When quickly scanning the messages, I didn't see it, so I would suggest
to have a look at Cyclos, initiated by Strohalm in The Netherlands and
developed in Brazil. It's just ready, running in Java, open source:

In http://sun1.wji.com/pipermail/ccit/2004-September.txt there's a whole
list of Sourceforge projects CC-related projects by "stephen at
appropriate-economics.org (Stephen DeMeulenaere)".

There's also a group in Slovakia who developed a PHP+MySQL-based
administrator tool, but I've lost the link to that... :-( (and the code
is in Slovakian, which might make it less easy to work with)
