Surely the biggest reason to have a WIP limit over 1 is so that
stations do not go idle waiting for something to do? Or am I
completely missing something? (It could happen.)

I think there is even more to it than flow mechanics. The cost of delay function under risk has so much uncertainty to it that it isn't reasonable to work on...
