News from UPE Focus Cities:

Applying Participatory Planning process in Focus Cities projects. Dakar, Senegal and Jakarta, Indonesia.

Dakar and Jakarta are two examples of rapidly-growing cities in which Focus City teams are working side by side with urban poor dwellers to improve their living conditions.  With support from researchers, methods can be found to build on the existing assets of local residents to improve the conditions of the built environment in their communities. These two short stories tell how the application of a participatory planning approach allows the urban poor to decide for themselves how their problems should be addressed. Minimum…or Maximum cities – The Conference

26 November 2009. Cambridge, United Kingdom.

University of Cambridge, Faculty of Architecture and History of Art

What is the future for cities? Are they expanding at an ever-increasing rate or are they being abandoned and shrinking into oblivion? Are cities polluted, overcrowded and anonymous, or are they dynamic centres of innovation and culture? Are they sociable or anti-social? Well, it depends who you read because each description reflects the confusion about the state of the world's cities. Anxieties over urban space within western cities, and fears over the dynamic growth of megacities in the developing world have altered the way that we see the benefits and drawbacks of urbanisation. It has been said that a culture of shrinkage is set to develop; or alternatively, that the city will have finally swallowed the world.

Wastewater Irrigation and Health - Assessing and Mitigating Risk in Low-income Countries

Edited by P. Drechsel,  L. Raschid-Sally,  M. Redwood,  A. Bahri,  C. A. Scott

In many countries wastewater treatment systems are hardly functioning or have a very low coverage, resulting in very poor quality water being used for irrigation and the cultivation of consumable produce. This can create significant risks to public health, particularly in expanding urban areas. Wastewater Irrigation and Health approaches this serious problem from a practical and realistic perspective, addressing the issues of health risk assessment and reduction in developing country settings.

UNDP 2009 Human Development Report - October 2009
Overcoming barriers: Human mobility and development

“……—Despite progress in many areas over the last 25 years, the disparities in people’s well-being in rich and poor countries continue to be unacceptably wide, according to the Human Development Index (HDI) recently released as part of the 2009 Human Development Report (HDR). This year’s HDI, a summary indicator of people’s well-being—combining measures of life expectancy, literacy, school enrolment and GDP per capita—was calculated for 182 countries and territories, the most extensive coverage ever. …”

AN INTRODUCTION TO THE HUMAN DEVELOPMENT AND CAPABILITY APPROACH - Freedom and Agency
Edited by Séverine Deneulin and Lila Shahani

Since 1990, the United Nations Development Programme has been publishing Human Development Reports at the global, regional, national and local level. The message in these reports is simple: development is about giving people the opportunities to live lives they value, and about enabling them to become actors in their own destinies. The message is based on the “capability approach” of economist and Nobel Prize laureate Amartya Sen. Today, there is little doubt that the approach has had a considerable impact on both academics and policymakers alike. For students and practitioners worldwide, this textbook introduces and explains the "capability approach" on which the report is based

FIGHTING POVERTY WITH FACTS: Community-Based Monitoring Systems

Celia Reyes and Evan Due

For more than two decades, governments and development agencies around the world have focused on reducing poverty. There have been advances, but progress has been uneven and nearly a quarter of the world’s population still suffers from extreme “income poverty.” Income poverty, however, is only part of the picture. A multi-faceted account of poverty and human welfare incorporates elements that go beyond income to capture the characteristics of poverty as experienced by the poor themselves. This book presents the Community-Based Monitoring System (CBMS). CBMS recognizes that the poor must be involved in planning public programs that affect their well-being. It further recognizes that, to be effective, development programs must be targeted and informed by relevant, current, accurate disaggregated data. Drawing from CBMS experience in Africa and Asia, the authors present recommendations for policymakers, donor agencies, and researchers. They also present guidelines for developing and implementing poverty monitoring systems in other regions of the world. For more analysis, discussion, and case material, visit the companion website, www.idrc.ca/in_focus_poverty, which is included with the book, on CD.
