BP is announcing an opening for the position of Accounts Payable Analyst in Tbilisi.

Role synopsis:

The Finance Control and Accounting team in Georgia is responsible for delivering all Accounts Payable, Treasury and Payroll activities in conjunction with providing financial support to PU Management; providing challenge in managing and delivering the Annual Work Programme (AWP) and Budget, the Performance Contract and other internal/external targets for Exports PU.

The Accounts Payable Analyst reports to Accounting Team Leader in Finance Function team supporting all BP operations in Georgia.

Key accountabilities:

** Processing third-party invoices.
** Verifying and coordinating vendor invoices against contracts to ensure suppliers are paid to agreed contractual terms.
** Developing and maintaining co-operative relationship with key contacts such as budget holders, cost analysts, user departments and vendors.
** Maintaining statistics regarding invoice processing. Monitoring invoice performance by using Invoice Tracking database on a daily basis.
** Reviewing policies and procedures relating to area of responsibility and ensuring that they are followed.
** Ensuring individual and team compliance with BP policies (clear desk, information security, etc). Clearly understanding the role HSSE (Health, Safety, Security, Environment) plays and ensuring personal contribution in getting it right.
** Administrating general duties.
** Keeping dealt data confidentially.

Essential criteria and qualifications:

** Experience in invoice verification against contract rates
** Ability to interpret and analyse data
** Strong PC skills (Microsoft Word, Excel, etc.)
** Good command of written and spoken English/Georgian
** Georgian citizenship.

Desirable criteria and qualifications:

** University degree in Economics/Finance/Accounting or Technical Discipline; degree in Finance is preferable
** Good time management and prioritization skills
** Ability to work under pressure
** Good analytical skills
** Good communication and interpersonal skills
** Good command of written and spoken Russian
** The post holder must be trustworthy and able to work to strict deadlines.

Location: Telavi, Kakheti
Duration of employment: 1 month, December 1, 2009 - January 29, 2010

Purpose of the position:

Ensure First Aid knowledge and skills provision to the Kakheti ADP community doctors and nurses in a professional manner and in line with WVG and ADP core values, mission, vision and goals. Contribute to Kakheti ADP Health and Sanitation project goals achievement and ensure trainees ToT skills stipulation for sustainable ends in mind.

Major responsibilities:

** Provide the First Aid ToT curricula to the ADP
** Ensure the training materials provision to the training participants
** Design training format in line with the Health and Sanitation project goals and outputs in mind
** Travel to communities as requires
** Conduct the trainings in a professional manner, taking into consideration the context, community knowledge and expectations.
** Report to the Program Manager at the end of the employment.

Requirements:

The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training:

** Possession of training curricula with ToT focus
** Training experience with community doctors and nurses, preferable through WVG
** Strong understanding of development programs and the community needs and expectations
** Willingness to adapt his/her curricula to project needs and context, if required
** Familiarity with Georgian Health Care system
** Effective in oral communication in Georgian
** Willingness to be flexible with dates when necessary and ability to travel to Telavi and communities when required
** Diligent, responsible and organized.
** A team player.
** Requires understanding of and commitment to WVI's core values.
** High level of integrity and accountability.

World Learning, an international NGO funded by USAID in Georgia to implement the FORECAST Human and Institutional Capacity Development (HICD) program, is seeking qualified a candidate for the position of Program Officer (PO). The PO is a key member of the HICD team, serving as a performance analyst, designing performance improvement interventions, managing performance improvement interventions/programs, and evaluating program performance.

Immediate supervisor: Deputy Country Director
Starting date: Immediately
Position type: One full time position

Key Responsibilities:

** Participate as a lead member of the World Learning program team in the identification, development and implementation of performance improvement programming in support of USAID and Government of Georgia (GoG) development objectives;
** Develop and manage partnerships with local clients/stakeholders (e.g.: governmental institutions, NGOs, private entities, USAID offices);
** Assess/analyze and identify critical performance issues in client institutions, and work with clients/stakeholders and international experts on the development and execution of performance improvement (organizational development) interventions;

** Monitor, evaluate, and report on the above;

Qualifications and experience:

** University degree in business administration, public administration or related field; Master's degree preferred;

** Strong program and budget management skills;
** At least three years of experience in designing and implementing organizational development programming; experience with governmental institutions preferred;
** Experience with international organizations, USAID programming and USAID regulations also preferred;
** Extensive experience in monitoring and evaluation of development programs;
** High level fluency in English, Georgian and Russian required;
** Excellent computer skills (MS Word, Excel, e-mail, Internet, etc.);
** Candidate should possess good interpersonal skills, and be detail oriented and well organized.

Salary: Commensurate with experience.

Duties

A. H,S&E Policies and Procedures:

** Promote good health, safety and environmental practices throughout all company activities in Georgia .
** Ensure that Local Policy Statements/Fire Plans and Fire Risk Assessments are produced and quality assured.
** Provide independent professional advice and technical information, where appropriate, to senior managers and all line managers to enable the company to discharge its statutory, common and moral obligations, keeping staff and managers abreast of changes in HS&E Legislation and Codes of Practice.
** Provide, or where necessary, source training for staff in relation to Health and Safety policies, practice and procedures.
** Liaise with the clients Health and Safety officers to ensure that company policies, practices and procedures meet their requirements.
** Propose, implement and monitor measures necessary to comply with H,S&E Legislation and Codes of Practice
** Carry out or arrange workplace safety audits and ensure that any remedial recommendations are implemented.
** Ensure that statutory requirements are being upheld throughout the organisation
** Maintain accident statistics, analyse trends and propose and take remedial action where necessary
** Investigate or arrange for all accidents and near-misses be investigated, prepare report of findings, including recommendations to prevent recurrence and implement approved course of action.
** Maintain a register of First Aiders and ensure the adequate provision of first-aid and welfare facilities. Ensure all First Aiders are appropriately trained, and (subject to qualification) provide training to members of staff to enable them to become First Aiders.
** Liaise as necessary with other organizations and relevant authorities, and provide assistance and cooperation concerning audits and remedial actions.
** Meet and co-operate with visiting health, safety and environmental officers as required.
** Ensure, at minimum, legal compliance and reduce risk of non-compliance
** Promote and coordinate the integration of environmental management and sustainability issues into policies, rules, products, services and operations.

B. Administration duties:

** Prepare time sheets
** Attend client's weekly plan meetings
** Logistics coordination
** Documentation/documents control.
** Register all incoming and outgoing documents, create transmittals
** Collate, monitor and report on project job record sheets
** Prepare internal status reports for management review
** Ensure that CP Engineers prepare regular status reports on their activities for management review
** Answer telephone calls, take messages
** Liaise with project coordinator in Baku
** Organize stationery purchase, register office consumables
** Arrange trainings (Ops + HSE)
** Arrange site visit Forms (Ops)
** Arrange site induction (Ops)
** Arrange medical checks (Ops)
** Basic employee registration (facts file)
** Manage non-confidential personnel files (Pers.)
** Organize and control accommodation (Log)
** Procurements responsibilities (include all required office inquiries, stationery, cartridge and consumables).
** Apartments and guest houses (include all negotiations, utilities payments, dealing with specific requirements, repairs, complaints, translation and organizing cleaning).
** Act as a first aider
** Prepare visa letters for expats
** HR responsibilities (keep personnel folders, CVs and all training register).

C. Finance:

** Deal with all customs issues in Georgia.
** Assist freelance chief accountant to prepare and submit annual accounts to the tax office
** Prepare monthly reconciliations and submit to Baku accounts department
** Manage petty cash, register local expenses. Keep and check all monthly expenses.

Salary: Depends on candidate's qualification.

Supervisor: Finance Manager

Overview:

Under the direct supervision of the Finance Manger, the Finance Officer will perform all the duties and tasks related to accounting of incoming and outgoing financial transactions of the Country Office, and maintain financial system to support effectively all the operations of the GeCO.

Key responsibilities:

** Prepare and submit monthly and annual tax declaration forms on time to the tax department.
** Keep updated the Finance Department in any changes relates to tax issues
** Establish spreadsheets for each local sub-grantee that details their monthly expenditures by line item, unspent balances, cumulative expenses and % expended to date and total transfer.
** Prepare sub-grantee schedule for finance report
** Ensure the bank transfer are done in a timely manner
** Manage data entry of the vouchers into Web Sun
** Maintain central filing system of financial records and grants.

Required qualifications:

** Finance graduate or equivalent
** Two to three years relevant work experience with donor funded projects
** Fluency in English
** Strong computer skills; Knowledge of Sun system accounting software
** Detail oriented
** Ability to handle multiple tasks under pressure and to meet deadlines.

Charity Humanitarian Centre "Abkhazeti" (CHCA) is announcing an open tender on rehabilitation works within the project "Community Centres for Conflict Affected Communities in Georgia". The project is implemented in partnership with the Save the Children Netherlands with the financial support of the European Commission.

The work includes the rehabilitation of the first floor of the 2-storey building in Tskhaltubo, to be used as a "Community Development Centre".
