governance, crisis response and stabilization, and infrastructure and

Position 1:
Chief of Party/Chief Operating Officer—Pakistan (Reference job number 33241BR)

General Summary:

AECOM seeks a Chief of Party (COP) for an anticipated 3 year USAID transition
support program to reinforce stability and counter-extremism and to strengthen
the legitimacy and writ of the Government of Pakistan in areas experiencing
instability. The COP will act more as a COO, responsible directly to USAID and
prepared to make key decisions and solve problems quickly and efficiently in a
challenging environment.

Qualifications:
- 6 years experience supervising complex and challenging field operations in
conflict-affected, unstable developing countries.
- Experience in stabilization program development in pre-post conflict
environments such as Iraq, the Balkans, Sierra Leone, East Timor or Afghanistan
in close coordination with military and civilian counterparts.
- Demonstrated experience implementing high-impact, large-scale in-kind and cash
grants programs.
- Proven success in hiring, supervising, training and releasing local personnel.
- Experience building bridges and creating space for constructive dialogue in
highly politically charged environments between multiple stakeholders including
government officials, traditional leaders, religious figures, donor
organizations, local community organizations, minority groups.
- Master's Degree in International Relations, International Development,
Conflict Resolution, Public Policy, or a related field.
- Fluency in written and spoken English required; functional Urdu or Pashto is
an asset


Position 2:
Senior Operations Manager—Pakistan (Reference job number 33242BR)

AECOM seeks a Senior Operations Manager (SOM) for an anticipated long-term
position on a catalytic transition support program in Pakistan. The SOM is
responsible for all operations including but not limited to administration,
human resources and training, logistics, security, procurement, budgeting,
finance and property. S/he will assure reasonable, fair, and expeditious
program procurement at the HQ and field levels as required. S/he will supervise
AECOM's day-to-day field presence in the areas of housing and work facilities
operations and maintenance, program operations, security, mobility,
administration and procurement. S/he will handle human resource issues,
facilitate the day-to-day operations related to all in-kind grants made under
the program; and seek operational efficiencies as appropriate.

Qualifications:

- 5 years experience working on donor-funded projects in a similar capacity.
- Extensive knowledge of donor policy and procedures in regards to financial
management, financial reporting, procurement processes, systems, and grants
management.
- Demonstrated experience implementing high-impact, large-scale in-kind and cash
grants programs.
- Experience in stabilization program development in pre-post conflict
environments such as Iraq, the Balkans, Sierra Leone, East Timor or Afghanistan
in close coordination with military and civilian counterparts.
- Bachelor's Degree in International Relations, International Development,
Conflict Resolution, Public Policy, or a related field.
- Fluency in written and spoken English required, functional Urdu or Pashto is
an asset.


Position 3:

Chief of Party—Kinshasa, DRC (reference job number 33297BR)
AECOM International Development is preparing for an upcoming USAID-funded
decentralization program in the Democratic Republic of Congo and seeks a Chief
of Party. The objective of the program will be to strengthen fiscal and
administrative management, accountability and transparency in selected
provinces. The program will develop and implement greater local-level decision
making processes through improvements in participatory planning and citizen
participation. Essential infrastructure improvements such as water
supply/sanitation, electricity and roads will be a key component of local level
development.

Key Technical Areas Covered by project:
• National / sub-national fiscal transfer mechanisms
• Local governance
• Transparency and public participation
• Municipal public service delivery (water, electricity, etc…)
• Local economic development

Qualifications:
• Previous Chief of Party experience on large-scale, complex USAID projects in
difficult post-conflict, unstable environments is required. Sub-Saharan Africa
experience is preferred.
• Minimum of fifteen (15) years of experience of managing USAID-funded economic
development and/or governance projects; showing a strong working knowledge of
development and foreign aid, with emphasis on the priorities of USAID.
• Minimum of ten (10) years of experience in decentralization initiatives,
particularly in fiscal policy.
• Master's degree or higher in relevant field.
• Strong management skills and excellent interpersonal and written communication
skills.
• Fluency in French is required.
