I am not an SBDC represenative but for PA the information is
at:http://www.pasbdc.org/partners/funding.asp
The Pennsylvania Small Business Development Centers are sponsored by the
University of Pennsylvania’s Wharton School of Business as well as each
university that is a participant.
Specifically the Temple SBDC is "an outreach center of the Fox School of
Business and Management at Temple University."

Interesting. We have SBDC in New York, and it is free. All kinds of events
and programs and counseling services. Always free, often presented by or
with entities that have expertise in the area. I was under the impression
that the program is funded by/through SBA so as to be free to small biz.
