Faxing under Tiger is fundementaly broken. Somewhere around 10.4.3 it
worked, by 10.4.5 it was gone. Apple decided not to fix it for
anything except Intel Macs with APPLE USB modems. If any other modems
work it's because they are close enough to Apple ones that they work.
Same with Leopard.
From my experience you can't FAX over VoIP using HOT, but often can
with BEZEQ. HOT voice phones are NOT VoIP and work fine with faxes.
If you have an external fax modem, you can try it. I never have.
In the end, I used an external FAX modem on a computer running Linux,
which as far as Macs are concerned, I gave up. If I need to fax
something from my Mac, I print it out and use a real fax machine. If
that's too complicated, I save it as a pdf file and fax it from the
Linux computer.
