With the benefit of hindsight, we believe that such a seminar is much needed. The Year produced a wealth of awareness-raising activities, new practical tools for mobile Europeans and reflections in specific areas, but there is no clear idea of what the global policy direction and course of action are to be. Now that the activity of the Year is over, ECAS seminar endeavours to stand back and raise the issue of the general policy direction.
We have all learned from the Year that the issue of workers mobility is a complex,
cross-cutting one and that it requires a multidisciplinary approach. For this reason, ECAS will bring together a number of stakeholders, who will form expert panels dealing with workers mobility through three different lenses:
· that of citizens themselves
· economic
· regulatory
Special attention will be given to the free movement of Bulgarian and Romanian workers. Each of the panel discussions will be followed by a brainstorming session involving the public. The final session of the seminar will pick up the threads of the three panels and select recommendations to be presented to the EU Institutions.
ECAS will prepare a background discussion document for the event. Please, find enclosed the draft programme of the seminar. ECAS est heureux de vous inviter de participer au séminaire du 16 Mars et ainsi de contribuer aux recommandations politiques que nous mettrons an avant. Ce séminaire est le dernier élément du projet international mené par ECAS, soutenu par la Commission européenne dans le cadre de l’Année européenne de la mobilité des travailleurs. Nous avons mobilisé une équipe pluridisciplinaire d’experts et nous invitions le public intéressé afin de produire des recommandations politiques concrètes pour le suivi de l’Année.
Avec du recul, nous jugeons qu’un tel séminaire est absolument nécessaire. L’Année a produit une abondance d’activités sensibilisant le public, de nouveaux outils en faveur des « européens mobiles » et de la réflexion dans des domaines bien spécifiques. Néanmoins, il n’y a toujours pas d’idée claire quant à une orientation politique et un véritable plan d’action. Maintenant que l’année est terminée, notre séminaire entreprend de répondre à ces défis.
Nous avons tous appris au cours de cette Année que le sujet de la mobilité des travailleurs est complexe et transversal et qu’il requiert une approche pluridisciplinaire. Par conséquent, ECAS va réunir un grand nombre d’acteurs de la mobilité et constituer trois panels d’experts, afin de traiter la matière à travers ses trois perspectives principales :
· individuelle
· économique
· légale
Qui plus est, une attention toute particulière sera donnée à la libre circulation des travailleurs bulgares et roumains. Chacun des panels se conclura par un brainstorming avec le public. La session finale en fera la synthèse et sélectionnera des recommandations que nous présenterons aux institutions européennes.
