement Advisor will coordinate
technical aspects of the PRIME II Armenia Country Program, particularly
related to the strengthening of the family medicine program. The advisor
will collaborate closely with Ministry of Health officials,
representatives of the Armenia Social Transition Project (ASTP), the
family medicine, family nursing and reproductive health educational
institutions, public and private sector institutions, and other national
and international agencies.

Supervision
The Armenia Country Director supervises this position. The incumbent is
expected to work cooperatively and collaboratively with peers within the
country office, PRIME II international technical experts, and
individuals in counterpart agencies and to form an effective working
relationship with the Country Director.

JOB RESPONSIBILITIES:
- Assist in the coordination of RH training module development,
translation and dissemination for family medicine basic and continuing
education.
- Organize logistics for and participate in all training events for
family medicine, including facilitating sessions as needed/requested.
- Contribute to project budgets, reports, work plans, proposals, and
other activities as assigned.
- Regularly travel to the program's target regions to monitor progress
and provide technical assistance and program management.
- Help organize and participate directly in FP/RH training, research and
evaluation activities, including follow-ups, impact studies, project
reviews and monitoring.
- Perform other duties as assigned by the Country Director or his
designate, including representing the CD in her absence.

REQUIRED QUALIFICATIONS:
- MD, with a minimum of 3 years of clinical experience working in the
field of reproductive health. Preference for individuals with teaching
experience in basic or continuing education.
- Experience working with the government in developing and/or
implementing health sector reforms related to reproductive health,
family medicine, health financing or optimization.
- Experience working with international organizations and donors in
Armenia.
- Familiarity with international recommendations as they relate to
reproductive health and family medicine practices.
- Demonstrated ability to effectively coordinate programs or projects.
- Excellent verbal and written communications skills, including the
capacity to prepare and deliver formal presentations on programs and
results.
- Willingness to travel extensively within the country.
- Functional fluency in English and native-level spoken and written
fluency in Armenian and Russian.

REMUNERATION: will be in accordance with PSO terms and conditions and
includes a supplementary salary and a social security and insurance
package. The appointees will sign a contract with the requesting
organisation and a supplementary contract with PSO, the funding and
administrating organisation.

ABOUT THE COMPANY:
General Description of the Organization and Unit
Intrah is a non-profit organization affiliated with the School of
Medicine at the University of North Carolina at Chapel Hill. Intrah
leads the United States Agency for International Development (USAID)
sponsored PRIME II project in Armenia with a small office based in
Yerevan and technical expertise from the headquarters office in Chapel
Hill, North Carolina. The PRIME II Armenia strategic objective is to
improve health worker and health service performance in reproductive
health within the context of health sector reforms.

Purpose and Mission of the Position
The position is responsible for providing technical assistance and
guidance in training and performance improvement for the PRIME II
Country Program in Armenia. The Training and Performance Improvement
Advisor will work under the direction of the Country Director and within
the framework of the broad reform effort of the health and social
welfare systems undertaken by the Government of Armenia with support
from USAID. The PRIME II program focuses on improving quality of and
access to reproductive health care in Armenia through improving national
policies, in supporting the expansion of family medicine training and in
expanding the role of primary level nurses and midwives in offering

THE CURRICULUM RESOURCE CENTER (CRC); CENTRAL EUROPEAN UNIVERSITY

Program TITLE:   COURSE DEVELOPMENT COMPETITION - 2003

Application deadline: 28 April 2003 (all applications should reach the
CRC office by this date)

The Curriculum Resource Center (CRC) of Central European University,
sponsored by the Higher Education Support Program of Open Society
Institute, announces a call for proposals to develop new, innovative
university courses.

Aims of the Program

1. This competition is intended to encourage the introduction of new
courses, which are innovative in content, methodology and teaching
approach.
2. The program seeks to further the dissemination of new curricula
across our region (defined as Central and Eastern Europe, the former
Soviet Union and Mongolia).
3. Finally, we also aim to provide incentives and means for
interdisciplinary and international co-operation amongst academics from
the region.

Program DESCRIPTION:

1. Applicants are invited to develop and teach a one or two semester
long course on an important topic from a new perspective, in the
discipline areas listed below. The course should be clearly directed
towards one of the following levels: introductory; intermediate;
advanced; post-graduate.
2. The competition is open to individuals and groups for 10 month
grants. During this period, the successful applicants should first
prepare and then teach their proposed course.
3. Group grants will be awarded to promote innovative, collaborative
projects and priority will be given to groups of academics from at least
two different countries or cities of the region who aim to design a
course from an international perspective.
4. Where appropriate, applicants are strongly recommended to base their
courses on their original research in the given field.
5. All applicants should show how they intend to apply new approaches
(teaching methodology) to delivering the course.
6. Project proposals should demonstrate the following: compatibility
with the curriculum reform endeavours; innovative character and approach
(also to course design); relevance to regional issues; scientific
quality in the selected field; feasibility.
7. All accepted applicants are required to attend a workshop on
Curriculum Design and Teaching Methodology at the beginning of their
grant period. (The workshop will most likely take place during the week
of 23-29 June, 2003. The exact dates will be confirmed and announced
later for selected applicants.)
8. Application is restricted to resident citizens of Eastern- and
Southeastern Europe, the Former Soviet Union and Mongolia who are
teaching or intending to teach at a university in any country of this
region. Citizens of EU accession countries (Czech Republic, Hungary,
Poland, Slovakia, Slovenia, Estonia, Latvia and Lithuania) are eligible
only if they participate in group projects with colleagues from
non-accession countries AND/OR they propose courses developed in any of
the discipline areas described below that have a significant component
dedicated to the situation of Roma populations.

9. Previous CDC grantees and HESP/RSS Course Development Fellows are not
eligible for 5 years. Previous CRC participants can apply for a CDC
grant. Current Civic Education Project fellows may not apply.

Course Development Competition Grants

Grants for both individual and group projects will consist of the
following:

1. Monthly individual stipends for the preparation and teaching period
(country-specific, determined by the CRC office);
2. An allowance for legitimate additional course development expenses
(book purchases, teaching materials, photocopying, slides, etc.);
3. An allowance for additional, justified travel costs and
administrative expenses in the case of group grants;
4. By negotiation with the CRC, an allowance for justified travel to a
library outside the home city for the development of course materials
etc. The CRC will not, however, cover the costs of study in countries
outside the region.

Group stipends for the teaching period will be calculated from the
amount of a full stipend in proportion to the degree of involvement of
each participant (involvement should be expressed clearly as a
percentage in the course plan). Group leaders will, in addition, receive
a small group leader's fee for their extra responsibilities.

Evaluation Procedures

Applications will be evaluated and judged by a special selection
committee set up by the CRC. Members of the committee will be respected
scholars with sufficient knowledge of the higher education needs of the
region. Finally, all successful applicants are expected to have their
students on the given course provide their own evaluation. Finished
courses will be edited and placed on the CRC Web Site to be available to
all.

Discipline Areas for the Course Development Competition 2003

The CRC invites applications to the Course Development Competition in
the discipline/ subject areas briefly described below.

Especially in case of applications from countries with a substantial
Roma population priority will be given to proposals for courses that
have either a specific component or are entirely dedicated to dealing
with the situation of the Roma.

Qualitative Research Methods (for candidates from the Caucasus and
Central Asia)

Courses should cover the purpose, design and analysis of qualitative
approaches to research in social sciences and the relevance of these
methods to social theory and micro or macro level changes in
post-communist countries. Topics could also focus on case studies
carried out by using one of the qualitative research methods in
contemporary social sciences.

Anthropology / Cultural Studies/History

We encourage individuals or teams to design new courses that:
1. explore the concept of "culture" as used by the Anglo-Saxon and
French anthropological traditions, contemporary European ethnology and
the emerging anthropological-ethnological schools in the region
2. deal with the epistemological and moral problems of the production of
ethnographic knowledge about distant others and contemporary modern
societies
3. are based on original ethnographic investigations in topics relevant
to current social changes and processes in the region, such as the
formation of public and private histories, new forms of political
mobilization, transnational production of knowledge and culture, and
novel classifications of groups in society

Social Economics

Courses investigating the relationship between economics and society,
ranging among others from economic inequalities to the role of the state
in markets, from employment and social security issues (child- and
health care, pension system) to the economics of education, environment
and crime, etc.

Philosophy/Religious Studies

Proposals that address one or more of the following issues are
particularly encouraged.
. Theories of knowledge and of meaning. Issues in rationality,
epistemology with links to cognitive matters, philosophical theories of
meaning.
. A comparative study of the religions of post-communist countries.
. The relationship between religion, culture, and national identity.
. Religion as resistance (to the State, to the West) in historical
perspective.
. Symbols, myths, meanings.

Linguistics

Priority is given to contemporary linguistic theories that challenge the
existing teaching canons of the home country. We particularly encourage
innovative courses that combine theoretical aspects with an applied and
interdisciplinary perspective.

Political Science

Courses should address the fundamental areas of the discipline:
political institutions and processes; the origins, development and
transformation of theory and concepts; understanding different
approaches to political analysis; political philosophy; political
economy; political and economic sociology; constitutionalism and the
legal contexts necessary for understanding politics and debates about
it.

APPLICATION PROCEDURES:

1. Applications must be presented in English on CRC Course Development
Competition forms (photocopied forms are acceptable).
2. For individual proposals, the application form must be accompanied by
a description of the proposed course, preliminary bibliography of
materials to be used in preparation and teaching, a presentation plan, a
curriculum vitae (also highlighting research activity), a letter of
recommendation and a letter of endorsement from the host university. The
letter of endorsement should include the host university's commitment to
allowing you to teach the proposed course, and should clearly indicate
the period when the course will be taught.
3. For group proposals, the application should be submitted by the
project leader. In addition to the above it should contain a list of the
individuals involved in the project, their CVs, institutional
affiliations, contact information and a letter from each individual
stating their willingness to be involved in the project. For group
projects letters of endorsement must be submitted from all the
institutions that will host the course (Please feel free to duplicate
the letter of endorsement form if necessary).
4. Application forms can be obtained from your local Soros Foundation
free of charge, from the Curriculum Resource Center at Central European

REQUIRED QUALIFICATIONS:
- Education: 10%
Possession of a Master's Degree or the host-country equivalent formal
education in a field relevant to development assistance, such as public
or business administration, education, economics, international
relations; training in statistics.
- Prior WorkExperience: 10%
Three to five years of progressively responsible work experience in
project design, program planning, and monitoring and evaluation, and in
the analysis and interpretation of data and presentation of findings in
written form. Experience in quantitative and qualitative analysis of
development programs; data base development and management, and
analytical software. At least two years of this experience should have
been with a U.S Government agency.
- Language Proficiency: 20%

In the summer of 2003 the International Office Women's Studies in
Utrecht and the Women's Studies Centre at the University of Antwerp are
organizing a two-week Summerschool in women's studies. The summerschool
will take place from September 8 - 19 in Antwerp city centre.

The theme of the summer school will be New European Identities and
Mediated Cultures: Revisiting the Politics of Location.

The tuition fee for the course is 450 Euro. Accomodation can be arranged
through the organisation of the school in Antwerp and will be cheap.

Students from Belgium can participate at a discounted price. Students
enrolled in partner universities of the NOISE summer schools can obtain
a grant for tuition fees and accomodation.

The school is open to students of all countries and continents, but the
focus of the programme will be on European women's studies from a
multicultural and interdisciplinary perspective.

Participants are expected to attend the full programme; it is not
possible to make a selection.
