DUTY STATION: TBILISI

The United States Peace Corps is inviting qualified applicants for the contract position of Program Manager for the NGO Development and Management program in Georgia. The NGO Development program places American Volunteers in NGOs, CBOs (Community Based Organizations) and institutions in regions across Georgia. The Program Manager is responsible for overall project development, management, and Volunteer support. S/he will closely collaborate with Peace Corps training staff to foster and encourage a dynamic and integrated programming and training team. This position is based in Tbilisi but requires extensive travel throughout the regions of Georgia.

Closing Date: 15 August 2003

Major duties and responsibilities:

** Coordinate with the Georgian Ministries of Education (MOE), Health (MOH) and Environment (MOEv) as well as other community partners, to develop, implement, monitor and evaluate the NGO program;
** Ensure that NGO Development project plans and activities correspond to local community needs and to Peace Corps' overall goals and objectives;
** Update Programming & Training Officer (PTO) on program and project status in timely and regular intervals;
** Serve as a liaison on all program matters between Peace Corps, the Ministries, Supervisors, Counterparts, and Volunteers;
** Develop appropriate site placements for NGO Development Volunteers, applying Peace Corps' standards for work assignments, safe housing, and safety and security;
** Provide extensive technical, material, and other support to Volunteers through site visits and regular communications;
** Assist Programming and Training Officer (PTO) in structuring and designing a comprehensive training strategy for Volunteers for their complete cycle of service;
** Maintain accurate and complete Volunteer program records and files;
** Review and respond to project-related correspondence; write and produce appropriate program documents, reports, guidelines, handbooks, and other materials;
** Train and supervise a Program Assistant to support the program;
** Perform other duties as required by the Programming and Training Officer (PTO). *

Desired qualifications:

** Advanced university degree and prior work experience with local and/or international NGOs;
** Knowledge of current reforms in the above Ministries in Georgia;
** Experience in project planning, design, implementation, and monitoring and evaluation;
** Prior management and supervisory experience;
** Strong computer and organizational skills;
** Excellent interpersonal and cross-cultural communication skills;
** Flexibility and willingness to travel extensively;
** Fluency in written and spoken English;
** Prior experience working with Peace Corps or other international organizations is desirable.
** Citizen of Georgia.

DUTY STATION: TBILISI

A new USAID-funded agricultural development project is seeking to hire an Administrative Assistant. This person will work closely with the component of the project dealing with the processing of food products. This person will be responsible for office administration, logistics, and communications, and will ensure that all project policies and procedures are followed.

Start date: Immediately
Level of effort: Full time salaried - 40 hours per week.

The Administrative Assistant for the processing (AA-P) division will be supervised by the Processing Advisor in accordance with the project’s policies, procedures, and guidelines as established. The individual will contribute to the development of a positive and professional work environment by representing the project in an appropriate manner.

More specifically the Administrative Assistant for the processing will:

1. Manage all Processing division office administration in coordination with project administrative policies and procedures. (Filing, reception of visitors, copying, faxing, etc.)
2. Coordinate logistics for processing staff, short-term technical assistance (STTA) consultants, and local specialists per project procedures.
3. Provide document translations as assigned by Processing Advisor or other processing staff.
4. Provide verbal interpretations for the Processing Advisor at meetings, field visits, public presentations, and other occasions as assigned.
5. Maintain Monitoring and Evaluation (M&E) reporting for the Processing division in concurrence with project policies and procedures.
6. Manage the Processing Advisor’s appointments, meeting, and all travel logistics.
7. Ensure that all other project accounting and human resources policies and procedures are followed within the Processing division.
8. Attend meetings as directed and perform other duties as assigned.

Skill Requirements:

** Strong written and oral communication skills in English, Georgian and Russian. Other languages would also be helpful.
** Strong interpersonal skills, strong professional ethics, self-starter, professional presentation.
** Analytical skills, attention to details, and follow through on assigned duties are required.
** Requires excellent computer skills (MS Excel, MS Word, Outlook, Power Point and Access).
** Must be self-motivated, a team player, and able to work under time tight constraints.
** Good understanding of business principles.
** Must be prepared to learn food-processing terminology for report preparation.
** Understanding of agribusiness and business planning would be helpful.
** 3 years experience with foreign or international organizations.
** Ability to travel locally.

Job description:

As a Leading Economist [Staff Accountant], the candidate will:

** Be directly involved in issues that have an impact on public policy.
** Analyze technical and complex accounting issues and auditing matters.
** Review filings to recognize potential or actual material accounting, auditing or financial reporting deficiencies in financial disclosure resulting from deviations from International Financial Reporting Standards ("IFRS"), International Standards on Auditing ("ISA") and the accounting rules and policies of the NBG.
** Lead and participate in the development of a NBG position on a number of significant accounting and auditing issues.
** Interact with senior executives in commercial banks, accounting firms, as well as senior officials of other regulatory agencies.
** Prepare and review correspondence and inquiries with commercial banks, regarding accounting and auditing issues
** Assist bank inspectors through reviews of unusual accounting or auditing matters involving financial reporting
** Perform examination of financial statements included in call reports and other filings under the NBG regulations.
** Review cases involving difficult and unusual accounting, auditing, and factual questions.
** Make recommendations for initiation of investigations and other administrative proceedings.
** Participate in the delivery of accounting, auditing and financial reporting seminars related to IFRS, ISA and the accounting rules and policies of the NBG.

Qualification requirements:

1. Degree in Accounting, Business administration, Finance or public administration.
2. Work experience: 4-year working experience in accounting and Audit.
3. A certificate issued by ACCA, Georgian Professional Accountants and Auditors Federation or "Audit consulting council".
4. Two recommendations from high-qualified accountants.

Factors to be considered in the selection process:

The factors to be considered in the selection process are essential to perform the duties of this position. A candidate's application must include narrative, which clearly outlines how the candidate meets these factors. If the application does not clearly show that the candidate meets these factors, he/she will not receive further consideration for the position.

1. Recent work experience (i.e., within the last 3 years) that demonstrates knowledge of IFRS and ISA gained through the preparation or audit of financial statements; and
2. recent work experience (i.e., within the last 3 years) that demonstrates the candidate's ability to research accounting and auditing issues and the ability to prepare comprehensive written reports or to provide comprehensive oral presentations on the findings. The candidate must include descriptions of specific examples that demonstrate how the candidate has accumulated this knowledge.

This experience may have been obtained with a commercial bank, public accounting firm, or government agency requiring an in-depth knowledge of IFRS, ISA and their application in preparation or review of financial disclosure statements.

The candidate must cite specific examples of work experience that demonstrates how he/she obtained this knowledge.

Deputy Director's responsibilities consists but is not limited by the following:

In agreement with Director to:

** Manage and coordinate Horizonti activities in the scale of Georgia

** Experience in relations with donors
** Experience in making presentations and public speeches
** High proficiency of English, Russian and Georgian languages

Georgia Health and Social Projects Implementation Center (HSPIC) at the Ministry of Labor, Health, and Social Affairs would like to recruit Technical Assistance and Training Coordinator.

General Responsibilities:

1. Perform procurement tasks for Training and Technical Assistance of Georgia Health and Social Projects Implementation Center (HSPIC) in accordance with the Credit Agreement and World Bank Guidelines.
2. Coordinate the technical assistance assignments, trainings and study tour programs.

Required Qualifications Service Procurement Coordinator should have:

** University degree
** Basic experience (local/international) in procurement, including bidding, contracting

Specific Tasks are as follows:

Responsibilities, required actions:

1. Coordinate project procurement activities:

** managed by Procurement Manager, cooperating with Projects Managers and procurement team execute procurement in a timely, efficient, and effective way so that the substantive objectives of the projects and activities are met
** actively participate in the procurement planning, selecting and monitoring of technical assistance assignments
** develop selection and assignment schedules
** advising on the development of clearly defined ToR for the Consultant assignments
** follow up Consultant selection procedures defined by the WB guidelines
** manage the entire process of selecting contracting processes including review of ToRs, preparation RFPs, proposal evaluations, contract awards and negotiations
** drafting and negotiating Consultant contracts
** provide logistical support for foreign/local Consultants (travel arrangements, working accommodations, meeting arrangements etc.)
** monitor the execution of consulting assignments to ensure that the objectives are adequately and timely met and that specific recommendations and issues resulting from consulting assignments are duly considered by the appropriate officials.

2. Coordinate training and study tour programs:

** coordinate the training and study tour programs - ensure that the each activity is targeted to met the programs' objectives, participants are well qualified
** verify that all training and study tour programs are well designed, the knowledge and information gained is disseminate as widely as practically possible.

3. Submit reports on service procurement:

** report and provide advise to Procurement Manager on non-compliance with contracts,
** assist HSPIC's Procurement Manager in the preparation of periodic reports addressed to the Government, WB and other stakeholders.

The State Chancellery of Georgia is announcing a competition for consultancy in public service.

Major duties and responsibilities are:

** On the basis of draft version of Public Service Strategic plan elaborated in State chancellery, as well as recommendations thereto provided by the key stakeholders and the World Bank, develop recommendations with regards to delineations of functions and responsibilities at the sectoral level (economic and fiscal, social, environment, etc.)
** Single out areas of responsibilities involving cross-sectoral relationships and develop suggestions with regards to institutional arrangements aiming at increased efficiency and effectiveness of these relationships, and improved coordination;
** Elaborate specific proposals regarding the mandates and the roles of the state administrative bodies within each sector (Ministries and State Departments);
** Carry out an in-depth assessment of existed internal oversight and control systems, and elaborate proposals for their enhancement;
** Assist the State Chancellery in assessing the potential difficulties and risks associated with enforcement of the proposed changes, and advice on feasible mitigation mechanisms.

The consultant will work as a member of the State Chancellery Public Administration Reform work team.

Requirements:

** A degree in economics, public administration or a similarly relevant discipline;
** At least five years’ relevant consulting experience or working experience within the senior positions in the Georgian executive, legislative and/or judicial branch;
** Knowledge of relevant international theory and practice;
** A high level of computer literacy (Microsoft Word, Microsoft Excel) and presentation;
** Ability to react promptly and correctly to critical situations;
** Ability to work in a team environment;
** Excellent report and human relations skills.

Ability to communicate and prepare materials in English would be an advantage.

Duration of the work is 5 months.

World Vision Germany - in co-operation with World Vision International in Georgia - has successfully applied for funding under the European Initiative for Democracy and Human Rights (EIDHR - EU budget line B 7 - 70).

The main objective of the project "Inter Communal Centres for Youth (ICY) - Georgia" is to combat the increasing trend toward the ethnicisation of conflicts among Georgian citizens in Samtskhe-Javakheti and Kvemo Kartli. To elaborate, ethnicisation of conflicts connotes a characterisation of everyday social problems as ethnic differences. There is a need to reframe the regions' problems in non-ethnic terms in order to stop the marginalisation of minority sub-groups and the fragmentation of Georgian society. Instead of addressing the problem directly via politics or the media, ICY will attempt to re-socialize and re-educate the younger generation through largely apolitical means: education, sports and leisure activities. Through structured interaction, ICY's participants will be encouraged to engage in inter-ethnic dialogue and civic participation as common citizens of Georgia.

World Vision International in Georgia has an opening for the full-time position of Accountant based in Tbilisi. The Accountant is to assist in maintaining financial records by preparing accounting reports and statements, reconciling accounts, and processing/reviewing journal entries and vouchers.

Major responsibilities:

** Handle monthly reconciliations of the specified bank accounts.
** Prepare/extract monthly financial accounts, including computer data entry, preparation of support schedules, etc.
** Prepare regular entries to the journal.
** Approve coding on all vouchers prepared by staff for valid account/cost center/donor combinations and advise necessary adjustments to originator.
** Research expenditure variances and prepare correcting journals as required.
** Prepare regular internal accounting reports for management.
** Prepare accounting reports for the donor on demand (at least every year) according to EU budgeting standards.

Requirements:

Requires a university degree or diploma in accounting and 2-years experience in accounting, preferably within EU related projects/institutions or World Vision. Education/ experience must include complex bank reconciliations, journal writing, general ledger, financial statements, and government tax reports. Knowledge of accounting theory and financial analysis will be an asset. Experience in financial reporting (EU accounting standards) preferable. Requires good computer skills and knowledge of accounting systems such as Sun Systems. 2-3 years experience with international NGOs or other similar organizations. Requires good communication (speaking and writing) skills in Georgian, Russian and English. Requires good cross-cultural understanding and communication, negotiation and conflict resolution skills. Must be able to communicate ideas within and outside of World Vision, with local tax government authorities, with major donors and other NGOs. Willingness to be flexible with hours when necessary. Honesty and strong commitment to WVI principles. Holder of a valid international passport

Job Description:

Basic Functions:

FSD Credit officer works with SCG-s (Saving Credit Group). FSD Credit officer should find the potential SCG-s and provide them with the organizational-preparatory training. FSD manager in his turn decides the certain number of SCG that can be opened by the certain Credit Officer within the certain geographical zone. After the SCG is created, the credit officer periodically visits the SCG as well as is responsible to organize the prompt repayments from SCG-s. Any SCG of the certain Credit officer can be checked any time by FINCA Georgia management. SCG members will be provided by training and technical support from the Credit Officer.

Basic activity:

Finance (50%):

In order to achieve the goal set by the given project, the Credit Officer is responsible for the disbursement of credits to SCG-s. The duties performed by the certain Credit officer are as follows:

** To determine the potential SCG-s and to provide them with the training according to the methodology, as well as to help certain SCG members in the creation of the SCG.
** To work out the plan for activities within the certain geographical zone.
** To be responsible for FINCA credits, checking the SCG members' business, preparing the agreements for SCG, controlling the process of the weekly repayments.

Checking and accounting (20%):

** To attend SCG preparatory meetings weekly.
** To prepare the correct financial documentation for each SCG.
** To control the SCG weekly repayments and provide the SCG treasurers in weekly accountings.

Training (20%):

** To provide SCG and committee members by the accounting activity, as well as by the information how to use the credit and the savings sums, how to run and organize the whole group.
** To provide the SCG members' business training.

Evaluation (10%):

Should pre-consider the risk of not repaying from the SCG members' side before the credit is disbursed to SCG.

Necessary Qualifications:

** Knowledge of sociology or an experience of working within that field.
** Sociability and an ability to work with team.
** Fluency in Georgian and Russian, knowledge of English is an advantage.

Womenaid International-Caucasus, Caucasus Gender Institute is seeking an experienced Gender Trainer under short-term contract (Tbilisi based with some travel countrywide and South Caucasus).

WomenAid International-Caucasus (WAIC) is the Caucasus regional representative partner of WomenAid International (WAI), a British based humanitarian and development agency that also advocates for human rights and gender equity.

The Caucasus Gender Institute was created by Caucasus 16 Days representatives of NGO's from Azerbaijan, Armenia and Georgia, who, in recognition of the many similarities of problems in each country, decided to work together to develop comprehensive strategies and approaches on a regional basis. Caucasus Gender Institute National Advocacy Groups meet to drive forward understanding and action on specific issue areas, such as anti-trafficking, domestic violence, human rights, health, gender and media advocacy.

Selection Process:

Applicants will be short listed according to their ability to meet the criteria listed in the job specification and a demonstrated ability to work collaboratively and effectively, as a member of a team is essential.

Key duties and responsibilities:

Under the overall guidance of the WomenAid Management Team and in close collaboration with other staff of the Tbilisi based Health & Gender Equity Centre, the Gender Trainer will lead on the delivery of women's rights advocacy and gender related training to diverse groups in the region.

Qualification requirements:

** University degree in a relevant field such as international law, gender, sociology etc.
** Expertise in women's rights, international and national legislation, and gender issues.
** Substantial understanding of, and commitment to, gender equity with knowledge of relevant International and national human rights instruments and legislation.
** Excellent administrative and communication skill.
** Skilled computer literacy in all Microsoft office programs, including data processing skills.
** Fluency in English, Russian and Georgian language skills, both written and oral.

Essential requirement: Substantial experience as a trainer.

Necessary Qualifications:

** Education: University degree in business administration or other related field , certification from a recognized professional accountancy institution.
** Knowledge and abilities: Analytical skills. Ability to work and set priorities independently. Ability to establish and maintain effective working relationships with people of different national and cultural background. Strong interpersonal skills. High level of integrity. Excellent knowledge of drafting budget outlines and making financial calculations. Excellent drafting skills as well as high level of accuracy and skills in preparing and reviewing analytical and financial reports. Advanced knowledge of MS Excel, Word, Access, Power Point, Oracle.
** Experience: A minimum of six years of professional experience in budgeting, accounting , finance or project management. Experience in procurement procedures would be an asset.
** Languages: Excellent knowledge of English, Russian and Georgian. Excellent oral and written expression in all three languages.

ISP Geonet invites any interested individuals to participate in the tender for the position of a Sales Agent.

Responsibility: Offering leased line services to interested individuals and organizations.

Requirements:

** Honest, energetic person with good communication skills
** Age: 20-30
** Perfectly spoken Georgian, Russian and English
** Computer literacy: MS Office
** High technical education is desirable
** Past experience of working in relevant field is a plus.
