The cutting tool is like a threading tool except the angle is 40 degrees..The tool with the grooves will generate gear teeth...

This is not athread. These are grooves. One groove is cut by running the tool into the steel then backing it out move the tool a certain distance and repeat...

I get that it's not spiraling like a thread, but you're pushing your pointed tool straight into the workpiece such that it cuts on both sides of the point....
