N.C. Low Income Housing Coalition (herinafter "the Coalition")completes it
subcontract list of local housing coalitions. As of July 17, 2000, the
Coalition has entered into three subcontract agreements with area housing
coalitions and legal services organizations. These agreements are for the
performance of tenant organizing in properties with expiring Section 8
Contracts. These specific organizations are Durham Affordable Housing
Coalition (DAHC); Piedmont Peace Project (PPP); and Pamlico Sound Legal
Services (PSLS). Each organization has been assigned select properties in
their respective target regions. DAHC will organize tenants in the Northern
region, PPP will work in the Southern area encompassing Charlotte; and PSLS
will span across the Eastern part of the state.
In addition to these organizational subcontracts, the Coalition was awarded
three National Alliance for HUD Tenant VISTA slots. One of the slots has
been filled at the Greensboro Housing Coalition. The VISTA at that location
will organize tenants in the Mid-Western Region of the state including
Greensboro. Currently, the Coalition in Raleigh is scheduled to employ a
VISTA to organize through the Central Region of the state including Raleigh
and Fayetteville. The Coalition plans to locate a VISTA in the western part
of the state to undertake tenant organizing. Currently, the Coalition does
not have an organizing presence in that region.
The regional format of organizing will permit the Coalition to serve more
tenants during the contract period.

for the Preservation Matching Grant and S. 2733
On Tuesday, July 18 the Senate Banking and Urban Affairs Committee will
hold a hearing on S. 2733, the Affordable Housing for Seniors and Families
Act. This bill was introduced by Senator Santorum (R-PA) in June and
includes the establishment of a preservation matching grant program. While
there are specific issues in the bill requiring further refinement, we
strongly support the creation of the preservation matching grant program.
The bill authorizes HUD to distribute funds, on a matching basis, to states
and localities that put forth their own funds toward preservation. This
Statement of Support will give the Senate Banking Committee a good sense of
the broad support for S. 2733 and the matching grant concept. We hope you
can sign on to this Statement of Support (below). Additional tools will be
available after the July 18 hearing to garner additional co-sponsors to S.
2733, and pursue any necessary revisions in the statutory language.

**Statement of Support**
The undersigned organizations support Title IV of S. 2733 that would
establish a preservation matching grant program.
Under this program, the Department of Housing and Urban Development would
distribute funds, on a matching basis, to states and localities that also
commit their own dollars, or other housing funds within their control, to
preserve HUD-assisted housing for low income families. The federal
preservation matching grant program would greatly leverage state- and
locally-dedicated funds toward preservation. Given the growing needs for
affordable housing throughout the United States and the recent lack of
federal capital funds to meet preservation needs of much of the stock, we
support this program to preserve existing housing affordable to low income
families. If appropriators provide sufficient resources, the preservation
matching grant program will give states and localities a new tool and a
strong incentive to take action to protect the hundreds of thousands of
families in HUD-assisted housing by preserving this vital housing stock.
Last year we supported similar legislation authorizing a preservation
matching grant program when it passed the U.S. House of Representatives by
405-5 in September 1999 (H.R. 202.)
We look forward to working with the Senate to further refine the
legislation, and to secure additional support from the Senate and in the
appropriations process.

December. At that time, the tenants will be able to review the N.C.
Housing
Finance Agency's restructure plan before it is submitted to HUD for
approval. We were able to meet some enthusiastic tenants that are
interested in forming a tenants association.
Additionally, our staff recently traveled to Thomasville Church Homes in
Thomasville to knock on doors. Thomasville is renewing its Sec.8
contract
with a reduction in rents (this is affectionately called getting a
"haircut").
Although the policy issues with M2M have been slow to be resolved, there
has been a great of planning and organizing to get the information out
to
tenants.

Housing Hotline and the N.C. Justice and Community Development
Newsletter.

WORKSHOP SUMMARY:
Section 8 Expirations? Opt-Outs? "Mark-to-Market?" One year renewals?
Fundamental federal budget and policy changes over the past few years will
have a dramatic impact on the stock of existing privately-owned, federally
subsidized housing for very low-income tenants under Section 236 and
Section 8 project-based housing programs. This session will provide an
update on current federal developments from HUD and Congress, and review
their impact on the state's existing inventory of privately-owned HUD
subsidized and assisted housing. The sessions will cover basic risk
assessments, preservation challenges and strategies for affected units, and
the changing roles of HUD and state and local governments in managing this
inventory.

PUBLIC HOUSING WORKSHOP SUMMARY:
New federal laws and HUD regulations could bring significant changes to the
Public Housing and Tenant-based Section 8 programs in your community. What
are the major issues for tenants and the affordable housing stock? What is
the required process for community input into new PHA discretionary
decision-making? This basic session will provide an update on the new laws
and rules from HUD and Congress, including who will live in public housing,
how much they will pay, and even whether the units will continue to exist.
We will cover the PHA Plan, and what steps tenants and communities should
begin taking now to take advantage of the situation. [If appropriate, add a
local statement about any intent to foster future statewide
monitoring, networking among advocates, or technical assistance.]

ABOUT NHLP AND THE TRAINER:
The National Housing Law Project is a private charitable nonprofit
organization with a mission of advancing housing justice for America's
poor. Since 1968, NHLP has worked in furtherance of this mission by seeking
to preserve and expand the supply of affordable housing, by protecting and
enlarging the rights of very low-income tenants and homeowners, and by
increasing housing opportunities for racial and ethnic minorities. To do
so, NHLP provides legal assistance, advocacy advise, and housing expertise
to legal services and other attorneys, low-income housing tenant and
