SUMMARY:
Our client has a vacancy for Project Manager to assist with the
management of several projects. Projects currently underway are the
creation of an alternate data center designed to provide balanced
processing environments that are able, among other things, to expedite
recovery in the event of a disaster. Our client anticipates that a
vendor firm will be awarded a contract to execute the data center
split.  The selected individual will be the Project Manager and
liaison with the selected implementation vendor as well as oversights.
In addition the project manager will assist with the reviewing,
negotiating, drafting, and interpreting purchase agreements. These
agreements may cover matters such as: systems implementations;
acquisitions of hardware, software, and/or related services arising at
a governmental IT agency. All work must be performed in compliance
with client and agency policy and procedure.

KEY DUTIES:
Project Manager will also be responsible for directing all aspects of
the project including but not limited to the following:
• Scope and Change Management -  working with appropriate personnel to
set client expectations concerning the scope of each project phase and
ensuring that the consultants establish appropriate processes to
control change throughout the project lifecycle;
• Client/Sponsor Relationship Management -  working with appropriate
personnel to develop and maintain open communications and strong
working relationships with client agencies as well as key
stakeholders;
• Risk Management - identifying and analyzing project risks from the
perspective and ensuring that the consultants respond appropriately;
• Quality Management - ensuring that the client establishes
appropriate project standards and quality assurance processes so that
consultant deliverables and work products meet the needs and rework is
prevented or minimized;
• Issue Management & Problem Resolution - working with the client and
its consultants to ensure that issues are adequately captured,
tracked, and resolved in the client's best interest;
• Performance Management - working with the client and its consultants
to set up appropriate status reporting and metrics to monitor and
report on project progress and performance;

REQUIRED:
• Minimum 5 years of successful project management experience leading
and managing large, complex projects with multiple, competing
stakeholder needs.
• Hands-on experience creating/reviewing and negotiating a variety of
complex technology contracts, preferably from the customer side,
• Experience in data center management and hardware and software
procurement is preferred, as is experience successfully performing in
the same or similar capacity
• Excellent drafting and analytical skills
• Excellent written and oral communications skills, and interpersonal skills;
• Strong knowledge of Microsoft Project, Word and Excel; and Visio
• Ability to work with limited supervision, and to manage multiple
deadlines in a fast-paced, dynamic environment

Located in midtown Manhattan and Washington DC, Turnaround has 50

and fees from public schools and school districts. Turnaround has
consistently increased its earned-income revenue stream, including

A 2007 study by the Mass Insight Education & Research Institute (see

number of high-performing, high-poverty schools and analyzed why they
were able to succeed while the vast majority were not. The Institute
concluded that high-poverty schools succeeded when they addressed
three dimensions of “readiness” – underlying conditions for success:

Readiness to Act: school leaders have the authority to make the
decisions needed to assure their school’s success, the ability to
leverage outside resources and alliances to support their goals and
the ingenuity to shape effective strategies for success in difficult
circumstances;
Readiness to Teach: teachers are passionately committed to - and feel
deep accountability for - each child’s success; instruction can be
personalized to meet the learning needs of each student; and the
school maintains a professional teaching culture that supports
on-going professional learning and growth for teachers;
Readiness to Learn: the school environment feels safe to students and
adults inspire them to learn; students have positive mentor/teacher
relationships and the school directly addresses their barriers to
learning arising from poverty.

Turnaround works primarily in the “Readiness to Learn” dimension,
which seems to be the most intractable for school leaders as it calls
for solutions that lie outside of what has generally been considered
the domain of schools and educators.
Turnaround’s staff provides whole-school and district-level
interventions consisting of intensive consultation, coaching and
training. Turnaround collaborates with districts, school management
organizations and schools who are ready to work in mutually
accountable collaborations to produce an excellent educational and
growth experience for their students in high poverty schools.
ABOUT THE POSITION:
Reporting to the Chief Operating Officer, the Chief Financial and
Administrative Officer (CFAO) will collaborate with the national and
local program leadership teams and liaise directly with the Board of
Directors on all financial and administrative matters. The CFAO will
be responsible for building and enhancing the financial and
administrative processes and infrastructure that will allow Turnaround
to fulfill its vision. Primary responsibilities include:
Management Responsibilities

Lead, manage and develop a team, currently comprised of four
professionals, in its execution of all financial and administrative
functions
Hire, train and develop additional finance and administrative staff as
necessary, in order to ensure a robust infrastructure across the
organization as it continues to grow.

Financial Responsibilities

Support national management, the Board and local program directors
through strategic financial planning, analysis and business modeling
Manage the timely development of an annual budget, budget projections
for strategic planning, as well as separate budgets for each local
program which Turnaround operates
Oversee vendor relations and the management of expenses
Staff and support the oversight roles of the Board Finance and Audit
Committees and Treasurer
Work with auditors to ensure the timely and successful completion of
annual audits and address findings and comments from the auditors and
Board committees
Ensure timely and accurate filing of IRS and other required governmental forms.
Ensure the integrity, excellence and usefulness of all financial
reports for national and local program stakeholders, and the timely
and accurate preparation and delivery of all internal and externally

Perform on-going analyses and develop processes and systems that
ensure Turnaround’s financial health, keeping the COO, CEO and Board
informed of financial, risk and compliance matters as appropriate to

Ensure organization maintains and documents appropriate accounting

Strategize and recommend ways in which Turnaround can improve fiscal

Administrative Responsibilities

Serve as the primary point person on information technology, human
resource administration and other administrative issues
Information Technology: Lead strategic planning to ensure connectivity
and communications needs are met, including management of the current
IT vendor and keeping abreast of appropriate ways to enhance the
organization’s technology infrastructure as it grows
Human Resource Administration: Oversee the maintenance of appropriate
employment policies and practices, benefits and regulatory compliance
Other Administrative Functions: Oversee vendor management, office

CANDIDATE REQUIREMENTS:


Minimum of a Bachelor’s Degree, with strong preference for candidates with MBA
At least five years of significant work experience with organizations
(budgets exceeding $10MM) as a CFO, Director of Finance, Controller or
equivalent, with experience in a non-profit organization an absolute
requirement
Strong familiarity with regulations and GAAP standards surrounding
501(c)(3) tax-exempt entities absolutely required
Strong ability to develop financial models for growth and expansion

Jobless people often hear this from friends and relatives, because the impulse
to help is strong. But there is much more that people can do to help those who
have been sidelined by the economic crisis. And there are things they can
unwittingly do to make them feel worse.


First, when listening to unemployed friends or relatives, recognize that they
have experienced a profound loss, said Nancy Molitor, a public education
coordinator for the American Psychological Association and a psychologist in
private practice in Wilmette, Ill.


But go easy on the pity. “No one wants to feel like they’re a victim on a
regular basis,” Dr. Molitor said. When you continually show pity for a jobless
person, “you’re putting yourself in the strong position, and the other person
feels weaker and weaker,” she said.


Asking questions like “Have you sent out any more résumés?” or “Have you called
any more people?” is also counterproductive, Dr. Molitor said. Expressing worry
is a way for friends or family members to deal with their own anxiety over the
situation, she noted, but it often serves to transfer anxiety to the jobless
person.


And most people do want another job and are making good faith efforts to find
one, she added.


Serve as a sounding board, while refraining from judgments or criticism, said
Alison Doyle, a job search specialist for About.com, which is owned by The New
York Times Company.


The jobless — and especially the long-term jobless — are afraid of
being seen as
slackers, Ms. Doyle said. Too often, she said, friends and family think they
could find a job if they just tried hard enough.


But the unemployed are facing unusually harsh economic conditions. Of the 15
million Americans out of work, more than 40 percent have been
unemployed for six
months or more.


The unemployed don’t operate on a seniority system, where the people who have
been jobless the longest are the first up for new jobs. The sad fact is that
someone who has been out of work for just a few months may look more desirable
to a hiring manager than the person who was laid off at the height of the
economic crisis, Ms. Doyle said.


Older job seekers can face especially high hurdles, said Ford R.
Myers, a career
coach, author and the president of Career Potential in the Philadelphia area.
Some had been working steadily for 20 or 30 years before they were let go; they
are unfamiliar with the newer ways of looking for jobs and facing age
discrimination for the first time in their lives, he said.


Whatever their age, many people who have been laid off are struggling
financially. It’s possible that someone who appears to be doing fine
is actually
running out of savings and on the verge of foreclosure.


“Most people, if they’ve been unemployed for more than a couple of months, can
use your help if you can afford to give it to them,” Ms. Doyle said.

But tread carefully when offering a loan or gift. Some people are
embarrassed by
financial woes, Ms. Doyle said. She said she and her friends once chipped in to
buy a supermarket gift card for an out-of-work friend and sent it anonymously
because they knew the woman wouldn’t accept it otherwise.


Keep your eyes open for short-term work for unemployed friends or relatives.
Projects in their field would be ideal, of course. But you could even pay a job
seeker to take care of your pet when you’re away, Ms. Doyle said.


If you’re not sure what kind of work someone is willing to do, ask questions
very delicately, because the line between helping and offending can be
fine. One
person may be delighted to earn a little extra money by shoveling your
driveway,
whereas someone else may be insulted, Ms. Doyle said.


You can also help in many other ways. For example, offer to proofread a résumé
and cover letters, Ms. Doyle said. See if there are job openings at your own
company — you may even get a referral bonus. If you have worked with the person
previously, you can write a recommendation for him or her on LinkedIn, she
added.


For those with young children, offer to baby-sit during job interviews if you
can, Ms. Doyle said — or drive them to interviews if they don’t have their own
transportation. These seemingly small actions speak volumes about your feelings
for a loved one.


BOTH through their deeds and words, “close friends can do an awful lot,” Dr.
Molitor said.


“When you go through something like this, you find out who your good friends
are,” she said. Sometimes, the people you thought were your friends
stop calling
because you can’t maintain the same lifestyle, she added.


Jobless friends don’t have the plague, Dr. Molitor said. “Include them in your
life just like you normally would,” she said, “but be sensitive about expenses
when you go out together.”


And close friends and family should be aware that unemployed people —
especially
those out of work for an extended period — can be at high risk for depression,
she said. If, over two weeks or more, they are isolating themselves and
continually expressing negative and self-defeating thoughts, it may be time to
refer them to a mental health professional, she said.

Jobless people often hear this from friends and relatives, because the impulse
to help is strong. But there is much more that people can do to help those who
have been sidelined by the economic crisis. And there are things they can
unwittingly do to make them feel worse.


First, when listening to unemployed friends or relatives, recognize that they
have experienced a profound loss, said Nancy Molitor, a public education
coordinator for the American Psychological Association and a psychologist in
private practice in Wilmette, Ill.


But go easy on the pity. “No one wants to feel like they’re a victim on a
regular basis,” Dr. Molitor said. When you continually show pity for a jobless
person, “you’re putting yourself in the strong position, and the other person
feels weaker and weaker,” she said.


Asking questions like “Have you sent out any more résumés?” or “Have you called
any more people?” is also counterproductive, Dr. Molitor said. Expressing worry
is a way for friends or family members to deal with their own anxiety over the
situation, she noted, but it often serves to transfer anxiety to the jobless
person.


And most people do want another job and are making good faith efforts to find
one, she added.


Serve as a sounding board, while refraining from judgments or criticism, said
Alison Doyle, a job search specialist for About.com, which is owned by The New
York Times Company.


The jobless — and especially the long-term jobless — are afraid of
being seen as
slackers, Ms. Doyle said. Too often, she said, friends and family think they
could find a job if they just tried hard enough.


But the unemployed are facing unusually harsh economic conditions. Of the 15
million Americans out of work, more than 40 percent have been
unemployed for six
months or more.


The unemployed don’t operate on a seniority system, where the people who have
been jobless the longest are the first up for new jobs. The sad fact is that
someone who has been out of work for just a few months may look more desirable
to a hiring manager than the person who was laid off at the height of the
economic crisis, Ms. Doyle said.


Older job seekers can face especially high hurdles, said Ford R.
Myers, a career
coach, author and the president of Career Potential in the Philadelphia area.
Some had been working steadily for 20 or 30 years before they were let go; they
are unfamiliar with the newer ways of looking for jobs and facing age
discrimination for the first time in their lives, he said.


Whatever their age, many people who have been laid off are struggling
financially. It’s possible that someone who appears to be doing fine
is actually
running out of savings and on the verge of foreclosure.


“Most people, if they’ve been unemployed for more than a couple of months, can
use your help if you can afford to give it to them,” Ms. Doyle said.

But tread carefully when offering a loan or gift. Some people are
embarrassed by
financial woes, Ms. Doyle said. She said she and her friends once chipped in to
buy a supermarket gift card for an out-of-work friend and sent it anonymously
because they knew the woman wouldn’t accept it otherwise.


Keep your eyes open for short-term work for unemployed friends or relatives.
Projects in their field would be ideal, of course. But you could even pay a job
seeker to take care of your pet when you’re away, Ms. Doyle said.


If you’re not sure what kind of work someone is willing to do, ask questions
very delicately, because the line between helping and offending can be
fine. One
person may be delighted to earn a little extra money by shoveling your
driveway,
whereas someone else may be insulted, Ms. Doyle said.


You can also help in many other ways. For example, offer to proofread a résumé
and cover letters, Ms. Doyle said. See if there are job openings at your own
company — you may even get a referral bonus. If you have worked with the person
previously, you can write a recommendation for him or her on LinkedIn, she
added.


For those with young children, offer to baby-sit during job interviews if you
can, Ms. Doyle said — or drive them to interviews if they don’t have their own
transportation. These seemingly small actions speak volumes about your feelings
for a loved one.


BOTH through their deeds and words, “close friends can do an awful lot,” Dr.
Molitor said.


“When you go through something like this, you find out who your good friends
are,” she said. Sometimes, the people you thought were your friends
stop calling
because you can’t maintain the same lifestyle, she added.


Jobless friends don’t have the plague, Dr. Molitor said. “Include them in your
life just like you normally would,” she said, “but be sensitive about expenses
when you go out together.”


And close friends and family should be aware that unemployed people —
especially
those out of work for an extended period — can be at high risk for depression,
she said. If, over two weeks or more, they are isolating themselves and
continually expressing negative and self-defeating thoughts, it may be time to
refer them to a mental health professional, she said.
