I am not an SBDC represenative but for PA the information is

The Pennsylvania Small Business Development Centers are sponsored by the
University of Pennsylvania’s Wharton School of Business as well as each
university that is a participant.
Specifically the Temple SBDC is "an outreach center of the Fox School of
Business and Management at Temple University."
