Grubby and bearded, apparently exhausted and resigned to his fate,
the fugitive (news - Y! TV) dictator was dug out by troops from a
narrow hiding hole during a raid on a farm late Saturday, the U.S.
commander in Iraq told a news conference Sunday.


"Ladies and gentlemen, we got him," a beaming U.S. administrator Paul
Bremer said in his first, pithy comments.


"The tyrant is a prisoner."


Amid scenes of undisguised jubilation at U.S. headquarters in
Baghdad, Lt. Gen. Ricardo Sanchez played a video of the 66-year-old
ousted leader, in a heavy black and gray beard, undergoing a medical
examination that appeared to include the taking of saliva swabs for
DNA testing. Sanchez also showed a still photograph, apparently taken
later, of a shaven Saddam.


Across the capital, gunfire crackled in celebration.


Joy greeted final proof that the man who terrorized his people for 30
years and led them into three disastrous wars was now behind bars and
facing trial, even possible execution, at Iraqi hands.


"There were no injuries. Not a single shot was fired," said Sanchez,
adding that Saddam seemed "tired and resigned."


It was a contrast to the end of Saddam's once powerful sons, Uday and
Qusay, who went down guns blazing against an overwhelming U.S. force
at a house in Mosul in July.


Troops acting on a tip-off surrounded the farm outside Ad Dawr, just
south of Tikrit, the city where Saddam was born into a poor family of
minority Sunni Muslims. He rose through tribal contacts and a taste
for ruthless violence to dominate the Arab nationalist Ba'ath party,
which seized power in a 1968 coup.


The soldiers finally tracked the fugitive down to the bottom of a
narrow, man-sized pit, some six to eight feet deep, Sanchez said.


BOON FOR BUSH


The arrest is a major boon for President Bush (news - web sites)
after seven months of increasingly bloody attacks on U.S. forces and
their allies following Saddam's ousting on April 9.


His campaign for re-election next year has been overshadowed by
mounting casualties and wrangling with key allies over Iraq.


It may break the spirit of some of his diehard supporters and ease
anxieties of many Iraqis who lived in fear for three decades under a
man who led them into three disastrous wars.


U.S. officials will also hope to extract key intelligence on the
alleged weapons programs which formed the public grounds for Bush to
go to war in defiance of many U.N. allies. Little evidence of banned
weapons has been found.


Saddam had kept up a stream of belligerent rhetoric from hiding, even
after his sons were killed. Already vexed by its failure to find al
Qaeda leader Osama bin Laden (news - web sites), Washington blamed
Saddam for promoting some of the violence against its forces and put
a $25 million price on his head.





But analysts warned that other groups could go on fighting.

"This has lifted a shadow from the people of Iraq. Saddam will not be
returning," British Prime Minister Tony Blair (news - web sites) said
in a statement.

Washington had made Saddam number one -- the "ace of spades" -- on
its list of 55 most-wanted Iraqis. An informer was paid $30 million
and given refuge in the United States for turning in Uday and Qusay.

DEATH SENTENCE?

Saddam would be put on trial, Iraqi National Congress leader Ahmad
Chalabi told Reuters. A tribunal system for Iraqis to try Saddam and
fellow Baathist leaders was set up only last week.

"This is good for Iraq. He will be put on trial. Let him face
justice," Chalabi, who returned after the invasion from years in U.S.
exile, said in Baghdad.

A U.S.-led coalition official said last week the Iraqi government to
be formed by June would be free to re-establish the death penalty,
although most of the countries supplying experts setting up the
tribunal do not have it. Saddam made free use of execution, killing
thousands during his years in power.

Hours after the arrest, a suspected suicide car bomber killed at
least 17 people and wounding 33 at an Iraqi police station in the
restive town of Khalidiyah, west of Baghdad.

U.S. officials had said Saddam had eluded American troops by moving
every few hours, probably in disguise and aided by members of his
clan around Tikrit, north of Baghdad.

"His arrest will put an end to military and terrorist attacks and the
Iraqi nation will achieve stability," said Amar al-Hakim, a senior
member of the Shi'ite political party the Supreme Council for the
Islamic Revolution in Iraq.

"We want Saddam to get what he deserves. I believe he will be
sentenced to hundreds of death sentences at a fair trial because he's
responsible for all the massacres and crimes in Iraq."

Mustafa Alani, an analyst at the Royal United Services Institute in
London, warned, however, that there were other anti-American groups
in Iraq ready to continue attacks.

"There will be a reduction in operations sponsored by former regime
loyalists, but this is not the full story because they are not the
only group involved," he said.

"For the Americans after the failure to capture Osama bin Laden after
so many years, it is a propaganda coup...It's an intelligence prize
because they can get information from him about cells working now.
And it's a huge victory."

A company in the United States says it has successfully developed a
human antibody that neutralises the potentially deadly toxin.
They hope the discovery will lead to a new vaccine and drugs to fight
anthrax.
It comes just days after scientists revealed they had cracked the
gene code for the strain of anthrax used in the letter attacks in the
US in late 2001 .
That discovery is expected to boost efforts to develop more effective
drugs to fight the toxin.
Drug treatment
A vaccine and drugs to treat anthrax already exist. However, the
vaccine must be administered through a series of injections over a
number of months before it becomes fully protective.
In the US and the UK, it has generally only been offered to those in
at risk groups such as military personnel.
The drugs are generally only effective if they are taken swiftly
after infection.
Scientists at Avanir Pharmaceuticals in San Diego believe their
antibody could overcome this problem.
Laboratory tests have shown that it neutralizes the bacterium and
stops it from infecting cells from where it causes most damage.
"The potency this antibody exhibits is extremely high," said one its
researchers Phillip Morrow.
He said the company is now planning to test the antibody on guinea
pigs. If these tests prove successful, they will then use the
antibody to develop drugs to fight anthrax.
"We are very encouraged by this data and plan to develop this
antibody for use as a prophylactic and therapeutic drug to prevent
and treat anthrax infections," Mr Morrow said.
Dr Gerald Yakatan, the company's chief executive, said: "Currently
there is a gap in treatment for individuals that could be or are

is a Gold producing company
incorporated in Canada and headquartered
in Toronto, Ontario.

The EGX company operates two Gold Mines in Gold production,
in the Republic of Kazakhstan through its wholly owned
subsidiary, Andas-Altyn LLP.

The EGX company's primary business is mining and
processing Gold as well as acquiring and developing
additional Gold deposits in Kazakhstan.

The EGX Gold Mines use conventional open-pit mining methods
and Gold is extracted by heap leaching.

EGX GOLD Mining Projects

The two EGX Gold Mines projects in Gold production
have an estimated resource of 850,000 ounces
of GOLD.

The Gold Ore ($420 x Au 850,000 ounces = $357,000,000.00)

The Central Mukur and Myaly mining licences
host 59 known Gold deposits
zones of oxide mineralization.
Six of these zones were mined during the years.

The remaining Gold zones are at various stages
of exploration or mine development to ensure
continuity of Gold mining operations.

It is Eurasia's objective to increase its
annual Gold production incrementally
to Au 60,000 ounces.

Increase in Gold production will come through
increasing the production capability of the
two EGX existing Gold producing projects,
and through development of the other EGX oxide
deposits in Kazakhstan.

remain to be further developed/explored,
according to Minesite.

Outlook for 2004

We can expect large increase in revenue and profit

exploration of ore zones at Central Mukur will

  Avanir Pharmaceuticals (AVN) http://www.avanir.com looks like an
interesting play. They have just signed a deal with another company
(which Paul Allen is listed as a major investor in) to manufacture
an Anthrax Antibody.

Am watching USCI now....seeing a familiar pattern
for pinks here. Post 1:1000 r/s tanks the stock price but the Co.
still has a viable business model and oil assets. Am looking for the
new O/S amount but haven't found it yet. Even if this is part of
an "r/s then dilute" strategy, it looks like a win win short term.
ie. the next PR brings the price up a notch or a forward split is
issued and one has more shares at close to one's "buy in" price. Have
confirmed the facts through DD and now am positioned at .0012. Think
a bump in the bid to at least .0015 at next news is very probable.

QBID has done something that is VERY RARELY seen in the pinks
and that is to keep on moving up after a substantial bump. Typically
after a banner day (.0003 - .0009) a pink will drift down or sideways
on the profit taking. However this issue gets up the next morning
and keeps going (.0009 - .0014) and does it again today (.0017 - 0024)
all amidst profit taking. There is DEFINITE investor support here
and it is phenomenal for a pink. I hope folks got on for the ride as
I cannot in a responsible manner say it will keep going.....however,
it might. I got in at .0002 and dumped at .0004 expecting this issue
to act typically. Once I finished crying ;-) the next day, I bought
back in at .0013 and will let it ride as I watch very closely.

SHO rule (S7-23-03) delayed by Nasdaq!!  DO something about it!
That's right.  Most everyone knows now but we don't have to take it
lying down.  The SEC has a submission address for comments on their
proposed rules.  (I don't think this qualifies for "Complaint"
submissions as nothing criminal has happened yet, maybe I'm wrong).

Write to "rule-comments@..."  and put the rule # involved  "S7-23-
03"  alone in the subject field.  Let them know how you feel about
these self regulating shorting f----rs getting away with non
compliance with the SEC's own agenda.  Not to mention how we legit
investors are screwed by the practice of naked shorting.   Use the
form letter below if you want.  Just send them something to let them
know the Nasdaq has really p-----ed off a lot of people.


I am writing in regards to the NASD decision today 2/18/04 to delay
the implementation of the new short selling rule from 2/20/04 to
4/1/04. I am a concerned and troubled by the decision of the NASD for
three reasons. First, when the NASD announced this rule
implementation last month individual investors, like myself, saw it
as a sign that some of the naked short selling abuses would come to
an end.  Hence we made decisions to hold positions we believed may
have been subject to naked short selling and, in some instances,
increased our positions in anticipation of the 2/20/04 rule
implementation date. Myself and many other investors were hoping that
the rule would help market efficiency and the fact that naked short
selling abuses have historically been a manipulative tool to keep
stock pps down. Second, the decision of the NASD to change their
deadline less than TWO days before implementation is not only a
complete disregard for investors but sends the message that the NASD
is itself not capable to enforcing it's rules and deadlines. Finally,
delaying the rule implementation until 4/1/2004 will force investors
to make unfair decisions to either hold on to positions that are now
being and will continue to be subject to naked short selling or to
sell, sometimes at significant loss, because we are losing faith in
the ability of the market to act fairly. Who is to say the NASD won't
delay the ruling on 3/29/04, two days before the new "soft" deadline.
I raise this issue to point out that in the end the NASD gave the
excuse about upgrading their technology to handle orders differently.
This excuse is bunk, because they have ALWAYS been able to
place "normal" orders. I would appreciate a public response to this
issue.

I know I'm pretty steamed over this SHO rule delay by the Nadaq, so
forgive my rant here, but I'm not sure everyone realizes the impact
Naked Shorters have had on the Micro Boards.  Think about it.  These
guy can short an issue MORE than there are actual shares outstanding
because they don't have to borrow shares to do it.  Their only
restriction is enough money to cover the trade.

That kind of power to manipulate an issue isn't just unfair, it
massively increases the risks for anyone going long on anything.  I'm
one of those little guys trying to build his investments but any call
I make is at the whims of these fat cat characters.

If this doesn't, at the least, irritate you then fine, tune me out
and don't complain about the depressed state of your positions.  But
otherwise contact the SEC about the Nasdaq putting this issue off.
As any input you send about this is regarding a violation of rule S7-
23-03 (ie  it's lack of being implemented), you can E the SEC at
their enforcement address:  "enforcement@..." and let your
feelings be known.  What I sent is pasted below.  Use it if you like.

As well the SEC has a comments section set up by the rule you are
commenting on. The address is "rule-comments@..."  and put the
rule # in the subject field: "S7-23-03".


Let's get something done about this.


My complaint:
"I'm contacting you about the Nasdaq's delay of implementing SEC rule
S7-23-03. This rule has been a long time coming and as demonstrated
by your proposal of it, is very needed to stop the manipulation of
micro issues. The Nasdaq's excuse for delaying it's implementation is
weak at the very best. Brokers are already set up to short securities
legitimately with Nasdaq and it's only the Naked Shorters which will
have to suspend shorting securities. Brokers have seen this rule
coming for quite a time now and getting the Nasdaq to put it off
further on the grounds "that they are not ready" is a flagrant
affront to the SEC's authority and to the spirit of this rule to
allow legitimate micro companies a decent chance at survival. I
believe this falls under the auspices of your division as delaying
this rule's implementation is really no different than violating it
once it's in place. Please do something about this. "

A reply from the SEC about the SHO rule delay!

To clear up any misconceptions about the "No Naked Shorting"
amendments to rule 3370 going into effect, I'm posting some links
which the SEC sent me showing how this "rule implementation" works
(and ALL rule implementations evidently).

Here's the process if you're unaware: The SEC comes up with the idea
for a rule change and after some feedback time from all who care,
sets a date for it's ISSUANCE to all of the SELF REGULATORY
	 entities it effects.  In this case the ISSUANCE date was the
end of NOV 2003 and Nasdaq (being the entity effected) decided to set
it's IMPLEMENTATION date to FEB, 20, 2004.

NOW Nasdaq has had second thoughts and WILL delay the IMPLEMENTATION
to APR 1, 2004 on the grounds that all brokers need time to arrange
their databases (re-configuring MPID #s) to show who is a member of
NASD and who isn't.

SO WHAT WERE THESE BROKERS DOING FOR 2.5 MONTHS PRIOR! Obviously
NOTHING!  Either they thought this rule would go away (and I think
they know better) or like petulant children are gonna play dumb to
buy more time to keep up their unfair, lethal to micro companies and
VERY profitable trading methods.  "Oh, what?  You mean you were
serious?  Well, gee, we haven't even started to do anything about
it.  Guess we'll need another 2 months or so...."

I have picked up a few posts here and there recently regarding the
pink CAAP (Citizens Capital, Inc).  As usual I performed some DD and
found it to be a non issue as far as I can tell.  Yahoo does have it
listed but PinkSheets.com doesn't....and they are the authority on
Pink issues.  CAAP did release news today about their subsidiary's
online store airing their first commercial "www.scorbrands.com".  Not
only doesn't PinkSheets.com list them but the issue shows no volume
or history where I can find it listed (Scottrade, Yahoo).  Very
perplexing indeed.  Anyone have a clue?

I finally found some information on this one, however it dates to
2001 when they last filed a 10Q.  Amongst the info on that filing is
this excerpt:

"The  Company  has  completed development of its SCOR Brand footwear
products and
expects  to  introduce said products into the consumer marketplace
during fiscal
year  2001.  The  Company  has  placed orders for initial product
inventories of
$1,622,135  to  be  delivered  during  fiscal  year  2001."

Well....3 years is it till now?  Hmmm....I don't know about this
one.  PinkSheets.com knows nothing of CAAP but I have an E into them
asking for info.  I'll let everyone know if something pops.  The Scor
footwear site is up and running though.  If this isn't a scam then it
reeks of mismanagement as the Citizens Capital Home site is
nonexsistent and who wouldn't update with PinkSheets if they were
thinking of breaking out of a 3yr period of inactivity?

Well things have been happening fast and furious. The CEO of this
issue contacted me back and I am more heartened about CAAP now. What
we could be looking at is an "IPO" situation. Let me explain. The
reason most trade in the micros is for the occasional oppurtunity to
get on board a company that has finally discovered a good business
model while the stock price is still extemely depressed. It's very
similair to an IPO on the big boards except much more speculative
since there is no history with the new business model and different
because the SP is so depressed you really have only one way to go
which is up. Most big board IPOs drop initially.

It looks like this is what we have in CAAP. Currently there are no
Market Makers on board so one can't purchase any shares publically
yet, however Mr. Hawkins has given me a stock agent to contact to
purchase privately. I've pasted his E to me below.

I do not know if everything about Citizens Capital is legit, so if
your sqeemish DO NOT get involved. I do think that management has
been doings things a little odd in resurfacing this stock without any
real preparation. At last look PinkSheets.Com (the actual authority
on all pinks) still didn't have them listed. There is some history
to this shell though going back to 2001 when CAAP wasn't a pink and
was still on the OTC BB and making SEC filings.

Otherwise at these prices a couple of hundred dollars can get you on
board and worst case is you can loose that couple of hundred.

Yes, Citizens Capital Corp. is a public company which went public in
May 1998 as a fully reporting company trading on the OTCBB under the
ticker: CAAP. At this time CAAP had 16+ market makers trading in its
stock.

For the period leading immediately up to September 11 through June
2003, CAAP's SCOR unit was just initiating and completing the
manufacturing development of its SCOR product lines.

Due to the resulting softness of both the capital and retail markets

The conclusion of this Fox News clip is that there are not enough
Buffaloes in Iraq and many more are coming in the future, therefore
the reason for the new plant expansion in Ladson, South Carolina.

FRCP.OB is still at a good entry price for the potential revenue from
all possible sources outside of the US DOD, ie., NATO, the UN,
the Israeli Army and U.S allies.

They also have a whole line of Mine Protected Vehicles (MPV's) that
