Dear all
Am I the only one who wonders why enquiries like this are not dealt with by
the supervisor of the enquirer? There is a steady trickle of enquiries of
the "please help me get started with my dissertation" type.
Would it be better if the supervisor in each case directed the students to
resources about how to do a literature search? Perhaps I am missing the
point here, but I thought that among the purposes of an undergraduate
dissertation were the acquisition of research skills and the opportunity to
get involved with one-to-one teaching. Merely firing off an e-mail to this
list is no substitute for a proper literature search.
Oh, and just to be clear, no I have no idea where the enquirer might find
the information he wants. My suggestion would be for him to do a literature
search.

My name is Allan Briggs and I am in my final year at Napier University,
Edinburgh studying Honours Estate Management. To
complete my course I am required to compile a dissertation on a subject area
of my choice. For my subject area I have chosen to study the Demographics of
the Scottish Capital, Edinburgh.
My hypothesis is:
"The current housing stock in Edinburgh is not sufficient to sustain the
anticipated population in the year 2030."
To make my dissertation as accurate as possible I would like to find out as
much information about methodology of similar research, population figures,
housing figures and any other relevant information that can be suggested.
If anybody has carried out a similar piece of work (not necessarily the same
city) or has suggestions to make please contact me at:

I think that the point that Will raises speaks volumes about the
pressures and under-resourcing that so many in education are faced with.
Will's view of the dissertation is (in my view) correct, but it
assumes that all supervisors have the time to provide the kind of
support that students need. This is likely to be greater at
undergraduate level where students have not had any previous experience
of research. Given the numbers of undergraduates etc etc.... everyone
knows the problem.
Perhaps we all need to look at the way in which courses prepare
students to undertake reserach in the first place and try to achieve
some economies of scale before launching them into uncharted waters.
And Will - at least the requests for information are being made. It
would be far worse if these students went off and tried reinventing the
wheel and produced untenable research models as a result. In any case,
isn't this much like the arguments about what should and should not be
shown on television. The delete button is only milimetres away from you
and it takes about 5 seconds to spot a message that you don't want to
read.
Perhaps someone should start a similar network to CNBR so that students
can share their knowledge (volunteers, one step forward - me? I'm
heading in the opposite direction as usual) .

I am inclined to think that undergrads using cnbr is good, after all where
else are they likely to get the latest up to date knowledge? Certainly not
in the dust ridden shelves of university libraries. I know one thing for
sure, I would have used cnbr as an undergrad if it would have been available
to me (that's not to say your dissertation supervision wasn't good Dr
Boussabaine!), anyway it doesn't take much of an effort to direct people
towards your list of publications if it helps them!! (after all it is
Christmas)!

Continuing the movement begun in Ascot in 1995 to promote the status
of professional construction management internationally, the 2002
meeting of the International Association for Professional Management
of Construction (IAPMC) will be May 30-June 1, 2002, in Chicago, IL,
USA. Representatives of national associations concerned with setting
educational requirements and/or accrediting educational programs,
representatives of national associations setting procedures leading
to professional recognition in the field of management of
construction, and world-wide representatives of the construction
profession are urged to attend this important and informative
meeting. Conference sessions will be devoted to "big issue" topics
such as export of education services, distance learning, movement of
professionals across geographical lines, reciprocity of accreditation
and/or certification, and future activities of the Association.
All representatives of the profession, as well as prior participants
and other interested parties, are encouraged to attend the 2002
Conference to meet with their counterparts from around the world and
to provide input into meeting the goals of the Association.
Each participating country is invited to send up to two voting
delegates to the Conference, one representing an accrediting
association for college programs in construction education and one
representing professional Constructor recognition. Delegates will
cast votes for their country on required decisions of the Conference
and will be the only persons allowed to make presentations during
delegate sessions. Each country may also send as many observers as
they wish, as long as the appropriate Conference registration fee is
paid for each. Observers will participate in break-out work
sessions, but will not be able to participate in the delegate
sessions.
Delegates from national associations intending to join the IAPMC will
be asked to come to Chicago with authorization to sign the documents
resulting from the Conference, subject to ratification by their
respective associations following the Conference.
If Conference attendees wish to schedule pre-or post-meeting
activities, such as visits to ACCE accredited construction education
programs, visits to construction professional associations, or
observations of some construction projects currently in progress,
assistance will be provided. Facilities will be available for
Conference participants to display printed materials from their
association.
The meeting location is the Holiday Inn Mart Plaza, 350 North

INTRODUCTION
The International Group for Lean Construction (IGLC) makes up an
international network of professionals and researchers in Architecture,
Engineering, and Construction (AEC) who feel that the practice, education,
and research of AEC have to be radically renewed in order to respond to the
challenges ahead. We call this vision Lean Construction.
Our goal is to better meet customer demands and dramatically improve the
performance of the AEC product development and production management
process. The Group is developing new principles and methods, specifically
tailored to the AEC industry but akin to notions of "lean production" which
have proved so successful in manufacturing.
IGLC organises an annual conference to provide a discussion forum for its
members and outsiders interested in lean construction. The aim of the IGLC
10th Annual Conference is to bring together practitioners, educators, and
researchers to discuss industry practices and new developments of theory and
applications of lean production in the AEC Sector.

My name is Luu Duc Thanh. I am a PhD candidate in
Construction Management, University of Newcastle. I
am carrying out a research on improving the
reliability and efficiency of decisions regarding
building procurement system selection through the
development of a decision support system (DSS). This
DSS is powered by two techniques: Case-Based Reasoning
and Fuzzy Logics which significantly facilitate human
beings’ decision making process in uncertain and fuzzy
environments, through their previous experience.
As part of this research, a survey is to be conducted
to identify root factors that directly and/or
indirectly influence procurement selection criteria
that are normally used to select an appropriate
procurement system among many available ones. You are
kindly asked to complete the survey questionnaire

simple, straightforward questions, which should

I am writing to advise you of an important event taking place later this
month. The European Commission, ECCREDI TRA and Sweden's Building
Innovation
Centre (BIC) are hosting an IMS Seminar and Workshop on "Intelligent
Manufacturing Systems in Construction" in central Stockholm on Tuesday,
20
November 2001.
The event will be used to define new projects and networks in readiness
for
the next available round of EC funding. In particular, the afternoon
will be
given over to parallel sessions in which the outlines of new projects
and
networks will be discussed and developed. One of those projects will be
IF7-II, which is already being promoted by Japanese interests, covering
'Intelligent Parts-Oriented Construction'. One of the networks will be
HousingFocus, which as a thematic network or more correctly a Network of
Excellence, will coordinate innovations in housing on an inter-regional
basis.

IN THIS ISSUE
The financial management of construction equipment and plant is an
important component for a productivity and profitability. Increased
understanding and application of the knowledge of the magnitude of
maintenance costs and when plant might breakdown will directly benefit
contractors as well as clients. Edwards and Holt investigated, modelled
and validated the prediction of maintenance events and their costs for
heavy construction equipment. Research providing a simple, practical
mathematical tool for improved 'budgetary control' for planning future
costs and maintenance resource requirements will assist with the
financial
management of plant and equipment.
The questions of performance over time and durability are increasingly
important for the construction supply chain. Understanding the impacts
of
local environmental factors on the service life performance of building
components are essential for improved models of performance prediction,
but
typically data is derived from macro and meso models of climate or
pollution. Westberg, Norén and Kus consider how meteorological and
other
data on degradation agents need to be adapted to the micro level of the
building's specific local environment. The successful incorporation of
local environmental conditions into durability models will provide
improved
service life estimations and specifications.
What might climate change mean for the existing building stock?
Camilleri,
Jacques and Isaacs investigate how the climate change scenarios in New
Zealand might impact upon NZ building stock and building performance
over
the medium term (70 years). Adaptation strategies are assessed for
their
feasibility to cope with different levels of risk. However, the wider
implications of this study go beyond New Zealand. In most countries,
building stock has a long life and slow turnover, so building policy and
strategy require a long lead-in time. Consequently, given slow and
lengthy
adaptation process entailing change (to building codes, standards,
design,
planning, funding, insurance, legislation and education), it is
necessary
and cost-effective to begin the risk management and adaptation process
now.
Improving construction project efficiency has become a goal in many
countries. Reducing construction time and costs is investigated through
a
new, alternative contractual agreement and partnering process, called
the
project alliance. Scheublin reports on positive results from a pilot
project, using a format adapted from other industries, which depends
upon
transparency of information, early contractor involvement, the spread of
risk and reward amongst all the participating parties. Preliminary
results
present a positive, profitable and efficient way of working which
deserves
further trialling.
The reaction to the BRI special issue on Post-occupancy Evaluation has
been
overwhelming and positive. Further interest and discussion (based on the
original papers in the special issue) has been generated from a number
of
perspectives. Six papers are published in this issue's Forum section
(with
more to follow in 2002) which consider the impact of the special issue,
the
implications and the future for POE and, in particular, Probe. In a
forthcoming BRI issue, the Probe authors will respond to this feedback.
In the first commentary paper Preiser, who has written and consulted in
post-occupancy, suggests that the time is right for the widespread
adoption
of POE. Important parallels are drawn between buildings (as a service
culture) and modern business culture. The customer has become king in
the
new consumer culture and the new business model is one that adds value
and
is less hierarchical. POE has an important role to play in
understanding
and providing what the consumer wants. Significantly, POE is moving
into
the mainstream agenda because the US architectural registration board
will
make POE a mandatory subject for architectural qualification. Whyte and
Gann argue that the POE work now needs to be supported by longitudinal
assessments of buildings as well as a more widespread, international
approach to validate, disseminate and implement the ideas associated
with
POE and Probe. From the perspective of a construction industry client,
Roberts suggests that most building clients do not have the time or
resources to engage with the construction industry supply chain. The
construction industry should not depend upon clients to drive change,
but
must embrace this responsibility itself. Government Chief Scientist
Fisk
draws the important links between sustainable development and POE,
highlighting how energy management, useable life and technical
innovation
link with sustainability. Fisk sees the potential for POE to engage as
a
tool for the management of facilities management and targeting useful
information back to clients. Baird, an experienced POE academic and
consultant, provides a New Zealand perspective on the utility of Probe,
the
benefits that have accrued and reinforces the findings of the Probe
team.
Markus, the grandfather of POE in the UK, brings a historical
perspective
to POE by situating the pioneering work of the Building Performance
Research Unit in the 1960s and 1970s. In addition, Markus argues POE
must
be expanded to have a wider remit than the Probe project and that the
process of building evaluation needs to link what was intended (in the
brief) with what exists.

Subject: Bad habits
Dear CNBR members,
I have a feeling it is time to bring up the subject of bad habits on our
network. I first thought of writing to Peter Edwards, who would then
write to all of you, but then I decided for direct action. This appears
to suit my personality much better.
Namely, I get an increasing number of messages that use live HTML, as
well as all the other Web-based bells and whistles. The technology is
there, so it is being used. Fine. However, there are two problems with
this new habit. First, live HTML stuff is now screened by many
institutions, especially in the States, because it can carry viruses of
all kinds. Second, those of us who are working from home spend a lot of
time downloading the stuff and a lot of money remaining connected so as
to enjoy the visual entertainment. Both time and money are at stake,
and for what? I am none the wiser for all the fun.
It is high time to change this bad habit. Otherwise, many people will
ask to be removed from the network. In the meanwhile, many must already
be doing what I regularly do: as soon as I smell live HTML and the like,
I zap the message. If anyone wants me or others to watch things go
round in eighteen vivid colors, how about sending us the relevant URL?
If we are interested, we will watch the stuff when it is convenient.
That should satisfy everyone. Or should it?

Knowledge management in Project Environments
Knowledge is a vital resource in project based industries such as
aerospace,
construction, shipbuilding and software. If managed effectively,
knowledge can
be used to reduce project time, cost and improve quality and therefore
contribute to project success. However, the management of intellectual
assets
(physical, financial, human and intellectual) is a new and challenging
process
for project-based industries. With this in mind, papers are sought for
a
special issue on ‘Knowledge Management in Project Environments” for the
International Journal of Project Management. Strategic frameworks,
conceptual,
and analytical models, surveys and case studies focusing on how
knowledge
(especially tacit knowledge) can be managed in projects are encouraged
from
both academics and practitioners. Contributed papers may deal with, but
are
not limited to:
· Developing an appropriate culture and communication strategy;
· Integrating learning and knowledge infrastructure;
· Knowledge management and the learning organization;
· Mechanics and implications of knowledge sharing, capture and
transfer
· Information organization and retrieval technologies for
improving the
quality of knowledge;
· Linking knowledge management to performance initiatives;
· Retaining knowledge - human and intellectual capital;
· Knowledge management and innovation;
· Knowledge-based management systems;
· Technologies for intra-and-inter organisational collaboration

knowledge sharing; and

Research surveys and application papers in the above areas are also
welcome.
Manuscripts should not exceed 25 double-spaced pages including figures
and
illustrations. All contributions are subjected to a double-blind review
process.
There should be a separate title page giving the names and addresses of
the
authors and any other references that reveal the identity of the authors
should
be removed. Your manuscript should following the standard guidelines for
the
International Journal of Project Management, which can be found out
