I'm in the United States. I live in Tacoma which is just south of Seattle
Washington.

There is a Caterham club in the area that does track days. My garage isn't
hospitable enough to use as a workshop in the winter since it's not heated or
insulated so I can use the winter to plan and hopefully build during the spring
and summer.

If nothing else, I have a great collection of parts.  I have a 4AGE, a 4AC,
and a MG Midget motor, with transmissions,  a nosecone, 4 fenders, a gas
tank, a pile of aluminum sheet, boxes of rivets, several sets of uprights
and brakes, several sets of wheels, lights, instruments, etc,. etc.

A bit more steel and I could start on a second unfinished project.

I'm not going to debate whether it's OT or not, but there's many a slip between
a bill draft and a law. I can't imagine this will ever get out of committee and
if it did there are grave consitutional concerns about its invasion of privacy.
See Doe v. Wade. Nevertheless, I can see the contributor's concern that this may
add just one more restriction on homebuilt vehicles. I note that my new Kia is
keeping track of my average speed.....
