Dear John,

I will certainly understand if you send me a reply saying that you dont have
time for such long letter, but just in case, here is a description of how I am
positioned to serve the cause of cc.

Being myself a near illiterate when it comes to understanding money handling,
I thank you for your file. It has initiated me very well to new possibilities
or maybe I should say, it has introduced me to a practical opportunity in the
potential of renewal.
Here is a practical scenario for which I seek the theory that can be applied
successfully in the development of a community-prisonner policy to serve as a
mean to accomplish the healing sought out by the correction of rehabilitation.
Under The rule of Law, the term "paying his debt to society" is used to claim
that justice gets to be served.
A friend of mine owed 300 dollars of various traffic tickets. He was arrested
and sent to jail for 6 weeks. These six weeks costed society around 6, 600
dollars, calculated from the cost of 60,000 dollars a year for his time in jail.
This is beside the cost of his arrest and of the time in court. While he is in
jail, he meets up with old bodies, he does not have to pay rent, he gets his 3
meals a day and when he comes out, he is only better educated to return stronger
on the scene of the underground economy during a nice day at the end of winter.
That ain't justice for anyone, no matter how smily my friend ends up being.
Everything I read in your file points to the possibility of using an economy
of co-operatives such as you describe, in order to settle social tensions into
an investment of mutual community-prisoner benefit, as opposed to go on
punishing ourselves as taxpayers for the sake of seeing justice being laughed
at.
In other words, the day that we can create the community zone of transparency
and clarity among neighbours who meet within the trust that we all have the
power to access the service of health-education-correction, then we have arrived
at the starting point of what we need to live as opposed to simply be surviving
the cycles of social distances errupting into violence
Let the framework of the Rule of Law be there to accomodate
health-education-correction into the culture of reconciliation and inner as well
as outer healing. This what is known as Restorative Justice. The practical
question I seek to answer is: "How do I invest 32 years of experience of free
lance social worker in such a way as to activate its currency?" Here is how I
made my point to the Alberta provincial government a few years ago, during a
public commission seeking inputs on how to reform the justice system of the
province.

ADDRESS TO THE ALBERTA JUSTICE SUMMIT

I come before you tonight from a background of 28 years of living among what the
present justice system describes as the underground world.
After a deep spiritual awakening at 16 years old, I spent 24 of those 28 years
tending numerous individuals who had erred on the wrong side of life itself and
as a gradual result, on the wrong side of the Law; by tending the causes that
brought them on the wrong side of life, many have entered a healing journey that
brings them in line with justice.
One important observation I wish to bring to your attention from my past
experience in relation to the justice system is that the perception leading
Louis Riel and his comrades to rise up against the established justice of his
time is very much alive today. (Louis Riel was hung to death by the Law and he
is now recognized as a father of Canada's confederation) The same frustration
from injustice that led them is now brewing in a much larger number and it is
much broader in its cross cultural reach.
Today's method to vent such frustration is the underground economy. It is a good
indicator of how real and powerful this Louis Riel type of attitude is. To
consider the Louis Riel movement as a bunch of outlaws without giving due
consideration to their cry for justice, until it was too late to talk, was the
authority's mistake: we can't afford to repeat it.
During my 24 years I've had the opportunity to deal with people from near the
top of society all the way down, below the bottom, far beyond the threshold of
sanity. Equipped with a grade 10 to sail such uncharted waters I have grown very
thirsty for a time of collective, sober reflection and I'm starving to see from
such reflection the blueprint of a plan to build a model to demonstrate what a
universal, healthy, just and peaceful community looks like.
The Alberta government is launching the courageous attempt to raise the issue of
justice. Sometime between now and the summit, I hope that the members of the
committee will come to see that the task at hand will not be achieved simply by
fixing or by improving the legal system, but that what is also crucial is to
heal the sense of justice.
Because of the amount of discontentment, the short term approach requires to
look at the system within the present conditions. The medium term requires a
commission to research a process to channel that modern Louis Riel phenomenon.
This would involve a brain-storming process among the interested parties. This
process would involve the creation of a non prosecutional zone. Such an
endeavour would provide the "Louis Riels" to come and negotiate their
translation from out of the underground into the daylight. This translation
involves the chartering of the responsibilities and obligations to
counterbalance the rights and freedoms.
The ones in the underground who would be against such a proposal do not have any
"Louis Riel" in them. They are very few: very few but very powerful and their
reign of terror and enslavement is far, wide and deeply reaching.
Alberta is young and determined but we are a child of a bigger family and our
sense of justice and the structure we have for it is intertwined in the bigger
picture. Therefore, the medium term approach, although done and sponsored in
Alberta, must conduct its research with the national scope in mind. As a result
of the commission's findings the interested parties will then be in a position
to draw the blueprint I spoke of, providing the long term insight and direction
needed to cleanse the system from the lies and their consequences in the history
of our province and nation.
The charter of rights and freedoms opens up with two lines that say: "Whereas
Canada is founded upon principles that recognize the supremacy of God and the
rule of the Law". So far, since Mr. Trudeau brought to Canada the basis for our
national justice, we have been so busy with the rule of the Law, that we left
the preceding statement on the walls of our nation as a sort of an ornament
collecting dust. As a result, we have entangled ourselves in red tape just to
make sure that we really are free.
The origins of our judicial problems are historically rooted in a chemistry of
agreeing to disagree and of mostly procrastinating the science of agreeing to a
further date. Not knowing how to agree is the main cause for the Canadian
society's ills from the family to the community, from the community to the
province and from the province to the nation. Rights without responsibilities
and freedoms without obligations is keeping us going in a downward spiral.
The medium and long term approach I'm suggesting could go a long way to heal
such a constitutionally challenged state of affairs. This is why the key to my
suggestion is to develop the practical applications of "the principles that
recognize the supremacy of God". Based on our national history, it is clear that
without His justifying process, there is no justice. Let's first discover
justice from Him and learn to grow in our co-working with Him. Who knows? We
might just be silenced by His glorious presence long enough to finally learn to
agree.
To society, justice is a destination to be reached. To the individual, justice
is a gift to be nurtured and cultivated. To government, justice is an expression
of the authority that ensures the balance between the individual's growth and

So what I hope by giving you this John, is the picture of a river bed, that
constitute an opprtunity for the current of reconciliation to rise from the
bottom to top of the currencies of the waters in all human activity's
direction. I'm talkin about the direction of the uninterrupted YES to LIFE
flowing to irrigate the fields of communal opportunities. It all comes from
Health-Education-Correction hosted to be served and to serve our wellbeing on
earth as it is in heaven...

When it comes to setting the tone in the neighbourhoods for the policy in the
passage from the underground translation into daylight of the Louis Riels, I
volunteer to be the spearheading case study number one along with my family, so
long as healing and reconciliation are the point of it all and that the
spearheading does not get compromised by burreaucracy.
While I practiced free lance social entrepreneur at our own expense, I also
accumulated a debt to the Canadian taxpayers of about 36 years worth of direct
criminal activity and another 65 by association. It all has to do with
marijuana and narcotics consumption. I maintained this purposely in defiance to
the rule of ignorance and indifference that dominates the world of addictions.
In Canada, we are currently going through a transition where the economy of
war lords and weapon traders have managed to eliminate what seemed to be coming
under the previous government, which was the removal of confrontation regarding
marijuana users. Now we are right back into the war again in the name of
security and most of society understand by now that this has nothing to do with
health or social concerns, but rather with the domination of the social order
under the Rule of Law and that any debates or dialogue all become political of
the worst kind.
And yet, there no better means available for social securuty than to find the
way to connect into reconciliation as I proposed to the Alberta government.
Many, many of the Louis Riel and Robin Hoods of the underground are smoking weed
world wide.
If there is to be a coming together of some sort, we just need a way to
guarrentee that we are not going to be stuck trying to negotiate with the
sherrif of Nothingham but rather, with King Arthur. He knows where we are
coming from and he enjoys our company in parties!
Because you are from Whales, here is how I put it as a suggestion for her
majesty's consideration:

vision of humanity's majesty and to learn to wear the glorious Crown of our

Can you see a strategy to generate a cc that can work as a socio-cultural
healing policy between authorities and subjects? Such question is when I arrive
at inventing terms like the Faculy of Living, or expressions like the Recovery
Road from self-destruction to self-control and community self-government and
"translating the resources that go into the war on drugs into the victory over
stress and the human compulsive nature", and "The Personal Sector where mature
people of all people go on growing, inviting the neighbours from out of the peer
trappings wooven into the tensions between the codes of silence of the private
sector and official secrecy of the public sector. Without generating trust,
there is no way of maintaining peace.
