from a number junctions on the M25 motorway, which circles London.  The average

I've often noted in the newsletter how the worlds of emergency management and
transportation operations can overlap.  On this site that's more than just theoretical.
Run by US DOT's Research and Special Programs Administration, the TEM site
gives both background on the program and useful links to other agencies and
related reports.  RESP's Office of Emergency Transportation performs coordinated
crisis management functions for multimodal transportation emergencies.  This
includes everything from natural disasters and terrorist attacks to labor strikes and
technological incidents.  Taking responsibility for this in the field are Regional
Emergency Transportation Coordinators.  Preparedness plans, training, and
coordination with other agencies takes place at the regional level.  More detailed
information is available on the site.

Putting together the TCN each day I get to see a large number of Web sites. 
Some are easy to navigate, others are a mess.  Creating easy to use Web
pages is part art and part science.  For transit agencies looking at either
creating a Web presence or simply planning an update of an existing site,
this Web site is a good place to start.  Put together by consultant Bruce
Schaller, the site lists main elements that make up many transit Web sites
and briefly notes what transit agencies should strive to include.  Most useful,
the site links to existing transit Web sites that exemplify the good practices he
notes.  The site summarizes work Mr. Schaller did for the Transit Cooperative
Research Program on the effective use of transit Web sites.

This new site has been put together by the City of Portland and the Greater
Portland Council of Governments.  It's one of the few municipal sites that
collects on one site so many transport modes.  You can check on arrival and
departure information, as well as ground transportation at the Portland
International Jetport; get bus schedules, even find out about the new Amtrak
train service that terminates in Portland.  For those traveling by sea, there's
information on ferry services at both the International Marine Terminal and
the Portland Ocean Terminal.

Although it's increasingly rare, there are still some independent traffic reporting services
providing updates on the Web and via broadcasts.  One of these is Grand Rapids Skyview
Traffic, serving West Michigan.  While traffic tie-ups may not equal what you'll find in a big
metropolis such as New York or LA, congestion is still an issue and information on delays
is important to drivers.  In addition to the Web site, the company also supplies reports on
a number of radio stations in the area.  On the Web site you'll get a summary of road

Web Site of the Day: NOAA Office of Response and Restoration
An oil spill or hazardous materials release along the shoreline or in navigable
waterways can have a serious impact on transportation.  The National Oceanic
and Atmospheric Administration's Office of Response and Restoration plays
several important roles, including helping emergency responders prepare for
potential accidents.  On the Web site there's not only background information,
but you'll also find a variety of downloadable tools which can be used.  One of
the more interesting is CAMEO (Computer-Aided Management of Emergency
Operations) which can be used to help prepare for and respond to chemical
emergencies.  Similar programs exist for oil spills.  Other items on the site
include image galleries and information for kids.

The GMPTE is the provider of public transport services in the Greater Manchester area.
On their site is background information on the agency, along with typical schedule and
fare information for the network of buses, trams and rail lines serving the area.  A journey
planner is available which presents travel options using all modes as options.  Numerous
maps are available for the various services as well.  An added feature is a Web cam link
which shows a busy transport intersection in the City Centre of Manchester.

Many of you who read the TCN may not realize there's also a Web site for the newsletter.
I thought I'd use this spot to let you know about the site and some of what you'll find there
First of all, every issue of the TCN is archived at the site.  Since the subject line of the
newsletter is the date, you can easily find an edition for a particular date going back to
November 1999.  Prior to November 1999 the TCN was a discussion group.  Those
messages, going back to the first in June 1998, can also be read in the archives. 
There's also a simple search function that's available.  If you're looking for articles say on
a particular company, you can go to the list of messages, enter the company's name,
and you'll get a listing of every edition where that name appears.  There are other features
as well.  Files have been downloaded that are available for viewing.  Most are associated
with stories in previous editions.  There's also a place where links can be listed.  Those
interested in reciprocal links should contact me.

There's little doubt that disasters, man-made or natural, have a serious impact
on transportation.  Warnings, preceding or during a disaster, can mitigate the
effects.  On a most basic level, the partnership has been created to improve
public warning systems in the US.  The organization seeks to bring about
better coordination and cooperation at all levels of government, businesses,
service providers and the media.  The partnership is in its early stages with
its organizational conference held November 29.  On the site there's material
from the conference, background information on disaster warnings and links to
related organizations.

This project, and its site, are interesting for several different reasons.  First, it is a
collaborative effort which brings together many different groups, including industry,
researchers and government.  Second, it provides important information on a
regional scale.  From a network of buoys, data on ocean and weather conditions
are available via the Web.  You can check on current, air and sea temperatures, and
winds.  If you click on an individual buoy you can get more detailed information such
as salinity and visibility.  Historical information is also available to give you a better
idea of condition trends.

It's easy enough to find traffic and transit information on the Internet and chances are
you know what radio station(s) in your home area broadcasts traffic reports.  But what
about when you're on the road?  As you approach a city and all you can see in front of
you are red taillights you want to know where to tune on the dial for updates.  This
site is a good place to visit before you head out on the highway.  It lists a number of
metro areas around the US and tells you where on the dial you'll find reports.  It not only
lists the stations, but includes their frequencies and when the reports are broadcast.

Web Site of the Day: Straphangers Campaign
There are numerous transportation advocacy groups around the world, but this is
one of the few which also provides traveler information as part of their Web site. 
The Straphangers Campaign addresses both subway and bus issues in New York
City.  In the area of information, site visitors can learn about each of the city's
subway lines, including diversion notices in effect, and maps, schedules and station
info (courtesy of the MTA).  There are also ratings of the lines, comparing them to
others on the system.  One of the more interesting features is an interactive subway
map, courtesy of CMAP.  Via the site you can type in an address and identify the
subway stations and lines that are nearby, search by neighborhood or by station. 
Another excellent feature is the ability to sign-up for weekly e-mail updates on
subway diversions.

This is an organization I hadn't heard of till today.  The goal of ITMA is to reduce human harm
from traffic crashes and while the organization's name may at first lead you to think it's
membership is limited to medical professionals, a closer look indicates it reaches out to all
who have a role to play in all modes of transportation.  This includes a number of transportation
communications related areas such as public education, emergency dispatchers and traffic
engineering.  The organization has their 2002 conference in Cairo, Egypt in September.
