I called Customer Service to enquire about the proceedure when this happens.
They called me back a few hours later and said pretty much what Dave said --
that a subway car wouldn't be taken out of service just on merrit that the
announcements aren't working.
Obviously we can speculate all we want to, but someone in the Gunn building
thought it was appropriate, regardless of what we might believe.

stop announcements with an automated stop announcement system. The system will
be required to provide the announcements of all stops 100 percent of the time.
If after one year of operation of the automated announcement system, a 98
percent rate is not achieved and maintained, the TTC shall revert to manual
announcements until it can ensure that the automated announcements will exceed
98 percent performance.

Talking to management on Thursday. it was said, "if the systems fail, Drivers
are to call out stops until a replacement vehicle is found." This will be done
if it not a system problem.
This also apply to the subway.
By taking equipment out of service with no replacement, you start the snowball
effect for both riders and the route.
