The only reason why a state department official would even want to warn an "enemy of the state" about the possibility of an ongoing investigation into sale of national secrets is that enemy wasn't an enemy at all but a friend. So who were they actually targeting and who
were they trying to capture? The person/s that initially provided the secrets to the AQK-network in the first place and not the subsequent sales of these secrets. The target were the birds that had long symbolizes ties that bind in the procurement of peace and democracy,
the objective of foreign policy of the world greatest nation. It's  the ties that bind 2 nations and between these 2 nations and a region(M-East). This symbol and name is also etched on the trade deals to signify strength and success in peace or more accurately the hope of an obtainable one.

The threshold needed to debilitate/sabotage your very own intelligence network to find the enemies has to be a great one. There're only a few friends that a need such as this is warranted. Mr. J. Wilson could have thought of 43 good reasons why Valerie was
outed by the Administration, when the answer only required 41...

The signature of a great nation, is one that sides with a country/region that hasn't seen peace for the last 50 years. The reason for our over indulgent support both militarily and financially... and maybe our detriment. It's what fuels a self-sustaining/perpetuating cycle
that gives our enemies that very reason to exist. It seeds the mistrust for the secrets we keep because of it.

The question still remains as to whether it was beneficial for both intelligence and the administration to communicate their course of investigations, a mistake, or merely an advantage for one not to know all that the other was doing.
