Prediksi ekspor 1999 versi GPEI
Tenang, masih berpeluang naik 5%


Gabungan Perusahaan Ekspor Indonesia (GPEI) mempunyai dua skenario atas
kegiatan ekspor nasional pada 1999. Salah satunya, skenario optimistis
bahwa pada Tahun Kelinci ini masih ada peluang untuk menaikkan jumlah
devisa.

JAKARTA (Bisnis): Dalam lima tahun terakhir, laju pertumbuhan ekspor
non-Migas nasional betul-betul terpuruk. Bahkan pada tahun ini, kinerja
ekspor itu diperburuk lagi dengan terjadinya krisis ekonomi.

Berdasarkan data Gabungan Perusahaan Ekspor Indonesia (GPEI), perkiraan
realisasi ekspor non-Migas pada tahun lalu secara keseluruhan mengalami
kenaikan sekitar 3,35% dibandingkan 1997.

Kenaikan tipis itu terjadi sebagai buntut dari peningkatan ekspor sektor
pertanian 7,13% dan industri 71,82%. Sementara penurunan ekspor [yang
tajam] terjadi untuk hasil pertambangan umum 21% dan sektor lainnya
sebesar 96,6%.

Berdasarkan negara tujuan, kenaikan ekspor non-Migas terjadi ke
negara-negara Asia Selatan dan Tenggara sebesar 21%, Asia Barat (1%),
Afrika (32%), Australia dan Oceania (34,5%), Amerika Utara (3%), Eropa
Barat (2,2%) dan Eropa Timur (1,1%).

Namun begitu terjadi juga penurunan. Misalnya, untuk kawasan Asia Timur
sebesar 11,5%, Asia lainnya (91%), serta Amerika Tengah dan Selatan
sebesar 1%.

Hingga tahun lalu negara tujuan ekspor utama terbesar masih dipegang
Jepang, Amerika Serikat, Singapura, Belanda, Jerman, Inggris, Australia,
Malaysia dan Prancis.

Untuk periode 1988-1997, Indonesia mengalami surplus perdagangan sebesar
US$44,77 miliar dengan Jepang, US$13,4 miliar dengan Amerika Serikat dan
US$18,98 miliar dengan Singapura.

Indonesia mengalami kerugian transaksi perdagangan sebesar US$9,72
miliar terhadap Jerman, US$7,6 miliar terhadap Australia dan US$2,7
miliar terhadap Swedia selama periode yang sama.

Dua skenario

Selain masalah trade financing, gejolak stabilitas politik dan ancaman
keamanan di dalam negeri agaknya memberikan pengaruh yang tidak kecil
terhadap kinerja ekspor non-Migas nasional pada tahun ini.

GPEI baru-baru ini membuat dua skenario kinerja ekspor nasional untuk
1999, yang tentu saja tidak melepaskan diri dari faktor eksternal (luar
negeri) dan internal (dalam negeri).

Skenario pertama, ekspor non-Migas pada tahun ini bisa mengalami
peningkatan hingga 5% dengan asumsi kurs rupiah bertahan pada posisi Rp
7.000 hingga Rp 8.000 per US$ dan suku bunga perbankan bisa ditekan
sekitar 28% sampai akhir tahun.

Selain itu, Lembaga Pembiayaan Ekspor (LPE) yang sedang digodok
pemerintah sudah bisa dimanfaatkan pada kuartal pertama tahun ini,
sehingga kalangan ekspor mendapatkan likuiditas untuk produksi.

Skenario kedua, ekspor non-Migas kemungkinan mencapai titik terburuk
pada tahun ini dengan laju penurunan mencapai dua digit. Itu terjadi
bila faktor politik, seperti Pemilu 1999 gagal sehingga terjadi
kerusuhan massal.

Dari hasil kajian yang dibuat GPEI tersebut, jelas bahwa faktor politik
akan memainkan peranan kunci. Kalangan importir produk ekspor non-Migas
Indonesia saat ini berada pada posisi wait and see.

Posisi pertama, menunggu keberhasilan Pemilu. Kemudian setelah itu,
menunggu siapa presidennya. Lantas, siapa saja yang duduk di kabinet.
Selama belum ada kejelasan, pembeli cenderung masih khawatir terhadap
kelangsungan barang yang diorder.

Tantangan lain, a.l. tingkat suku bunga dalam negeri yang cukup tinggi,
transportasi dan distribusi yang kian rawan, serta hancurnya armada
perkapalan nasional.

Selain faktor internal, faktor eksternal juga akan memberikan pengaruh
yang cukup besar terhadap keberhasilan ekspor non-Migas nasional tahun
ini.

Rendahnya tingkat pertumbuhan ekonomi dunia seperti yang digambarkan
Bank Dunia, krisis ekonomi yang menimpa Rusia, Amerika Tengah dan
Amerika Selatan, serta kian ketatnya persaingan global, khususnya dari
negara yang kena krisis akan semakin merongrong kinerja ekspor.

Sektor pertanian

Kendati demikian GPEI melihat masih adanya peluang pasar ekspor global
yang sangat potensial, khususnya untuk sektor pertanian, sperti hasil
perikanan dan peternakan, industri perkayuan dan plywood. Ada pula
peluang dari mebel, kerajinan dan beberapa industri lainnya, juga bahan
tambang dan galian.

Semen, misalnya, ternyata memiliki peluang besar untuk diekspor ke
negara-negara Afrika, dan sebagian negara Eropa dan Amerika.

Sayangnya peluang itu masih dihadang harga ekspor yang rendah, serta
belum didukung kesediaan armada pelayaran yang tangguh. Kondisi ini
menyebabkan sulit bersaing dengan Cina, Thailand, dan Korea Selatan.

Selain itu, industri perikanan masih terbentur dengan adanya
ketergantungan impor kemasan sehingga kalah bersaing dengan Filipina dan
Thailand di pasar global.

Sedangkan untuk komoditas kayu, adanya ketentuan baru atas larangan
penebangan kayu di Cina, Afrika dan Malaysia merupakan peluang emas
untuk sektor perkayuan dan log, kendati terjadi penurunan di pasar
Jepang dan Korea.

Namun kebijakan pemerintah dengan penerapan perpajakan yang tinggi dan
perubahan nilai pajak setiap tiga bulan memberikan masalahan tersendiri
sehingga para eksportir sulit melakukan perjanjian jangka panjang,
seperti yang diharapkan oleh pasar global.

Atas dasar inilah, studi GPEI itu mengimbau pemerintah sesegera mungkin
mempertimbangkan penghapusan pajak ekspor CPO termasuk indirect export
yang akan sangat menunjang pengusaha sepatu, tekstil, mainan anak-anak
dan tekstil serta elektronika.

Masalah klasik

Masalah yang masih menjadi persoalan serius sekaligus klasik berkaitan
dengan persoalan ekspor ini, menurut GPEI, adalah masalah pendanaan.

Ambruknya sistem perbankan nasional, sulitnya mendapatkan modal kerja
dan tingkat suku bunga yang sangat tinggi mengakibatkan kesempatan
ekspor tidak dapat dimanfaatkan seoptimal mungkin.

Karena itu, GPEI mengharapkan agar pemerintah perlu mempercepat
tersedianya modal kerja bagi eksportir nasional dengan tingkat suku
bunga yang rendah termasuk pemberian fasilitas trade finance yang
kompetitif.

Selain itu, pemerintah diminta menjajaki kemungkinan bantuan lunak dari
Bank Dunia, ADB dan lembaga multilateral lainnya. Bantuan itu untuk
memberikan fasilitas pinjaman lunak terhadap perbankan nasional yang
disalurkan khusus kepada eksportir nasional.

Sambil menunggu terbentuk dan berjalannya LPE yang telah direncanakan,
pemerintah sejogianya memberikan modal kerja dengan tingkat suku bunga
rendah kepada eksportir yang mampu menunjukkan L/C dari pembeli luar
negeri untuk mempercepat tersedianya devisa.

Hal lain yang patut diperhatikan pemerintah a.l. menindaklanjuti
pelaksanaan pemberian fasilitas kredit modal kerja usaha kecil dan
menengah. Ini merupakan tindak lanjut dari keputusan direksi Bank
Indonesia yang telah diterbitkan dengan kemudahan-kemudahannya.

GPEI juga menghimbau kepada bank-bank pelaksana untuk menindaklanjuti
dan melakukan sosialisasi kepada eksportir produsen dan nonprodusen.
Penelitian di lapangan menunjukkan bahwa eksportir nasional masih
menemui kendala untuk mendapatkan fasilitas kredit tersebut.

Dalam hal trade finance, GPEI selama ini juga telah membangun kerja sama
dengan beberapa lembaga keuangan dari Amerika Serikat, Eropa, dan Hong
Kong untuk mendukung program ekspor nasional. Dalam hal ini termasuk
eksportir yang memerlukan impor bahan baku dan bahan penolong walaupun
masih ditemui beberapa kendala dalam pelaksanaan.

Sampai saat ini GPEI masih berusaha meyakinkan lembaga keuangan luar
negeri untuk memberikan fasilitas modal kerja kepada eksportir nasional
dengan cara melakukan konversi L/C menjadi red clause L/C.

GPEI juga telah merintis kerja sama dengan berbagai asosiasi importir
pembeli luar negeri dari negara-negara Amerika Utara, Tengah dan
Selatan, Eropa Timur dan Barat, Asia dan Australia.

Kerja sama ini diharapkan akan mampu lebih meningkatkan kepercayaan
mereka untuk melakukan pembelian dari Indonesia sekaligus meningkatkan
komunikasi antar sesama asosiasi.

GPEI juga merencanakan untuk menjalin kerja sama yang lebih erat dengan
seluruh Perwakilan Dagang Kantor Kedutaan Besar RI di berbagai negara
tujuan ekspor. Terutama dalam hal identifikasi pembeli luar negeri
termasuk program promosi.

Kendati demikian GPEI juga mengimbau agar asosiasi pendukung aktivitas
ekspor, seperti pelayaran (INSA dan Depalindo) untuk lebih meningkatkan
peranannya dalam rangka mendukung program ekspor nasional.

Mereka diminta memperkuat armada nasional dengan memanfaatkan
fasilitas-fasilitas keuangan jangka panjang yang ada dari luar negeri
a.l. dari MARAD, Departemen Perhubungan Amerika Serikat, Kreditanstalt
fur Wiederaufbau dari Jerman, Exportfinas dari Norwegia International
Finance Corporation (IFC) termasuk lembaga keuangan internasional
lainnya.

GPEI juga meminta perlu segera pembenahan atas kelangkaan kontainer,
lambannya proses bongkar-muat di pelabuhan, meningkatnya
pungutan-pungutan tambahan dan pungutan liar di pelabuhan.

Diingatkan GPEI bahwa ekspor merupakan sumber devisa terbesar yang perlu
mendapatkan perhatian serius dan langkah pembenahan yang konkret dari
semua pihak.

Pinjaman luar negeri pemerintah dan swasta memerlukan kesediaan devisa
yang sangat besar, sementara ekspor adalah satu-satunya sumber devisa
yang terbesar. Artinya, kendala ekspor nasional akan memperburuk keadaan
dalam negeri secara keseluruhan. Tinggal bagaimana mengantisipasi
prediksi GPEI yang mewakili pelaku-pelaku ekspor di Tanah Air.

Jepang ancam alihkan impor produk pertanian


JAKARTA (Bisnis): Importir Jepang mengancam akan membeli produk
pertanian dari Thailand dan Malaysia bila eksportir Indonesia tidak
mampu memenuhi komitmen yang disepakati.

Presdir PT Mitra Tani Terpadu Sigit H. Samsu mengatakan saat ini
importir Jepang khawatir berbisnis dengan pengusaha pertanian Indonesia
karena alasan situasi keamanan yang tidak pasti.

"Mereka minta jaminan kepada ekportir kita agar mampu memenuhi komitmen
yang dibuat baik menyangkut jumlah, jadwal pengiriman dan harga. Jika
tidak, importir Jepang akan mengalihkannya ke Thailand dan Malaysia yang
relatif stabil," ujarnya kemarin.

Menurut dia, keraguan importir Jepang terhadap jaminan pasokan produk
pertanian dari Indonesia sudah berlangsung sejak setengah tahun lalu.

Dia menilai ancaman importir Jepang tersebut cukup wajar karena mereka
juga memiliki komitmen dengan pedagang di negara tersebut terhadap
kelancaran pasokan produk pertanian ke pasaran.

"Oleh sebab itu kalangan eksportir nasional khususnya sektor pertanian
memiliki tugas berat untuk meyakinkan importir Jepang terhadap komitmen
terdahulu," tandasnya.

Sigit memberi contoh kasus yang terjadi di perusahaannya. Sebagai
pemasok sayuran beku dan kedele edamame ke Jepang, ungkapnya, empat
importir Jepang saat ini tengah melakukan inspeksi ke Mitra Tani
Terpadu.

Keempat importir Jepang beserta pihak perdagangan dan karantina ingin
memastikan perusahaan bisa memberikan jaminan kontrak dagang. Jika
tidak, paparnya, dipastikan importir Jepang akan beralih ke negara lain.
