Phase 4 of highway project takes off

NEW DELHI, FEB. 4. The Government today announced the fourth phase of
National Highway Development Project that envisages broadening of
20,000-km of existing National Highways by the end of 11th Five Year
Plan period.

Beyond Phase I, II and III, "the Government in the IVth phase plans to
upgrade 20,000-km of National Highways to a minimum 2-lane with paved
shoulders," the Union Minister for Shipping, Road Transport and
Highways, T. R. Baalu, said addressing an industry conference on
transport sector.

He said that another 22,000 km of remaining National Highways would
also be upgraded in NHDP V and VI phases.

According to him, the Cabinet is expected to take up for approval a
Rs. 55,000 crore NHDP III involving four-laning of 10,000-km of
National Highways and a Rs. 7,931 crore package for development of
6396-km of National Highways and other roads in the north-eastern
States within a few weeks.

Immediately after the Cabinet approval of NHDP-III, the Ministry would
initiate the process of getting Public Investment Board approval of
NHDP-IV estimated to cost Rs. 35,000 crore, he said.

Significantly, the government plans to upgrade whole of the 65,569-km
National Highway network over the next 10 years. The entire upgrading
programme would need about Rs. 172,000 crore, the Minister said.

Four-laning

NHDP Phase I, called the Golden Quadrilateral, involves 4/6 laning of
5846-km National Highways between Delhi, Mumbai, Chennai and Kolkata
while the 7300-km Phase-II, the North-South and East-West Corridors,
will connect Kashmir to Kanyakumari and Silchar to Porbandar. Phase-I
of NHDP is targeted for completion by the year-end and Phase-II by 2007.

NHDP-III would aim at improving and upgrading 10,000 km of single lane
and two-lane roads and providing connectivity of State capitals, ports
and cities in the tourist circuit.

Besides, two other projects are being launched to build 1,000 km of
new expressways and 5,000 km of six-lane roads where traffic volumes
are very high to keep pace with the requirement of transport
infrastructure for a 7-8 per cent economic growth target, transport,
he said adding that infrastructure too has to grow at least at the
same pace if not more.

Hi,
I was a little surprised to see the following tender. Did the scope of the
project change ?



In the PMBJP proposal there was no Nagoan to Dibrugarh stretch instead Guwahati
to Itanagar.

Looks like they have stripped off Itanagar from the List and included Dibrugarh.

Does anyone know why this changed.

Hi,
   What you saw was LOT NO IV of PMBJP, lot NO III covers
   those places you talked about. I believe most of the NE states
   will see major projects. The problem seems to me that the
    NHAI website doesn't have a page for giving details about the
    PMBJP project, you need to go thru the archive to get these
    details

    Actually NHDP-III is divided into various lots,
   lot - I covers some 622 kms
   lot - II covers  529 kms

I wonder what is the deadline for this project. I think none of the
work has started on this one just like NSEW project. When can we
expect things to get rolling in these areas. If these projects get
implemented in next 5-7 years that will be great.

When the previous govt announced this phase (PMBJP) and all the
     project are to be on BOT basis and it was supposed to be completed
     in 2007. With the current ministry it seems to be 2010.

     I believe bid document for Lot I (622 kms ) was on sale during
      March 2004 and Lot II was on sale starting August 2004, rest of
       the lots were yet to open for sale.

    Include the states and the NH no  , I can try to look into the

    So far only 50% of the NHDP-III has been announced so far.
     There is also NHDP IV just for the NE states . see below

The stretch that i dont see is from Guwahati to North Lakimpur NH52 (around
300km) in Assam.

Looks like some of the facts and figures have been updated.  But the
maps are still showing Jan 1, 2005.  Its getting very hard to find
cumulative details.  Does anyone know the kms completed for Dec 2004
and Jan 2005?  The last line in my Excel spreadsheet is:

LOT I got awarded in the summer of 2004. I don't know if work on that
has begun though. Haven't seen anything about it in the press after
contract awards.

LOT II bid documents went on sale in June 2004. The initial deadline
for submission of bids was Aug 2 2004, which got extended a couple of
times and eventually got extended indefinitely. The documents are
still on sale.

I don't know why NHAI is calling the latest one LOT IV since I didn't
hear anything about any LOT III.

Also, several sections mentioned in the latest lot were also included
in the list of sections for which NHAI invited bids for DPR
preparetion in Jan 2004. Was that contract never awarded? Did the
contractor not do the job right the first time?

Great news for Delhi-ite's and people passing through en route to
other states - an expressway/bypass which had been under
consideration for many years, now took a big step towards becoming a
reality.

Commercial and passenger traffic, which earlier had no choice but to
go through Delhi, adding time to their journey, not to mention add
to Delhi's traffic congestion, air and noise pollution, will now
have two expressways, one on the east side (U.P ) and one on the
west side ( Haryana ) to take.

This sets a great precedent for other cities to follow. While
concrete details of the project are still scarce, I'm hoping this
will be a fully access controlled expressway, allowing a 100
kilometer stretch to be covered in 70-80 minutes. Hopefully, it will
also be well integrated with existing roads to provide at least 2-3
exits for each town like Noida that it touches, and numerous exits
for easier access to various parts of Delhi.

With this, an excellent road infrastructure base would be set-up for
a big city like Delhi to build internal expressways ( like the Delhi
Noida expwy ) and connect them to the peripheral expressways.
Planned and executed properly, this could have a huge, huge impact
on road travel in Delhi over the next 10-12 years.

New Delhi, February 10: The eastern and western peripheral
expressways encircling Delhi will be ready in time for Commonwealth
Games 2010. This will decongest Delhi roads — by diverting transit
traffic — and reduce pollution.

In a report prepared by the Cabinet Secretariat, a copy of which is
with the Indian Express, the two contentious issues of funding and
alignment that had caused a setback to the project seem to have been
resolved.



Treating both expressways, involving Haryana and Uttar Pradesh, as
a `composite project' for funding purposes, it has been suggested
that the viability gap, which includes the cost of land acquisition,
will be shared by both states. They will each contribute 25 per cent
(Rs 211 cr), and Delhi, main beneficiary of the project, will
contribute the rest (Rs 422 cr).

At joint meetings held last month under the directions of the
Supreme Court, and convened by the Cabinet Secretary, with the chief
secretaries of Haryana, UP and Delhi, officials of the ministries of
road transport and highways, urban development and economic affairs
and Chairman NHAI, the bottlenecks that had kept the project on hold
were cleared.

The project had been conceived in 1995 under the orders of the apex
court. Uttar Pradesh had refused to bear any part of the expense for
the Western Peripheral Expressway which passes entirely through
Haryana. Only the Eastern Peripheral Expressway passes through UP,
61 km of the total of 105. The rest passes through Haryana.

As for alignment of the Western Peripheral Expressway, the Haryana
government proposal of the 135-km expressway—from Kundli to Palwal—
was considered better than the earlier proposal of Delhi Government
which had it passing through Delhi.

While the Haryana government said it would be the executing agency
for the Western Peripheral Expressway, the UP government has asked
NHAI to construct the other expressway. For this, it would have to
be declared a national highway. Both projects will be executed on
BOT basis. The report says the project should be completed within 66
months. This would include 15 months for preparing the project
report, 15 for bidding process and three for implementation.

For this both governments will need to ensure land is acquired and
made available, free of encumbrances, within a year.

It is proposed that a high-powered committee monitor the project and
finalise details under the chairmanship of Secretary, Road and
Transport, with the chief secretaries of Delhi, Haryana and UP as
members, should be constituted. A Detailed Project Report is to be
prepared for both expressways.

Does anyone know anything about this? This is the first I have heard
of this. If already on the verge of taking off, this should indeed
position Rajasthan much better, in terms of transport
infrastructure, to attract better industrial investments.

Going by the land acquisition experience for the GQ, nowhere was it
smoother than in Rajasthan. Let's hope this project progresses with
the same degree of efficiency. It can only be good for Rajasthan.

[India News]: Jaipur, Feb 12 : Rajasthan is all set to start work on
its Rs.12 billion ($274 million) mega highways project that
envisages improvements in four north-south road corridors along a
length of 1,200 km in the state.

"We plan to invite technical bids for the project by next week," a
senior official of the Public Works Department told IANS.

The stretches include Hanumangarh to Kishangarh, Phalodi to Ramji Ki
Gol, Alwar to Sikandara and Gangapur City and Bharatpur to Baran and
Jhalawar roads, he added.

"The feasibility studies for the four road corridors have been
completed and if everything goes according to plan then we propose
to award the contract to private bidders by April this year," he
said.

The development of these roads is expected to significantly enhance
Rajasthan's attractiveness as an investment destination and can
serve as a blueprint for similar road development projects across
the country.

The state government has decided to implement these projects under
the public-private partnership framework along with Infrastructure
Leasing and Financial Services Limited (IL&FS), a leading
infrastructure development institution.

CHENNAI, FEB. 21 . Work on all Chennai projects, taken up by the
National Highways Development Authority (NHAI), is likely to begin in
10-15 days.

"The contracts have been awarded and the execution will be on a
fast-track basis," L.K. Joshi, NHAI member (project implementation),
told The Hindu here today after reviewing the progress of the schemes
with field officials.

In addition to the construction of the second phase of the Chennai
bypass and widening of the Tambaram-Maduravoyal stretch of the bypass
to four lanes, the projects include flyovers at Koyambedu, Kathipara
and Padi and near the airport. A few weeks ago, the former Chief
Minister, M. Karuanidhi, formally launched the work on the schemes.

The second leg of Chennai bypass begins from Maduravoyal to Madhavaram
via Ambattur over 13 km. This segment will have four lanes. The
existing bridges, one across the Adyar and the other over the Porur
lake, both forming part of the first stretch of the bypass, would also
be widened. The entire cost of the bypass project was estimated at Rs.
480 crores. The NHAI was executing the other schemes at a cost of Rs.
235 crores.

On the progress of the execution of the Golden Quadrilateral, Mr.
Joshi said the Krishnagiri-Vaniyambadi section of NH-46 would be ready
by March-end. Work on the Vaniyambadi-Pallikonda-Ranipet segment would
be over by November.

The Railways was entrusted with building a number of bridges. As for
the Kancheepuram-Poonamalle section, there was a delay in the
execution. "Land acquisition has not been completed for six km.
However, we hope to complete this portion by this year-end," Mr Joshi
said. The Hosur-Krishnagiri section was covered fully.

Sea protection measures

V. Muthukrishnan, chief project officer, Tamil Nadu Road Development
Company, who also attended the meeting, said sea protection measures,
being implemented under the Ennore Expressway project, would be over
by December. Bids would shortly be floated for improvement of
Tiruvottiyur-Ponneri-Panjetti Road. After completing this component,
work on the Manali Oil Refinery Road would be taken up.

The total project cost was estimated at Rs. 160 crores. The NHAI
floated Chennai Ennore Port Road Connectivity Limited, a special
purpose vehicle.

The TNRDC was the NHAI's "managing associate" in the project.

CHENNAI, FEB. 23. The decks were cleared today for early launch of the
improvement work in the "I.T. (Information Technology) corridor" here
with the State Highways Department and the IT Expressway Limited
(ITEL) signing an agreement to execute it.

Under phase-I, the IT corridor, known as Old Mahabalipuram Road, will
be strengthened and widened to six lanes from the Madhya Kailash
temple at Adyar to Siruseri. The project is estimated to cost about
Rs. 200 crores.

"The Chief Minister has ordered the commencement of the preliminary
work on the second phase too," P. Rama Mohan Rao, Highways Secretary,
told The Hindu , after signing the agreement here. Rohit Modi,
Managing Director, ITEL, a wholly-owned subsidiary of the Tamil Nadu
Road Development Company, is the other signatory. The second phase
will be carried out from Siruseri to Mamallapuram.

Contracts finalised

Under phase-I, contracts for the execution were finalised and the work
would begin in March. "The duration is nine working months. So the
improved road will be ready by December 2005," Mr. Rao said.

The 125-foot wide road would have 10 lanes, including two for
"non-motorised vehicles" such as cycles and another two as service
roads. Besides, the road connecting East Coast Road and Old
Mahabalipuram Road at Sholinganallur would be widened to four lanes.

According to an ITEL study, about 10,500 cycles were plying on this
road (at Perungudi) every day. No service provider could dig up the
road for 30 years. Cement concrete ducts would be provided for all
service lines.

The width of the road was decided considering that the IT corridor was
not a highway but an urban road. "We will optimise the space available
to us," Mr. Rao said.

A rehabilitation and resettlement package was formulated for the
project-affected people. About 1,300 families would be affected. All
those who had shops and homes and who would lose business would be
given not only a subsistence allowance but also an income generation
assistance. To enable the people to shift their houses, an allowance
would be given. Skills would be taught to the eligible people for
employment in industrial units and establishments along the IT corridor.

"We have completed the enumeration," Mr. Rao said, adding a
non-governmental organisation had been interacting with the people for
the last one year.

Six shopping complexes would be constructed to provide space to those
who had been running shops on the road. "The land acquisition process
has been initiated. It will be over by the end of March," R.
Venkatesan, Kancheepuram Collector, said. Those who encroached on
government land were already evicted.

The Government gave consent for including in the project cost the
replacement value of the property held by some of the project affected
people. Totally, 18 places of worship would be disturbed. Relocation
or reconstruction of 11 places of worship was nearing completion. The
Madhya Kailash temple would not be disturbed.

Though tolls would be levied, ITEL would plough back its surplus into
improvement of roads, particularly in and around Chennai, Mr. Rao
said. The top brass of the Government, particularly the Finance
Secretary-Development Commissioner, N. Narayanan, had been closely
monitoring the progress of the project.

Highway road rage continues!

More cess, Budget support for widening roads across country

   Budget 2005-06 has increased the cess on both petrol and diesel by
50 paise per litre each to fund additional road projects. On its part,
the government has provided additional budgetary support. At present,
the cess is Rs 1.50 per litre each on petrol and diesel.

The National Highway Development Programme (NHDP), the engine behind
the roll out and the four-laning of roads, has been give a higher
allocation at Rs 9,320 crore during fiscal 2005-06 as compared to
6,514 crore in the current year. The funds will be part-utilised in
undertaking the third phase of NHDP, which targets selected high
density corridors that do not form part of the golden quadrilateral or
the north-east, east-west corridors.

The four laning of 4,000 kms of road will be part funded by budgetary
support to the tune of Rs 1,400 crore.

So far, the NHDP has made steady progress, having four laned 5,172 kms
of road till January, 2005.

The government has also approved a special package for the north-east
(NE), allocated Rs 450 crore for funding the NE schemes.

The additional cess proposed in the Budget will find its way to the
road fund, which is given both to the states that construct the roads
as well as the NHAI, which does it at the central level. NHAI funding
has nearly been doubled for fiscal 2005-06, compared to the current
year. During fiscal 2005-06, the NHAI plan expenditure, funded by the
road fund, has been pegged at Rs 3,270 crore, up 77% over the current
year's Rs 1,848 crore

Besides sustaining momentum on improving road infrastructure, the
government has also laid emphasis on the unorganised or informal
sector, which accounts for 92 % of employment and absorbs bulk of the
annual accretion in labour force.

It has stated in today's Budget that it will be awaiting the
recommendations of the National Commission on Enterprises in the
unorganised /informal sector. "Once the proposals are finalised, pilot
projects for growth poles will be taken up and financed," finance
minister P Chidambarm said on Monday in his Budget speech.

The objectives of the growth poles are to expand production and
employment in the unorganised enterprises around existing clusters of
industrial activities and services as well as encourage the formation
of new clusters.

The pics look good!
I have one question. When they expand from the old two lane road to
four lane highway they build the new 2 lanes. But do they rip out the
old 2 lanes and do them again too? I know NHAI has stringent specs for
the materials and processes for building road surfaces under these
contracts. But are we getting only two lanes as per those standards,
or all four? I'm just curious. I saw several pictures of construction
of shiny new lanes next to old creaky 2 lane road on NHAI website. If
anyone has been on any of these new highways that have been upgraded
from 2 lane road, I'd be interested to know.

I have driven on some of these sections. They usually block one side of the
existing road and divert all traffic to the other side. The blocked side is
entirely ripped up and re-laid, including both the old and new extensions. There
is quite a big level difference between the two segments as the work is in
progress, sometimes even about 5 feet higher, possibly to maintain a uniform
level, without the usual dips and humps one finds in the older roads, which
followed the terrain.

From what I have seen, the new roads have a solid foundation, are much smoother
and are of generally far superior finish and quality, amenable to much higher
speeds.

BANGALORE, MARCH 5. The Union Minister of State for Shipping, Road
Transport and Highways, K.H. Muniyappa, has said that work on the
elevated four-lane super highway from the Central Silk Board Circle to
Electronics City on Hosur Road will start from April 2. The existing
four-lane highway to Hosur will be extended to six lanes from
Electronics City to Attibele village, covering an additional 16 km, he
said.

BOT basis

A private company with which the National Highways Authority of India
has entered into a contract will undertake the construction work on
the elevated highway on a build, operate and transfer (BOT) basis, he
said.

Mr. Muniyappa was speaking to presspersons at Electronics City after
visiting the project site today.

The estimated cost of construction of the 9-km elevated super highway
is Rs. 450 crores. Of the estimated construction cost of Rs. 450
crores, the National Highways Authority of India will invest Rs. 250
crores, the State Government will contribute Rs. 100 crores and a
consortium of industries, mainly software companies located at
Electronics City, will pool another Rs. 100 crores, he said.

Asked about the details of the BOT conditions, Mr. Muniyappa said the
contract allows Span Constructions, which will undertake the project,
to operate the highway for 20 years and collect toll from users. The
construction work will be completed in two years, he said.

Meeting held

Mr. Muniyappa visited the project site after holding a meeting with
senior officials of the National Highways Authority of India and
representatives of Span Constructions.

NEW DELHI: India on Saturday cleared an ambitious plan for widening
and upgrading 4,000 km more of national highways at a cost of around
Rs. 200 billion ($4.5 billion).


This takes the total projects being executed to improve the country's
national highways to 18,000 km, officials said after a meeting of the
Cabinet Committee on Economic Affairs chaired by Prime Minister
Manmohan Singh.

The latest National Highways Development Project (NHDP) is part of a
10,000-km upgrade to be covered under the third phase of the project,
a senior official of the ministry of shipping, road transport and
highways said.

The third phase is to be completed in two segments and estimated to
involve an expenditure of around Rs. 550 billion. Approval for
another 6,000 km under the second segment will be taken up at a later
date, the official said

Under the third phase of the project, national highways will be
expanded into four lanes and safety features such as road over-
bridges in place of railway level crossings, grade separators and
crash barriers incorporated.

"The project would be undertaken on build-operate-transfer basis,"
the official said. The government is expected to provide a maximum of
40 percent subsidy for the project, while the rest is to be raised
through private investment.

Altogether, India has put in motion projects for upgrading a total of
18,000 km, including the ongoing Golden Quadrilateral Project under
phase one and the north-south and east-west corridors under the
second phase.

The government hopes to complete 92 percent of the work on the 5,846-
kilometre Golden Quadrilateral - to link New Delhi, Mumbai, Chennai
and Kolkata with an upgraded and widened four-six lane highway - by
the year-end, one year behind schedule.

As on Jan 31 this year, about 4,480 km had been completed. The target
for completing the north-south and east-west corridors is 2007. The
project cost of the first and the second phase of the project is
estimated at Rs.650 billion.

This should be in the Andaman and Nicobar islands. The highway could
not have been been a major one ( much less a 'freeway' ) as it is
unlikely there is much traffic in that area, but probably very
important for a connection to the rest of the world. The Shompens are
a Nicobarese aboriginal tribe.

As far as I know, the only accessed controlled highway in the tsunami
affected areas is the East Coast Road from Chennai to Pondicherry ( 2
lane, but well maintained ), that runs along the coast, but I have not
heard of any damage to it. I am sure though that there were other
important national and state highways further down south that did not
fare as well. Does anyone have more information on them?

India's Coastal Zone regulations do not permit any construction
within 500 m of the high-tide line.  These regulations have been in
force for the last 15 years or so.  Hence, there aren't too many
major roads close to the coast, except those leading to villages and
habitations that came up before the Coastal Zone regulations came
into force.  Since the Tsunami waves did not go too far inland and
their force dissipated as they moved inland, there was no significant
damage to any major highway on the Indian coast.  The East Coast Road
(built before the regulations came into force) is also more than 500m
inland for the most part.

There were several minor roads that were damaged, in the
Nagapattinam/Cuddalore area and of course in the Nicobar Islands,
which bore the brunt of the Tsunami waves.  As mentioned in the
article, one highway in the Nicobar islands was damaged (and as Jude
mentioned, it is not a major highway).  But the mainland itself saw
extensive damage mostly in fishing villages by the coast and in some
village and district roads.

Teething troubles for toll roads (28 Feb 2005)

Toll roads in India are facing teething troubles. Here
are some reasons why:
* Poor toll collection on the much-hyped Mumbai-Pune
Expressway forced the Maharashtra State Road
Development Corporation Ltd, the promoter, to hand
over the task of maintenance and toll collection to a
private party.
* Even after two years the Baroda-Ahmedabad Expressway
wears a deserted look. Narmada Infrastructure
Construction Enterprise (an SPV with tolling rights of
two bridges at Zadeshwar across river Narmada in
Gujarat) had negative reserves of Rs 16.35 crore as on
March 31, 2004.
* L&T Transportation Infrastructure Ltd (an SPV with
tolling rights of a bypass road at Coimbatore) had
negative reserves of Rs 15.46 crore as of the same
day.
* The Noida Toll Bridge Company Ltd, another SPV
collecting toll on the Delhi-Noida toll bridge,
incurred a loss of Rs 21.1 crore last year and a
further loss of Rs 13.49 crore during the first nine
months of the current year. The loss during the
current year has come down compared to the previous
year.
A survey of a cross-section of people managing toll
roads revealed the reasons for the dismal performance
of toll roads. According to a source from Noida Toll
Bridge Company Ltd, the company is not satisfied with
the revenue collection - "It's too low and not up to
our expectation," he says. At the time of
commissioning the project NTBCL conducted a survey in
which a lot of commuters showed interest in toll roads
in Delhi. But, the trends are not encouraging.
According to K. Ramchand, President and CEO,
Consolidated Toll Network, "The absence of quality
historical data on traffic poses serious problems in
projecting future traffic on the Indian road system.
There have been cases where the projections on
population and economic growth have gone haywire and,
therefore, the revenues have fallen short of the
projections."
The only source of revenue for a road project
implemented on build-operate-transfer (BOT) format is
toll collection from users of the project facility.
The growth in traffic on a road depends on population,
level of industrialisation and commercialisation,
condition of feeder roads and alternate routes.
Transportation in India is sensitive to economic
conditions unlike in USA where both commercial
vehicles and private car owners extensively use toll
roads. In the late 1990s and early
part of the current decade, when most toll roads
started functioning, India was facing economic
downturn. That could be one of the reasons for the
poor performance of these toll roads.
Although toll companies don't openly say so, but
privately they admit corruption has taken a toll on
toll roads. Corruption has resulted in low traffic on
toll roads. It is also reported that on several
occasions some toll road builders were asked to pay
bribes to officials (traffic authorities). On refusal,
these officials personally discouraged motorists from
using the toll roads.
Notwithstanding the initial problems, most of the toll
road companies are optimistic about the future growth.
They feel that Indians no longer cling to freebies "as
a birthright" and are willing to pay for quality
infrastructure services. Says Sutanu Pati, Assistant
Vice President, NTBCL, "The growth in traffic is
likely to be higher in future years on account of the
increase in the number of vehicles as well as the
increase in congestion on free alternative rates."
To recover the cost of the construction of toll roads,
toll companies are resorting to various measures. Says
Sutanu Pati, "Through structured project financing,
funding support from concession granter, real estate
development etc., the cost of construction and
maintenance of roads can be recovered."
K. Ramchand of Consolidated Toll Network adds,
"Sustained economic development will lead to growth in
passenger vehicles and commercial traffic. However,
passenger vehicles do not significantly affect the
toll road business. The fee-paying commercial vehicles
have to be educated on safety and savings in terms of
time, fuel and maintenance costs due to better
infrastructure."
And this final word from Ashok Kheny, Managing
Director, Nandi Infrastructure Corridor Enterprise
Ltd, "Ceasing traffic leakage with the installation of
electronic gadgets and grade-separated fence will help
in recovering the construction cost."

Is it a lack of commuters or lack of proper (fraudulent) collection?  Would
lowering the tolls increase ridership to therefore improve income increases?
