Subject: UUNET NOC in trouble

Usually it is best to keep ones sand in their own
sandbox, but now
is not the time.

As rumors has it, (because that is all the
information anyone is given anymore) serious and grave
management decisions are being made that will have
disastrous results on the Worldcom IP NOC in Ashburn.

1. Being the decision to eliminate two Transport shift
managers, and replace them with two ?buddies? of Cal
Gloss.
a. One being Chris Philips, a pseudo manager who has
mastered that art of deflection. Any issues brought
forth to him by his personnel will
be quickly rerouted into any forms of conversations,
such as the weather, current events, and guns of
course. Chris has also mastered
the art of ?Do as I say and not as I do?. Hardly ever
will you find Chris at work on time, and it is a
guarantee that he will leave early on
Fridays. Chris has currently has little or no idea of
the daily work that his personnel perform, and has
currently passed all managerial
decisions concerning his people to Len Koontz. Chris
also is totally
unaware of NOC pollicies and procedures, and would
bring zero expertise to the NOC floor.
b. The second being Len Koontz. An individual who?s
last position changed from NOC Moral Manager to pseudo
Transport manager. Len claims to be a ?by the book?
type of manager, but it is well known by
his own people that the women get treated much better
than the men.

c. The third and worst possibility is Bob Davis. The
manager of the NSG. (Noc Support Group or No Support
Group) Which after two years is still a flop. It is
still a myth what Bob does on a daily basis, and I?m
sure even Cal Gloss is unsure.

* The two managers rumored to be laid off are Kevin
Bradley and Karl
Wernecke. Both who have tried to improve and remove
issues mentioned below. But, in all cases were met
with a lack of support and resistance from management
above them, namely Cal Gloss. If they only became
?yes? men like the others. I doubt Cal Gloss would
have even considered them.

2. Cal Gloss?s refusal to have dead weight removed
from the NOC.
a. For the past year and a half, the NOC has had a
huge issue
concerning the abuse of leave. Many employee?s
blatantly abuse
leave with little or no actions taken against them.
It has been known, employee?s taking in excess of two
months vacation and not having one
cent deducted from their pay. In each case, Cal Gloss
refused to back his shift manager and the issue was
dropped. So now every NOC
employee takes as much leave as their conscious will
permit.
b. The NOC also is currently wasting money on bogus
network engineers.
Cal Gloss has permitted individuals to be hired into
senior level positions with little or no experience,
such as Anna Davis. A pseudo engineer who has been
the cause of more outages than she?s corrected. She
also happens to be the wife of Bob Davis who is one of
the Transport managers under Cal Gloss. Shift
managers have come to Cal Gloss as well on this issue.
Again, each time the subject was dropped.

* The NOC theory on these two, Cal Gloss currently
has his ?buddy?
managers at the Worldcom minimum of 8:1 employee
to manager ratio.
Any less employee?s would draw attention to the
inflated number of
managers under Cal Gloss.

3. The waste of millions of dollars on bogus NOC
tools.
a. The newest money pit is called Espresso. Which is
supposed to be
The latest tool to hit the NOC, replacing a home grown
tool created
by Ann Arbor called Rover. This tool will do little
to improve network
monitoring because Espresso is simply Rover, but with
colored alerts.

4. Cal Gloss?s personal wars are now affecting daily
NOC operations.
a. Cal Gloss?s recent battle resulted in a loss of
over half his personnel and the NOC returning back to
a Backbone/Dial divide. This in itself
is no major issue. But, Cal Gloss has begun a sulk
campaign. Resulting
in the needless delay of a transfer of
responsibilities monitoring backbone equipment from
the Access group to the Transport group.

5. The next upcoming layoff.
a. The Transport shift managers have made it well
known that they were
not consulted in the selection of employees to be
laid off. Well then
the next question is who was? Next in line would
be the senior
manager Floyd Kramer. Again, a nice guy. But,
has zero retention
when it comes to short term memory, which he even
admits. Resulting
in Floyd Kramer to daily forget the names and
faces of people under
him. This even includes the managers that report
directly to him. So
if Floyd can?t remember the names of his managers
that report
directly to him. What chance does an engineer
have two notches
down? Ask why everyone calls him ?FTI?.

Mr. Sidgmore,

You?ve stated that employee moral was one of your key
issues. If that is truly so. Then please send ANYONE
to take a look. We have four shift crews and one 9-5
crew. It won?t take long to talk to all five, and my
allegations will be easily proven.
