Location: Tbilisi

The Center for Effective Governance System and Territorial Arrangement Reform (CEGSTAR) is announcing openings for the Project "Support to Regional Development in Georgia", jointly funded by the EC Delegation, Society of German Technical Cooperation (GTZ) and Polish Aid.

Candidates are expected to express interest in the position of Expert on Issues of International Cooperation of Regions.

Terms of reference:

Duty station: Tbilisi, Georgia (a freelancer, the incumbent will be based on his/her location; an employer will not provide with working space, equipment or communication)
Project: Support to Regional Development in Georgia
Duration of employment: 2 months (with possible extension)
Type of employment: Part-time, special contract

Background:

Government of Georgia accepted a new initiative extended by the European Commission delegation in Georgia on creation of the Task Force for Regional Development (TF). The main objectives of the TF are to elaborate a draft of the Strategy for Regional Development of Georgia (SRDG), to achieve consensus among major stakeholders and to set out recommendations for the Government of Georgia (the GoG) on regional development issues. TF has been in operation since December 18, 2008.

For effective operation of the TF and facilitation of the strategy elaboration, a Task Force Secretariat (TFS) was established along with the topic oriented working groups operating under the TFS.

CEGSTAR is seeking a part time expert on the issues of international cooperation of the region that will support the work of the Working Group on Environment and International Cooperation of Regions.

Specific outputs to be produced by the WG on environment and international cooperation of regions are:

** Comprehensive report on environment and international cooperation of the regions, which will contain policy recommendation for Government of Georgia and sub national government, with clear indication what, why and when must be done in regard to the specific policies and policy implementation mechanisms.
** Chapter on environment and international cooperation of regions for the draft Strategy for Regional Development in Georgia (SRDG) based on the first output.

Description of the working process:

The WG will meet at least once in a week.

The WG will apply the variety of methods and mechanisms in the course of producing the above-specified outputs; those would include the regular weekly meetings of the WG and consultations with other stakeholders, complex and specific analyses of the various components related to the intermediary and final product, extensive use of qualitative and quantitative (as needed) analyses, gathering and building up the necessary data and information, studying and generalizing the best international practices and successful paradigms, interviewing the relevant stakeholders and getting acquainted with other useful sources and specific practices in the field.

The Ministry of Regional Development and Infrastructure, the Ministry of Economic Development, the Ministry of Environment Protection and Natural Resources, respective Parliamentary Committees and Ministry of Foreign Affairs are considered as key partners in the WG.

Duties and responsibilities of the WG Expert:

Under the overall supervision of the Director of the CEGSTAR and the head of the TF Secretariat and immediate guidance of the WG Secretary, the expert performs the following duties and responsibilities:

** Take an active part in preparation of the comprehensive report on environment and international cooperation of the regions as well as relevant part the draft Strategy for Regional Development in Georgia with formulation of proposals for creation and/or improving regional international cooperation schemes and programmes (among others, focusing on removing local barriers hindering economic development with schemes and mechanisms proposed for the relevant issues such as cross-border business initiatives, education and training, other community based international exchange initiatives, programmes to support the development of cross-border and international cooperation, etc.)
** Take an active part in a comparative analysis of Georgian and foreign experience in the field of international cooperation of regions and regional development issues
** Conduct research and assess current international cooperation mechanisms, including sectoral partnerships, analyse prospects and opportunities as well as current or potential impediments for further enhancement of existing cooperation forms or establishing new mechanisms
** Conduct research, generalize and propose international best practices and policies (countries, sectors and mechanisms will be selected in accordance to the needs of the project)
** Participate in identification of and communication with different stakeholders who will be actively involved in the development of the Strategy
** Participate in the meetings of the Secretariat and other WGs as needed
** Provide high quality expertise and consultations during WG meetings and in the course of the project
** Prepare and deliver topic oriented presentations for stakeholders involved in the working group
** Prepare deliverables in course of work of WG (analytical materials and policy briefs)
** Follow the timetable prepared by the WG Secretary
** Participate in the weekly meetings of the WG
** Provide high quality expertise and consultations at the WG meetings and in the course of the project.

Competency profile:

** Strong research and analytical skills and proven ability to focus on results
** Ability to develop integrated approach in order to sufficiently cover the respective cross-cutting issues defined during the coordination work together with other WGs of the TF
** Excellent writing skills, particularly the proven ability of drafting strategic documents as well as analytical papers in multi-sector or/and cross-cutting issues
** Advanced interpersonal skills, with the ability to communicate effectively with a wide range of people
** Effectiveness in problem-solving
** Demonstrated openness to change and ability to manage complexities.

Qualifications and requirements:

** Advanced university degree (Master's or higher) in social sciences, international relations or other related filed; Degree higher than Master's or equivalent will be a strong asset
** Relevant work experience, particularly in relation to international cooperation in the fields of governance, regional development, local self-governance or sector-specific trans-boundary projects
** Number of years of experience as well as portfolio of significant publications in the field will be also taken into account
** Good knowledge and/or experience in trans-boundary projects in governance, regional development, local self-governance, environment, social issues, education or other related fields
** Awareness of Georgian practice in international cooperation of regions, past or current cross-border cooperation schemes and initiatives is a must
** Knowledge of the respective EU initiatives, mechanisms on cross-border partnership and international cooperation in regional development field will be an asset
** Advanced communication skills (both written and oral) and the ability to work effectively with people of various professional background
** Fluency in Georgian, both written and spoken; fluency in English, including writing and speaking skills; good knowledge of Russian language will be an asset
** Ability to work effectively to deadlines as part of a team and individually; eye for detail
** Advanced computer skills.
