ACP-EU Assembly: Climate Change and Madagascar's situation to take centre stage

Climate change and Madagascar's institutional and political crisis top the bill of subjects to be discussed at the 18th session of the ACP-EU Joint Parliamentary Assembly (JPA) in Luanda (Republic of Angola) from 30th November to 3rd December 2009.

Delegates will also debate the impact of the financial crisis on the ACP States, disaster reduction and recovery and the current state of play regarding the WTO negotiations and Economic Partnership Agreements (EPAs). The ACP-EU JPA twice a year brings together 78 MEPs and 78 parliamentarians from the African, Caribbean and Pacific (ACP) states.

The formal opening on Monday 30 November at 11.00 am will begin with speeches by ACP-EU Co-Presidents Louis Michel (Belgian Liberal) and Wilkie Rasmussen (Cook Islands), Fernando da Piedade Dias dos Santos, Speaker of the National Assembly.

The co-presidents will hold a Press conference at the end of the inaugural session (around noon).

The assembly will also debate and vote on three reports:

- Global governance and the reform of international institutions - Miguel Angel Martínez Martínez (S&D, ES) and Donald Ramotar (Guyana)

- The impact of the financial crisis on the ACP States - Hans Peter Mayer (EPP, DE) and Joseph Mugambe (Uganda).

- Social and cultural integration and participation of young people - Olle Schmidt (ALDE, SV) and Manuel Jiménez (Dominican Republic)

The votes on the resolutions and reports will both take place on Thursday 3rd December.

Assemblée ACP-UE : changement climatique et situation à Madagascar au centre des débats

Le changement climatique et la crise politique et institutionnelle à Madagascar seront au centre des débats de la 18° session de l'Assemblée parlementaire paritaire ACP-UE qui se déroulera à Luanda (Angola) du 30 novembre au 3 décembre.

Les députés débattront également de l'impact de la crise financière sur les pays ACP, de la prévention et de la réparation des catastrophes écologiques ainsi des négociations à l'OMC et sur les Accords de partenariat économique (APE). L'Assemblée ACP qui se réunit deux fois par an réunit 78 députés européens et 78 députés nationaux des pays d'Afrique, des Caraïbes et du Pacifique.

Lors de la séance inaugurale du lundi 30 novembre à 11h00, les co-présidents de l'Assemblée, Louis Michel et Wilkie Rasmussen des Iles Cook, ainsi que le président de l'Assemblée nationale, Fernando da Piedade Dias dos Santos, s'adresseront aux membres.

Une conférence des co-présidents aura lieu à l'issue de la séance inaugurale (vers 12h00).

L'Assemblée débattra et votera trois rapports sur :

- La gouvernance mondiale et la réforme des institutions internationales - Miguel Angel Martínez Martínez (S&D, ES) et Donald Ramotar (Guyana)

- L'impact de la crise financière sur les pays ACP - Hans Peter Mayer (PPE, DE) et Joseph Mugambe (Uganda).

- L'intégration sociale et culturelle et la participation des jeunes - Olle Schmidt (ADLE, SV) et Manuel Jiménez (Dominican Republic)

Les votes sur les résolutions et les rapports auront lieu le jeudi 3 décembre.
