Great question. After indexing a few book with many Spanish names and
one about Hugo Chavez, I suggest taking the "rules" with a grain of
salt. The Chavez book author, an American who lived many years in
Central and South America, told me early on that he would be happy to
correct my rule-based name ordering, which he appreciated did not work
in the real world. The actual usage (dependent on each country) is
highly idiocyncratic. In each country "everyone know" these things. Some
people use the maternal naming conventions, others not.
Ed Rush has suggested the best solution, which is to seek out names in
English-language online newspaper of the country in question. As great
as this is, it rarely helps with persons from history.
I am pretty leery of Wikipedia, but it has "De la Renta" in second
reference to the designer.
