It does look like most Western countries are obscuring the current level of
pandemic alert.
Probably out of some misguided attempt not to cause panic, or confusion of using
the system with the currently low level of virulence.
However, since many pandemic plan thresholds may be based on your local
countries alert level, we are missing out on that important warning flag.
I have noticed this in Canada as well. Reviewing the Canadian national pandemic
plan:

Local alert levels are modified from the WHO level with the addition of a
decimal place for local outbreak information:
PHAC Sub-Phase Public Health Agency of Canada
n.0 No activity observed in Canada,
n.1 Single case(s) observed in Canada (i.e., no clusters), and
n.2 Localized or widespread activity observed in Canada.
From this we can deduce that Canada may be at 6.2. Other countries may be using
a similar system.
Due to the nature of this pandemic, with a currently low level of virulence,
countries are modifying their pandemic level in a manner not currently
documented.
